Haqqani, who admitted to orchestrating a January 2008 attack on Kabul’s Serena Hotel that left six people dead, including U.S. citizen Thor David Hesla, is no longer listed on the U.S. State Department’s Rewards for Justice website. J&K Govt Confirms SKIMS Soura’s Autonomy, Reveals Lapsed Funds in Recent Years

The Jammu & Kashmir Government on Saturday informed the Legislative Assembly that SKIMS Soura continues to be an autonomous institution and there has been no change regarding it in the pre and post- reorganization business rules of J&K Government.

It also claimed that capital expenditure funds ranging from Rs 21 crore to Rs 34 crore were lapsed in SKIMS Soura during the last three financial years.

In its reply to a question of MLA Tangmarg Farooq Ahmad Shah, Minister in-charge Health and Medical Education Sakina Masood Ittoo informed the House that SKIMS continues to be an autonomous institution.

“SKIMS Soura was established in the year 1976. SKIMS continues to be an autonomous institution. This is true for both SKIMS as a tertiary care hospital and as a deemed university. It continues to grant degrees as per SKIMS (Grant of Degrees Act), 1983. Further the Budget allocation for SKIMS continues to be on the grants of the Health Department, as was previously,” the minister said.

The government said that there has been no change in business rules of the J & K Government vis-à-vis SKIMS.

“As per the First Schedule of Government Business Rules of erstwhile State of J&K, the subject of SKIMS was assigned to Health of Medical Education and post re-organisation the same continued via Transation of Business Rules-2019 issued by the Ministry of Home Affairs via notification GSR-534(e), dated 27.08.2020. So there is no change vis-à-vis transaction of business rules of SKIMS, “the government said.

The government claimed that recruitment of gazetted and non-gazetted staff of SKIMS Soura was transferred to the Public Service Commission and Services Selection Board, in the interest of patient-care and to make the recruitment process transparent, time –bound and merit-based.

“With respect to appointments and promotions, it was observed that vaccines in both gazetted (including faculty) and non-gazetted positions had got piled up over the years. In order to support and strengthen the institution, in the interest of patient care and to make the recruitment process and promotion processes transparent, time bound and merit-based, the services and expertise of two dedicated recruitment agencies, Jammu and Kashmir Public service Commission and Jammu & Kashmir Services Selection Board have been provided to SKIMS for recruitment of gazetted (including faculty) and non-gazetted posts,” it said.

“JKPSC is a constitutional body and JKSSB is an expert recruitment body known to have delivered in a very transparent and expeditious manner,” the government added.

The government claimed that services of Jammu & Kashmir Medical Supplies Corporation were extended to SKIMS Soura as its internal purchase mechanisms were insufficient and extremely sluggish to meet its requirements.

25 Indians in UAE, 11 in Saudi Arabia Face Death Sentence, Government Informs Parliament

As many as 25 Indian nationals in the United Arab Emirates (UAE) and 11 in Saudi Arabia have been awarded death sentence but the judgement is yet to be implemented, the government informed Parliament on Thursday.

Citing the “informal information” available with the local Indian Mission, the government also detailed that no Indian national has been executed in the UAE between 2020-2024.

Replying to a question in Rajya Sabha on ‘Indians languishing in prisons in foreign countries’, Minister of State for External Affairs Kirti Vardhan Singh said in a written response that, as per the information available with the Ministry of External Affairs (MEA), the number of Indian prisoners, including undertrials, in foreign prisons at present stands at 10,152.

While revealing the country-wise list, the minister highlighted that, due to strong privacy laws prevailing in many countries, the local authorities do not share information on prisoners unless the person concerned consents to the

disclosure of such information. Even countries which share information do not generally provide detailed information about the foreign nationals imprisoned, he mentioned.

“The government attaches high priority to the safety, security and well-being of Indian nationals in foreign countries, including those in the foreign jails. Indian Missions/Posts abroad remain vigilant and closely monitor the incidents of Indian nationals being put in jail in foreign countries for violation/ alleged violation of local laws. As soon as the information about the detention/arrest of an Indian national is received by an Indian Mission/Post, it immediately gets in touch with the local Foreign Office and other concerned local authorities to get consular access to the detained/arrested Indian national to ascertain the facts of the case, confirm his/her Indian nationality and ensure his/her welfare,” the minister informed.

According to the details submitted by the MEA, as many as seven Indian nationals – three each in Kuwait and Saudi Arabia and one in Zimbabwe – were either executed or given capital punishment in 2024.

The number of Indian nationals who have been awarded death sentence but the judgement is yet to be implemented include 25 in UAE, 11 in Saudi Arabia, six in Malaysia, three in Kuwait and one each in Indonesia, Qatar, USA and Yemen.

“Indian Missions/Posts abroad provide all possible assistance to Indian nationals who have been sentenced, including with death sentences by the foreign courts. Indian Missions/Posts also provide consular access by visiting the jails and follows up their cases with courts, jails, public prosecutors and other concerned agencies. The jailed Indian nationals are also assisted in exploring various legal remedies including filing of appeal, mercy petition, etc,” Singh noted in his reply.

While the issue of release and repatriation of Indian nationals in foreign prisons is regularly pursued by Indian Missions and Posts abroad with the local authorities concerned, the government also follows it up during consular and other consultations with other countries.

“In addition, the government, through its Missions/Posts abroad and during high level visits, also takes up and pursues grant of amnesty/commutation of sentences of Indian prisoners in foreign countries. India has also entered into prisoner transfer treaties with many nations that allow a person convicted of a crime to be transferred to his/her home country to serve the prison sentence,” the minister detailed in his response.

The Indian Community Welfare Fund (ICWF) has also been set up in Indian Missions and Posts abroad for assisting overseas Indian nationals in distress situations on a means tested basis in deserving cases. The support extended under ICWF includes financial assistance to Indian prisoners for legal aid as well as travel documents/air tickets during repatriation.

Similarly, fees for foreign language programs such as BA in Turkish, French, and Spanish have also jumped by 37.15 per cent, now costing Rs 9,875 per year.
Among social sciences programs, students pursuing M.A. and B.A. in Political Science, History, and Sociology, as well as the four-year B.A.

B.Sc. students in Geography, Mathematics, and Physics will now pay Rs 10,475 annually, a 34.29 per cent increase from Rs 7,800 last year.

The B Tech program has seen a 19.04 percent hike, with fees increasing from Rs 16,150 to Rs 19,225 per cent. M.Tech programs will now cost Rs 21,375 per year, up 16.48 per cent from the previous Rs 18,350. Law students in B.A. LL.B. and LL.M. programs will pay Rs 17,850 per year, reflecting a 19 per cent hike from Rs 15,000.

Counter Intelligence Kashmir on Tuesday arrested a man operating a radical social media handle on Facebook.In a statement a police spokesperson said, Showkat Ahmad Dar, son of Ghulam Ahmad Dar of Doodh Mohalla, Shalimar, Srinagar was arrested for operating the social media handle ‘Shaddy Kashmir Dryfruits.’

The spokesperson said, “Acting on credible intelligence, and during the course of social media surveillance, a team of CIK successfully identified and apprehended an individual operating a radical social media handle on Facebook, ‘Shaddy Kashmir Dryfruits’, which was being used to disseminate extremist content with an intention to disturb peace.”

“Upon receiving input about the online activity, a swift investigation was launched, social media handle was resolved leading to the identification of the suspect as the social media abuser Showkat Ahmed Dar was found to be actively engaged in posting and sharing content aimed at glorifying terrorism, terrorist commanders and inciting anti-national sentiments among young minds,” the statement said.

“Efforts to track the suspect were initially hindered due to his constant movement and change of location.

However, a well-coordinated strategy was implemented on ground to apprehend him along with his electronic device. A preliminary inspection of the digital devices revealed access to the radical Facebook account, along with incriminating materials, including a video of slain terrorist commander Zakir Musa and other extremist propaganda,” it added.

“It is crucial to highlight that Showkat Ahmad Dar has a history of radical activities. He was previously arrested in 2019 by Harwan Police Station of Srinagar for involvement in stone-pelting incidents.

Additionally, in 2022, he was detained by Cyber Police Station Srinagar for engaging in the online dissemination of radical content” the statement said.

“It is noteworthy that on the request of intelligence agencies in Jammu and Kashmir, all the social media service providers have established special units to monitor the radical propaganda especially in J&K. The moment any such radical activity is witnessed by their monitoring unit, it is reported to the security agencies immediately,” it said.

“These joint actions by security and intelligence agencies in Jammu and Kashmir in coordination with The Special Monitoring units of social media companies, has been responsible in busting many radical modules and identify potential terrorists,” the statement added.

“The successful apprehension of the suspect highlights the commitment of law enforcement agencies to curb online radicalization and safeguarding the youth from extremist influences.

Investigations are going on, his role and other associates are under probe, and further legal action will follow as per the provisions of the law,” it said—(KNO)
