Salman Khurshid: PoK Must Return to India, Talks Only if Pakistan Ends Terror Support

Salman Khurshid, Congress Leader and All-Party Delegation member, said that Pakistan-Occupied Kashmir must be given back to India.

Khurshid, in conversation with ANI, said that India has clearly stated that talks can happen only when Pakistan’s commitment to peace is clear, including talks on the Indus Water Treaty.

“There is a long standing unanimous resolution of parliament of India saying that the Pakistan occupied Kashmir must be re-vacated and given back to India and as you know that even in the assembly of Jammu and Kashmir, the seats that should have been in that area are kept vacant just for this reason that we have we have a long term commitment that the area is to come back to us. That’s one important factor,” he said.

Khurshid further said that attempts at making peace were negated by Pakistan, as it continued to attack India over the years.

“The second is that the government has reiterated this because you know, often questions are asked about will you talk, will you not talk, etc. We have expressed our distress that repeated attempts to talk and negotiate have been betrayed by Pakistan by a subsequent attack and several attacks that happened over the years,” he said.

Khurshid said that talks can happen only when Pakistan’s support for terrorism stops. Till then, the Indus Water Treaty will be in abeyance.

“But the government has said clearly that talks can happen only when the commitment of Pakistan to peace is clear that their support for terrorism is cogently shown to have stopped, and only then can there be a conversation with Pakistan. And that includes the Indus Water treaty being put in abeyance, that even on that issue, further talks can only happen once terrorism is given a complete stop and completely given up,” he said.

Khurshid said that India took kinetic steps to eliminate terrorist hubs in Pakistan, and their retaliation thereafter was met with India neutralizing the basis of their offensive.

“So it has been made clear that now we are taking several steps, steps that we took which are called kinetic steps of trying to eliminate the terrorist hubs in Pakistan and Pakistan-occupied Kashmir, which is the first thing we did. And then when there was a retaliation without escalating any further, we responded to that retaliation by neutralising the basis from which retaliation was coming,” he said.

Khurshid also said Indonesia was more supportive than they expected.

“I believe that Indonesia was far more supportive than we were even expecting, and we expressed our gratitude for that. They reiterated the condolence and the support messages that had already come from the president and have already come from the ASEAN headquarters, etc. and they took a lot of interest, reiterated the support that they’ve given,” he said.

Khurshid added that as of now, they had met the Secretary General of ASEAN, and it depends on the rest of the countries to take the matter up at their next meeting.

“The issue now is of course ASEAN at its next meeting can take up the matter further because we will only talk to the Secretary General, but as far as the government and the representatives of Indonesia are concerned, they were very, very supportive, including the political parties, some of whom we will continue to meet today,” he said.

Khurshid said that Indonesia was supportive of the Indian stance, and Pakistan’s false narratives on the attack were rejected.

“They were extremely supportive of India’s position. And the so-called narrative that was pushed by the chief of army staff in Pakistan, now a field marshal, that narrative was completely, completely negated and rejected in our conversations,” he said.

Khurshid is a part of an All-Party Delegation. The delegation, led by JD-U MP Sanjay Kumar Jha, includes Aparajita Sarangi (BJP), TMC MP Abhishek Banerjee, Brij Lala (BJP), John Brittas (CPI-M), Pradan Baruah (BJP), Hemang Joshi (BJP), Salman Khurshid and Mohan Kumar.

The delegation is visiting many countries as part of India’s global outreach against Pakistan-sponsored terrorism. The delegation has so far visited Japan, South Korea, and Singapore. (ANI)

Janata Dal (United) MP Sanjay Jha who is leading an All-Party Delegation to Japan ahs appealed to all world leaders to side with India against Pakistan’s sponsorship of terrorism.

Jha, who along with his delegation members arrived in the Japanese capital of Tokyo on Thursday while talking to ANI said that they aimed to present India’s stand on the new normal in context of Pakistan-sponsored cross border terrorism.

“Pakistan is a state sponsor of terrorism. One must differentiate between terrorists and the terrorist sponsor, which is the state that promotes them, funds it, gives them training. This is known, but we must make it clear that after the Pahalgam terror attack, India’s stance is to wipe off the terror sponsors. Now people from all over the world should gather to eliminate this source from which terrorists are located,” he said.

The JD(U) leader said that the delegation aimed to tell people about the stand adopted by Prime Minister Narendra Modi, which is the “new normal.”

“Today our delegation is in Tokyo and we offered floral tributes to Mahatma Gandhi. School children sung ‘Vaishnav Jan To’ and in a way, the journey of our delegation began here. We are now going to meet the think tanks, the ministers here, and present the stand of Prime Minister Narendra Modi- especially the stand of the ‘new normal’ or the opinions on Pakistan.

India has endured a lot and we have dismantled the nine terrorist camps from where training was conducted. The biggest achievement of the Indian army was that neither did any civilian die in this operation, nor was any military infrastructure harmed.

We went to the terrorist camp we had, to help them and there were many terrorists in it,” he said.

Jha said the delegation aimed to sensitize people on Pakistan’s state sponsorship of terrorism.

“Normally everyone is aware that Pakistan promotes terrorism because all the wanted terrorists are found there in the same way as Osama Bin Laden was found. After the manhunt conducted around the world, he was found in Pakistan. Everyone knows about the state policy of terrorism there, so we are here to sensitize people about it and explain Operation Sindoor. We are also here to tell people about the new normal and that when India faces cross-border terrorism, we will respond to it on our own way,” he said.

Jha said that the world has shown overwhelming support against terrorism, and agrees with India’s zero tolerance for terrorism.

“We held talks with the Indian Ambassador here in the embassy and discussed our agenda for the next three days. People support India’s stance on terrorism and everyone believes in zero tolerance against terrorism,” he said.

Jha expressed dismay at how Pakistan’s Army Chief was promoted to a Field Marshal even after he spoke about the ‘Two Nation Theory’. Jha said that it showed Pakistan’s attitude towards terrorism.

“Pakistan’s Army Chief is promoted to a Field Marshal. The language they used in the week before. The way being an Army Chief he spoke on the Two-Nation Theory, so imagine what kind of society they have, what kind of government is sponsoring the entire army there, so I think it is a very good move to sensitize the world,” he said.

After their arrival, the all-member delegation paid floral tributes to the Mahatma Gandhi’s bust in Tokyo.

The members were seen offering floral tributes as a children’s choir sung “Vaishnava Jana To”, a Hindu prayer or bhajan.

Earlier in the day, Indian Ambassador to Japan, Sibi George briefed the All-Party delegation, where he noted that after the dastardly April 22 Pahalgam terror attack, Japan was the first country to respond. The briefing aimed at setting the context for a strong message of India’s fight against terrorism.

Indian embassy in Tokyo stated that India’s unwavering stand against cross-border terrorism, as seen in Operation Sindoor, will be highlighted in all engagements.

In a post on X, the Embassy stated, “All-Party Parliamentary Delegation was briefed by Ambassador Sibi George on Japan- specific approach to engagements, setting the context for a strong messaging of India’s fight against terrorism.” (ANI)

The All India Trinamool Congress (AITC) has announced that its Chairperson, Mamata Banerjee, has nominated National General Secretary Abhishek Banerjee to represent the party in an all-party delegation for India’s global outreach against terrorism.

In a post on X, AITC stated that Abhishek Banerjee’s inclusion in the delegation underscores the party’s resolute stance against terrorism.

“We’re delighted to share that our Chairperson, Smt. @MamataOfficial has nominated National GS Shri @abhishekaitc to represent Trinamool Congress in the all-party delegation for India’s global outreach against terrorism. The multi-party delegation, consisting of seven groups led by one MP each, has been initiated to counter global misinformation and highlight India’s zero-tolerance policy on terrorism.

The list includes Members of Parliament from multi-party groups, which have been divided into seven groups consisting of 8-9 members. A leader has been assigned for each group who will lead the delegation at the global level.

Union Minister Kiren Rijiju, while posting the list on Saturday, also highlighted how the Members of Parliament have shown a united stance of “One mission. One message. One Bharat.”

“One mission. One message. One Bharat. Seven All-Party Delegations will soon engage key nations under Operation Sindoor, reflecting our collective resolve against terrorism. Here’s the list of MPs & delegations representing this united front,” Rijiju said in a post on X.

Group 1, led by Bharatiya Janata Party MP Baijayant Panda will be visiting Saudi Arabia, Kuwait, Bahrain, and Algeria. Three more BJP MPs–Nishikant Dubey, Phangnon Konyak, Rekha Sharma are part of the group. AIMIM chief Asaduddin Owaisi, former Jammu and Kashmir Chief Minister Ghulam Nabi Azad, nominated Rajya Sabha member Satnam Singh Sandhu and Former Foreign Secretary Harsh Shringla will be part of the group.

Group 2, led by BJP’s Ravi Shankar Prasad will be going to certain European countries, including to United Kingdom, France, Germany, Italy, Denmark and others. BJP’s Daggubati Purandeswari and Samik Bhattacharya, along with Shiv Sena (UBT)’s Priyanka Chaturvedi, nominated Rajya Sabha member Ghulam Ali Khatana, Congress’ Amar Singh, former Minister of state for External Affairs MJ Akbar will be part of this group.

Group 3 is led by Sanjay Kumar Jha, Janata Dal (United)’s National Working President. The nine member group will be visiting Indonesia, Malaysia, Republic of Korea, Japan, and Singapore. BJP’s Aparajita Sarangi, Brij Lal, Pradan Baruah, Hemang Joshi, along with Trinamool Congress’s Yusuf Pathan, CPI(M)’s John Brittas, former External Affairs Minister Salman Khurshid and Mohan Kumar are part of the group.

Group 4 will be led by Shiv Sena MP Shrikant Eknath Shinde, who will be visiting United Arab Emirates, Liberia, Congo, and Sierra Leone. BJP’s Bansuri Swaraj, Atul Garg, Manan Kumar Mishra, along with Opposition members including Indian Union Muslim League MP Mohammed Basheer, BJD’s Sasmit Patra, and Sujan Chinoy will be part of the group.

War Not an Option for Nuclear Powers: Mehbooba Mufti Urges Diplomacy Over Conflict After Pahalgam Attack

Peoples Democratic Party (PDP) chief Mehbooba Mufti on Tuesday asserted that war was not even a “last option” given that India was a nuclear power. She said the central government should have sent the multi-party delegation earlier, after the Pahalgam attack, to apprise other countries about the country’s ordeal.

“What the government of India is doing today – sending delegations to different countries- it should have been done earlier to raise awareness in other countries about what has happened and what could be done. War is not an option, not even a last option, when you are a nuclear power,” Mufti, former Chief Minister of Jammu and Kashmir, told ANI.

Mufti said that this war was not between civilians, but between two countries. She suggested that the conflict could have been resolved by political intervention and diplomacy.

“The government must do many things, as it is not our war. It’s between two countries – the thing that could have been sorted out by political intervention and diplomacy – where a knife was needed, you put out the sword. What is there to gain from it?” she asked.

She further said that both countries need to understand that war is not a solution since it only brings destruction, while the lives of people in border areas are affected.

“I hope that both countries understand that war is not a solution. War brings destruction, and it just increases media TRPs. The lives of the people living in the border areas, especially from J&K, get destroyed,” Mufti said.

“We lost 27-28 people in Pahalgam, and then we lost more people. Many of the houses were destroyed, and our city, Poonch, has been destroyed. Children and women were killed, and those militants involved in Pahalgam are yet to be caught. What have we achieved then?” she added.

Earlier, Mufti welcomed the central government’s decision of sending an all-party delegation to key global capitals to brief different countries on the recent India-Pakistan tension. She said that while diplomatic outreach by India in the wake of Operation Sindoor is a good step but the Centre should have called a Parliament session and held a discussion with the parliamentarians. Jairam Ramesh Slams Centre’s Global Delegation Move as ‘Damage Control’ After Operation Sindoor

Congress General Secretary in charge of Communications, Jairam Ramesh, on Monday criticised the Central government, describing the decision to send a delegation to key partner countries as a ‘damage control’ effort.

Ramesh claimed that India’s ‘Vishwa Guru’ image has taken a hit following tensions with Pakistan.
He further argued that the delegation’s visit to key partner countries to highlight India’s ongoing fight against cross-border terrorism and Operation Sindoor would have been more appropriate if it had come after an all-party meeting chaired by Prime Minister Narendra Modi.

“…Congress party believes that an all-party meeting should have been done before this and PM Modi should have chaired the meeting…Our second demand was to hold a special session of the Parliament to discuss the issues of the relationship between China and Pakistan,” Ramesh told ANI.

“If this delegation had gone after this, then it would have made a lot more sense…You are sending 7 delegations now, but what is the difference that it is going to make? Our narrative has already gotten worse. Pakistan and India are again being compared…The narrative of ‘Vishwa Guru’ has also gotten worse,” the Congress Rajya Sabha MP added.

Ramesh further criticised the government for omitting three of the names recommended by the party for the all-party delegation.

“This delegation is going for damage control. We have been saying that we need to stay united, and we are standing with our armed forces like a rock. We have said that Operation Sindoor is a historic operation, but PM Modi does not speak with the LoP or the Congress President. They ask us to give names.

When we gave 4 names, they picked only one of them and added names on their own. What type of politics is this?” he added.

The all-party delegations will project India’s national consensus and resolute approach to combating terrorism in all forms and manifestations. They would carry forth to the world the country’s strong message of zero tolerance against terrorism.

According to Congress, the party had submitted four names to the Minister of Parliamentary Affairs by May 16, but the final list released late on May 17 included only one of the suggested names.

The list includes MPs from multiple parties, divided into seven groups of 8-9 members. A leader has been assigned for each group, who will lead the delegation at a global level.

This came after India’s decisive military response to the April 22 Pahalgam terror attack. Operation Sindoor, launched on May 7, targeted terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, leading to the death of over 100 terrorists affiliated with terror outfits like the Jaish-e-Mohammed, Lashkar-e-Taiba and Hizbul Mujahideen.

After the attack, Pakistan retaliated with cross-border shelling across the Line of Control and Jammu and Kashmir as well as attempted drone attacks along the border regions, following which India launched a coordinated attack and damaged radar infrastructure, communication centres and airfields across 11 airbases in Pakistan. Political parties across the spectrum in Jammu and Kashmir have broadly welcomed the recent ceasefire agreement between India and Pakistan, calling it a much-needed move to restore peace in the region. The ceasefire, reportedly mediated through diplomatic efforts involving the U.S. and U.K., followed direct communication between the Directors General of Military Operations (DGMOs) of both countries. While global powers expressed satisfaction at the outcome, Indian officials underlined that the final understanding was a result of bilateral efforts.

Farooq Abdullah (National Conference):

Veteran leader and National Conference (NC) president Farooq Abdullah welcomed the development, saying the ceasefire would provide “much-needed relief” to civilians who have borne the brunt of escalating tensions.

“Peace on the borders is essential for the dignity and well-being of our people. We hope this ceasefire holds and sets the stage for more meaningful dialogue,” Abdullah said.

Mehbooba Mufti (Peoples Democratic Party):

Peoples Democratic Party (PDP) chief Mehbooba Mufti described the announcement as “good news” for the people of J&K, who have long lived under the shadow of conflict.

“The ceasefire is a positive step. India must take a leadership role in promoting long-term regional peace,” she stated, while also calling for demilitarization of civilian areas and resumption of diplomatic engagement.

Omar Abdullah (Chief Minister, J&K):

Jammu and Kashmir Chief Minister Omar Abdullah said he welcomed the ceasefire “from the depths of my heart,” adding that earlier action could have prevented loss of life and property. He ordered all District Commissioners to assess damages and provide immediate relief to affected families.

“Better late than never. My appeal to both governments is to ensure this ceasefire lasts—not for days, but for decades.”

Sajad Lone (Peoples Conference):

Sajad Lone, president of the Peoples Conference, also lauded the ceasefire. He said it would bring an end to the “harrowing ordeal” of civilians in border areas like Uri, Poonch, and Rajouri.

“Now is the time to help affected communities rebuild. They’ve suffered silently for too long.”

M.Y. Tarigami (CPI-M):

M.Y. Tarigami, senior leader of the Communist Party of India (Marxist), said the ceasefire was a “big relief” and stressed the importance of continuing political and diplomatic dialogue to prevent future escalations.

“Peace must not be treated as a short-term pause but as a national policy goal.”

Indian National Congress:

The Congress Party also welcomed the ceasefire but issued a statement urging the government to hold an all-party meeting and a special session of Parliament to discuss both the Pahalgam terror attack and the subsequent Operation Sindoor by Indian forces.

“The nation deserves clarity. Parliament must be taken into confidence,” the party said.


Public Relief and Return to Normalcy

The ceasefire agreement has brought visible relief to border communities in Jammu, Poonch, Rajouri, and Baramulla, who were reeling under frequent shelling, drone intrusions, and power blackouts. With markets reopening and flights resuming, a sense of normalcy is gradually returning.

Omar Abdullah Slams Indus Water Treaty as ‘Unfair’; India Moves to Amend Pact After Pahalgam Attack

Expressing strong disapproval over the Indus Water Treaty, Jammu and Kashmir Chief Minister Omar Abdullah on Friday said the pact which was signed between India and Pakistan in 1960 is the “most unfair document” to the people of the Union Territory.

Addressing the media, Omar Abdullah said, “The government of India has taken some steps. As far as J-K is concerned, we have never been in favour of the Indus Water Treaty. We have always believed that the Indus Water Treaty has been the most unfair document to the people of J-K.”

Chief Minister also discussed assurances received from the Union Home Minister Amit Shah regarding the safety of J-K residents in other states.

“It is regrettable that this attack took place and we ensured that whatever issues that were kept in front of us in the meeting, we will work on them. During this meeting, I spoke with the Union Home Minister and he assured me that all steps will be taken to ensure the safety of the people of J-K who are staying in other states…An advisory will be issued by the Home Ministry and the Union Minister also spoke with the Chief Ministers of many states,” he added.

Meanwhile, Union Home Minister Amit Shah will hold a meeting regarding the Indus Water Treaty at his residence in the national capital on Friday evening.

Besides the Home Minister and the Union Minister for Jal Shakti, CR Paatil, other senior government officials will attend this meeting.

Sources told ANI, “India has formally notified Pakistan in writing about the suspension of the Indus Water Treaty.”

Debashree Mukherjee, Secretary, Ministry of Jal Shakti, as informed the Secretary of Pakistan’s Ministry of Water Resources, Syed Ali Murtaza, about this decision of the Indian government through a letter. India has issued a notice for changes in the treaty. The letter states that the Indian government has given notice to the Pakistani government for amendments to the treaty.

Leader of the Opposition (LoP) in the Lok Sabha and Congress MP Rahul Gandhi will visit Srinagar, Jammu and Kashmir, on Friday, following the terrorist attack in Pahalgam.

Rahul Gandhi, who was on an official visit to the United States, cut his trip short and returned to New Delhi early Thursday morning.

Notably, Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman also shortened their trips to Saudi Arabia and the US, respectively, in response to the attack in Pahalgam.

Earlier in the day, the Central government convened an all-party meeting to deliberate on the security situation and formulate a collective response to the attack.

Following the attack, India has taken strong countermeasures against Pakistan for its support of cross-border terrorism.

In the Cabinet Committee on Security meeting, chaired by Prime Minister Narendra Modi, in the presence of Home Minister Amit Shah, India decided to hold the Indus Waters Treaty of 1960 in abeyance until Pakistan credibly and irrevocably abjures its support for cross-border terrorism and has closed the integrated Attari Check Post.

India has also declared the officials of the Pakistani High Commission persona non grata and ordered them to leave India within a week. The country further decided to cancel any visas provided under the SAARC Visa Exemption Scheme (SVES) and ordered Pakistan to leave the country within 48 hours.

The Government of India has also decided to suspend visa services for Pakistani nationals, effective immediately. All existing valid visas issued by India to Pakistani nationals will stand revoked, effective from 27 April 2025, the Ministry of External Affairs stated in a press release.

Meanwhile, families of victims of the Pahalgam terror attack mourned the loss of their loved ones as they urged the government to take strong action against the perpetrators of the heinous crime.

Congress leader Syed Naseer Hussain on Friday questioned the “continuing delay” in restoring statehood to Jammu and Kashmir.

“We had always said statehood must be restored. Now that the government is in place, why is there a delay? We have already protested, and we will continue to fight for Jammu and Kashmir’s statehood,” said Hussain while reiterating the Congress party’s long-standing stance.

Hussain also stated that the Congress President Mallikarjun Kharge will write to Prime Minister Narendra Modi to restore statehood in Jammu and Kashmir.

Rajya Sabha MP pointed out the gap between official statements and ground realities over the terrorism incidents in the Union Territory.

“In Parliament, the government claims terrorism is under control, but infiltration attempts continue, and 50 people have died. Terrorism, especially in the Jammu region, is increasing,” Hussain said.

In August 2019, the Central Government, led by Prime Minister Narendra Modi, repealed Article 370 of the Indian Constitution, effectively ending the special status given to Jammu and Kashmir.

Meanwhile, Jammu and Kashmir Chief Minister Omar Abdullah on Thursday criticised former RAW Chief Amarjit Singh Dulat’s recent book, which has sparked controversy over its portrayal of Dr Farooq Abdullah.

Omar Abdullah criticised Dulat, saying he prioritises selling books over truth and humiliated Farooq Abdullah in his latest book, “The Chief Minister and the Spy.”

“To sell his book, it is Dulat sahib’s habit not to go with the truth. In his first book, he spared no one, and in this book, he left no stone unturned to humiliate Farooq sahib. It is said that when you have friends like this, there is no need for enemies. Finally, Farooq sahib has found out the truth about Dulat sahib,” he said.

The nearly two-hour-long meeting, chaired by Chief Minister Omar Abdullah, was held at the residence of Deputy Chief Minister Surinder Choudhary in Gupkar. National Conference President Dr Farooq Abdullah, cabinet ministers, all NC MLAs, four Congress legislators led by Chief Whip Nizamuddin Bhat, and independent lawmakers who support the government, were present.


The meeting comes amid growing tensions between the Raj Bhawan and the six-month-old NC-led government, especially after recent administrative decisions taken by Lieutenant Governor Manoj Sinha. The meeting also assumes importance ahead of Union Home Minister Amit Shah’s scheduled three-day visit to Jammu and Kashmir starting April 6.
Speaking to the media after the meeting, NC Chief Spokesperson Tanvir Sadiq announced that two resolutions had been unanimously passed. The first resolution strongly rejected the Waqf Amendment Bill, 2025, calling it discriminatory and against the interests of the people of Jammu and Kashmir. The second resolution urged the BJP-led central government to respect the democratic will of the people, an apparent reference to the recent administrative decisions made by the Lieutenant Governor’s office.
“We want to run the government with love and respect. But our silence should not be seen as our weakness,” Tanvir Sadiq said. “We are coordinating with the LG administration and the Government of India, but we will not tolerate any unjust or one-sided decisions. Don’t push us to the wall.”
He further said that the alliance remains united in defending the rights and aspirations of the people and will continue to engage constructively with the administration.
Congress leader and MLA Bandipora Nizamuddin Bhat, who also attended the meeting, said that all lawmakers are united and fully support the leadership of Chief Minister Omar Abdullah.
“We met to discuss both political and administrative matters that impact the people of Jammu and Kashmir,” Bhat said.
He added that both long-term and short-term issues were discussed.
Bhat informed that two senior Congress leaders could not attend the meeting as they were preparing for another important meeting in Delhi. “They asked me to represent the party on their behalf,” Bhat said.
He further added that matters related to the Waqf Board, the need for a people-driven government, and public sentiments were discussed in detail. “We want to make it clear that even though some forces may try to disturb peace, we are united to protect democracy,” he said.
Calling the legislature a strong and credible institution that holds the people’s mandate, Bhat urged all political parties to stand together in maintaining peace and working for the development of Jammu and Kashmir.

For the ‘last time,’ the National Conference (NC) led ruling alliance on Friday warned New Delhi against pushing them to the wall, urging the Centre to respect the mandate of the elected government.

The warning came after a two-hour closed-door meeting of NC legislators and its key allies, including Congress, the Communist Party of India (Marxist) and independents. The meeting, chaired by Chief Minister Omar Abdullah alongside NC president Farooq Abdullah, came amid the brewing standoff with the Raj Bhawan over the transfer of 48 middle-rung officers in Jammu and Kashmir.

The legislators discussed a range of pressing issues, including key restoration of statehood and the Waqf bill, besides the delay in clearance of Business Rules by the Home Ministry.

Addressing a hurried presser after the meeting, National Conference Chief Spokesperson Tanvir Sadiq, alongside Congress legislator Nizamudin Bhat, said the alliance has passed two resolutions, including opposing the Waqf amendment bill and demanding the central government to respect the people’s democratic mandate.

“This Waqf Bill is against Muslims and minorities in the country. We oppose it,” he said. “Another critical issue was the mandate given by the people of Jammu and Kashmir to the NC-led government. We once again reiterate that the Government of India respects the mandate. It is non-negotiable,” said Sadiq.

The draft rules meant for the demarcation of powers between Raj Bhawan and the elected government have been pending with the Home Ministry since March, with the government expecting these rules to remove the faceoff like the one over the transfer of 48 middle-rung officers this week.

“We are making this appeal for the last time not as a request but as a firm warning. Do not push us to the wall and respect the people’s mandate, which the Prime Minister and Home Minister always praise,” said Sadiq, who is an NC MLA from Srinagar’s Zadibal.

Also, he said they saw the Waqf Amendment bill passed by the Parliament as a direct attack on Muslims and their faith in Jammu and Kashmir.

“Our coordination with the Lieutenant Governor and New Delhi should not be misinterpreted. We are trying to maintain dignity in governance, but that should not be taken as a sign of political weakness or submission,” Sadiq added.

The second stint of the J&K Assembly session will begin in Jammu next week, with the Alliance supporting two resolutions, including one for pressing the Centre for restoration of statehood to J&K and another opposing the controversial Waqf Amendment bill to be moved in the House.

Interestingly, National Conference legislator and the chief minister’s close aide Tanvir Sadiq has also moved a private member’s bill in the Assembly against the Waqf Amendment bill passed in the Parliament.

Though it could not be officially confirmed, it is expected that the session might be extended to accommodate discussions on these issues.

On Wednesday, the Chief Minister sent letters to the Home Minister and the J&K Chief Secretary regarding the bypassing of the ‘competent authority,’ which is the Chief Minister himself, in the transfer of officers from the Jammu and Kashmir Administrative Services. Their transfer, according to the J&K Reorganisation Act 2019, falls within the ambit of the Chief Minister. Lieutenant Governor Manoj Sinha, however, oversees the All India Services.

Member of Parliament from Srinagar, Aga Ruhullah Mehdi, has strongly condemned the recently passed Waqf Bill, calling it an act of “state-sponsored dispossession” against Muslims in India.

In a statement issued on April 4, Mehdi accused the ruling RSS-BJP government of reaffirming its “anti-Muslim and anti-minority intent” by passing the Bill in what he described as “the den of the night.” He argued that a party without a single Muslim MP has “no moral or political right” to speak for Muslims.

He further criticized the proceedings in Parliament, stating that as a Kashmiri Muslim voice, he was denied the opportunity to speak.

Jammu and Kashmir People’s Conference President and MLA Handwara, Sajad Gani Lone, stated on Wednesday that the state should not interfere with religion and that the Waqf (Amendment) Bill is a matter of religion.

“The Waqf property is collectively owned by the Muslims of the country. It is the right of the Muslims to decide on these (properties) by using their institutions and systems. The state should not have any interference with the religion. We do not advocate with any religion and neither with our religion. It is gross interference. It is our matter,” Lone told ANI.

“It is a matter of our religion,” he asserted, adding “We do not know what are they (Central government) are up to? Who are they looking to appease?”

Dravida Munnetra Kazhagam (DMK) on Wednesday strongly opposed the Waqf Amendment Bill and lashed out at the BJP, stating that a party which do not have a single Muslim MP in the Lok Sabha is ironically going to protect the rights of the minorities.

Speaking during a discussion on the Waqf (Amendment) Bill in the Lok Sabha, DMK MP A Raja said, “The irony is that the rights of the minorities are going to be protected by a party which has no member of a Muslim community.”

“Today, it is a remarkable day for the Indian Parliament to decide our destiny whether this secular country is going to travel in the path which was well written by the forefathers of the Constitution or a negative path decided by the communal forces in the country,” he said.

Meanwhile, introducing the Waqf (Amendment) Bill, 2025, in the Lok Sabha, Union Minister Kiren Rijiju questioned why Waqf properties haven’t been used to develop the nation and Muslims. There is no Muslim MP to introduce the Bill. They are not able to produce as single member of Muslim community and they are giving morals as how secularism can be protected.”

Rijiju said that India has the highest number of Waqf properties in the world and questioned why they haven’t been used for the education, medical treatment, skill development, and income generation of poor Muslims.

“When our country has the largest Waqf property in the world, why hasn’t it been used for the education, medical treatment, skill development, and income generation of poor Muslims? Why has no progress been made in this regard so far?” Rijiju said in Lok Sabha.

Rijiju also questioned the Opposition’s objections to the PM Modi-led government working for the betterment of Muslims.

Rijiju also noted that the number of Waqf properties has doubled in the country, and their income has also increased.

Along with the Waqf (Amendment) Bill, 2025, Rijiju also moved the Mussalman Wakf (Repeal) Bill, 2024, for consideration and passing in the Lok Sabha.

The bill was earlier presented in the Lok Sabha last August, and a Joint Parliamentary Committee, headed by BJP member Jagdambika Pal, had examined it.

The bill seeks to amend the Act of 1995, and improve the administration and management of Waqf properties in India. It aims to overcome the shortcomings of the previous act and enhance the efficiency of Waqf boards, improving the registration process and increasing the role of technology in managing Waqf records. As the Union government tabled the Waqf (Amendment) Bill, 2025, for discussions and passage on Wednesday, Apni Party President Syed Mohammad Altaf Bukhari said that if the bill is passed, it will deprive the Muslim community of control over Waqf assets as well as their administration.

He strongly opposed the controversial amendments to the existing law (Waqf Act, 1995) and stated that the ongoing legislation is completely unnecessary.

In his statement, Syed Mohammad Altaf Bukhari said, “The government claims that this amendment bill is intended to improve the administration of Waqf properties and ensure transparency. No one opposes measures for better management and transparency, but such legislation is not necessary. Improvement and transparency can be achieved without amending the existing Waqf Act.”

He added, “Once the Waqf Amendment Bill is passed, Waqf boards will be required to register their properties with district collectors to ensure accurate valuation. Additionally, all members of the Waqf board will be appointed by the government. Clearly, once the bill becomes law, the community will lose control over Waqf boards, allowing the government to take over their administration—an outright interference in the religious affairs of the Muslim community.”
