Less than 48 hours after body of 14-year-old girl was recovered on Batsar- Sehpora road in Ganderbal, police has arrested her sister for the death in the central Kashmir district.

Addressing a presser, SSP Ganderbal Khalil Poswal said that the 22-year-old girl ( Sister of deceased) has been arrested in connection with the incident. He said soon after the incident, police registered a case and started investigations. During the Investigation, he said, role of deceased’s sister came to fore and it was found she killed the minor.

The SSP further stated that an altercation between two sisters escalated, resulting in the elder sister hitting the younger one with a rod, which unfortunately led to her death.

Prime Minister Narendra Modi on Thursday assured full central assistance to all those affected after a massive cloudburst triggered a flash flood in the Chashoti area of Kishtwar district in Jammu and Kashmir.

The massive cloudburst struck Chishoti village in Kishtwar district today, triggering flash floods and extensive damage, with several people feared missing.

In a post on X, Prime Minister Modi stated that the situation is being closely monitored and rescue operations are underway.

“My thoughts and prayers are with all those affected by the cloudburst and flooding in Kishtwar, Jammu and Kashmir. The situation is being monitored closely. Rescue and relief operations are underway. Every possible assistance will be provided to those in need,” PM Modi said in a post on X.

Earlier in the day, Union Home Minister Amit Shah also spoke to Jammu and Kashmir Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah and assured full central assistance after a cloudburst triggered a flash flood in Kishtwar district.

Shah said that the National Disaster Response Force (NDRF) teams have already been rushed to the site.

“Spoke with the LG and Chief Minister of J&K on the cloudburst in Kishtwar district. The local administration is conducting relief and rescue operations. NDRF teams have promptly been rushed to the site. We are closely monitoring the situation and stand firmly with the people of Jammu and Kashmir through every situation. Assured of all possible assistance to the people in need,” Shah said in a post on X.

Local administration teams are on the ground, evacuating residents, providing medical aid, and working to restore normalcy in the affected areas. Authorities are assessing damage and prioritising the safety of people in vulnerable zones.

As per the Deputy Commissioner of Kishtwar, Pankaj Sharma, the rescue operations are still underway.

Meanwhile, two NDRF teams, comprising nearly 180 personnel, have been rushed to the site after the massive cloudburst struck the region.

The NDRF teams, equipped with advanced search-and-rescue gear, were rushed from the force’s Udhampur base following instructions from the Ministry of Home Affairs. They are in close coordination with the local administration and state disaster management teams so that they can evacuate stranded residents, provide medical aid, and ensure the supply of essential relief materials.

In a post on X, Chief Minister Omar Abdullah described the situation in the Chashoti area of Kishtwar as “grim”.

The cloudburst triggered flash floods and extensive damage. The calamity occurred between 12 noon and 1 pm in the Chasoti area, the last motorable point en route to the revered Machail Mata temple, at a time when a large crowd of pilgrims had assembled for the annual Machail Mata Yatra. The sudden surge of water swept through parts of the village, destroying property and severing road links to remote areas. (ANI)

The Economic Offences Wing, Srinagar (Crime Branch Kashmir), on Thursday, submitted a charge-sheet against Numan Farooq Wani, who allegedly presented fraudulent medical certificates, including an MCI registration certificate, during his engagement at SKIMS Bemina, Srinagar.

According to a press release issued to Rising Kashmir, the Crime Branch Kashmir stated: “The Economic Offences Wing, Srinagar (Crime Branch Kashmir) has submitted a charge-sheet in Case FIR No. 01/2023 under Sections 420, 467, 468, 471, and 201 of the RPC before the Hon’ble Court of Chief Judicial Magistrate, Srinagar, against Numan Farooq Wani, son of the late Farooq Ahmad Wani, resident of Abu Bakar Lane, Umarabad, Zainakote, Srinagar, for submitting a fake MCI (Medical Council of India) registration certificate and other medical documents during his engagement at SKIMS Bemina, Srinagar.”

The case’s brief facts reveal that the Economic Offences Wing, Srinagar (Crime Branch Kashmir), received a complaint stating that Numan Farooq Wani, a fake doctor, had been working at SKIMS Medical College and Hospital Bemina Srinagar since December 2016 and was drawing a salary from the government based on fraudulent medical registration certificates.

It is further alleged that his MBBS MD Certificate and registration certificates from both the MCI and the State Medical Council were fake. Upon receiving the complaint, a case (FIR No. 01/2023) was registered at the Economic Offences Wing Srinagar (CBK) police station.

“Jammu and Kashmir Anti-Corruption Bureau received a complaint alleging therein that Tehsildar Kralgund Qaziabad namely Gh Rasool Bhat, is demanding bribe for issuance of Permission For Cutting of Wall Nut Trees from the complainant,” a spokesman said.

The accused had demanded a bribe of Rs 1,00,000 (one lakh) from the complainant for the issuance of a Permission report for cutting of Wall Nut Trees . After negotiation, the accused has agreed to take bribe amount of Rs 50,000 from the complainant as advance and remaining Rs 50,000 on his visit at the site, reads the statement.

“Since, the complainant didn’t want to pay bribe and he approached Anti-Corruption Bureau for taking legal action against the accused public servant under law,” the spokesman said.

“On receipt of the complaint, a discreet verification was conducted, which confirms the demand of bribe by the public servant concerned and accordingly, a case FIR number 04/2025 U/S 7 of Prevention of Corruption Act, 1988 was registered in ACB and investigation taken up,” he said

“During the course of investigation, a trap team headed by Gazetted rank officer was constituted. The team laid a successful trap and accused public servant was caught red-handed while demanding and accepting bribe amount of Rs 50,000 from the complainant in the presence of independent witnesses.

The accused was arrested on the spot by the ACB team after following due process of law. The bribe money was also recovered from his possession in presence of independent witnesses associated with the trap team. Moreover, search is being conducted in the Private residential house of the accused in presence of independent witness and Compliant” he said, adding that further investigation of the instant case is going on.”

In a major crackdown on corruption, the Anti-Corruption Bureau (ACB) on Thursday caught the Tehsildar of Kralgund, Handwara, red-handed while accepting a bribe of ₹50,000 from a complainant.

The arrest was made around 7 PM at the official’s private residence located in Mangwalpora, Handwara. According to officials, the ACB team had laid a successful trap after receiving a formal complaint alleging that the Tehsildar was demanding a bribe for providing official favours.

Upon catching the Tehsildar in the act of accepting the cash, the ACB also conducted a search at the location and recovered additional amounts of money. The exact amount of the further recovery is yet to be officially disclosed.

The accused officer was taken into custody on the spot and further investigations are currently underway to determine the full extent of the misconduct and whether more officials are involved.

This incident has sparked fresh concerns over the prevalence of corruption in administrative ranks, especially among revenue officials in Jammu and Kashmir. The stretch, located along one of the city’s most trafficked roads, has seen barriers and ropes installed to cordon off what was once pedestrian space—leaving those on foot with no choice but to step onto the road, dangerously close to speeding traffic.

Speaking to ANI, Mir said, “..We apprised them about the situation on the ground and had a discussion on various issues…I am hopeful that all our concerns will be resolved…We also talked about restoring the statehood of J&K…”
The delegation also included senior leader Mohammad Dilawar Mir, who raised concerns about the economic impact of sudden weather changes on tourism-related sectors in the region.
“We discussed various issues in the meeting… A survey should be conducted to assess the damage caused by the sudden change in weather… We urged the Lieutenant Governor to provide relief to hoteliers, taxi owners as their businesses have been affected due to tourists not coming to Jammu and Kashmir… We also discussed issues related to our constituencies,” Mohammad Dilawar Mir informed ANI.
On April 15, Chief Minister Omar Abdullah said that he is hopeful that Jammu and Kashmir will “regain” the status of a state.
The restoration of Article 370, the reinstatement of Jammu and Kashmir’s statehood, and the implementation of the autonomy resolution were key promises in the National Conference’s manifesto for the J-K elections.

A fire broke out at Jamia Sirajul-Uloom in Imamsahib area of south Kashmir’s Shopian district on Monday, officials said.

They told GNS that flames were seen emanating from one of the structures within the seminary premises, prompting an immediate response from locals and fire and emergency services.

Efforts were underway to douse the flames when this report was filed. The cause of the fire and extent of damage remain unclear as of now.

J&K High Court: ReT Teachers’ 5-Year Pre-Regularisation Service Won’t Count for Seniority

The High Court of J&K and Ladakh Friday ruled that the five years of service rendered by Rehbar-e-Taleem (ReT) teachers before regularisation shall not count for the purpose of fixing their seniority.

A Division Bench of Justice Sanjeev Kumar and Justice Sanjay Parihar while allowing two appeals by the aggrieved General Line Teachers, set aside a single judgeís verdict which held that that there was nothing wrong in the government taking a policy decision to confer the benefit of seniority upon the ReTs on their regularisation with effect from the date they were initially engaged.ìAs a consequence, the writ petition is allowed and the impugned provisio, to the extent it provides that the five years service rendered by ReT teachers before regularisation shall count for the purpose of fixing their seniority is set aside,î the Division Bench said while allowing the appeals against the single benchís decision.

The government vide an order on April 28, 2000, launched ReT Scheme which provided for engagement of Teaching Guide (ReT) to perform the teaching duties in the schools facing deficiency of teaching staff.

The ReT was to be engaged initially for a period of two years which was extendable for a period of a further three years subject to satisfactory performance of the ReT.

The ReT was entitled to a monthly honorarium of Rs 1500 for the first two years and Rs 2000 per month from the third year onwards.

There was also a stipulation in the government order with regard to regularisation, providing that on satisfactory completion of five years as ReT on honorarium basis, the candidate would be eligible for appointment as General Line Teacher in the School Education Department.

On June 19, 2014, a policy decision was taken by the government and decided to add a proviso to the last para captioned ìregularisationî of the ReT Scheme to provide that five years service rendered by the ReT before his or her regularisation shall count for the purposes of fixing seniority and pensionary benefits.

It was further provided that the services of the ReTs shall be transferable after regularisation within the district to which they belong.

This proviso was added to the scheme vide government order on June 25, 2014.

It was this proviso that was challenged by the appellants with the contention that the same impacted the seniority of the General Line Teachers appointed in the School Education Department on the recommendations of the Jammu and Kashmir Service Selection Board (JKSSB) on different dates.

In its decision in response to the appeals, the Division Bench held that there is ample authority on the proposition that no employee could be given seniority from the date he was not borne on the service, class, category, or grade as the case may be.

Advocate Tasaduq H Khawja, counsel appearing for the appellants placed reliance on J&K Civil Services (Classification, Control and Appeal) Rules, 1956, and the J&K Jammu and Kashmir Educational (Subordinate) Service Recruitment Rules, 1979, besides judgments in support of his contention.

ìReT becomes a member of service only when there is a formal order of appointment issued after evaluation and assessment of his or her performance on completion of five years as ReT,î the court said. ìThe government, acting in ignorance of the settled legal position, took the policy decision to confer the benefit of seniority on ReT with effect from the date they were initially engaged, notwithstanding the fact that on said date they were not borne on the cadre of service constituted by the Rule of 1979.î

The court underscored that the government also did not take into consideration the fact that by adding the impugned proviso in the ReT, they had acted to the serious prejudice of the General Line Teachers who were appointed prior to the regularisation of various ReTs. The court pointed out that the single bench appeared to have been greatly swayed by extension of certain welfare provisions to the ReTs from time to time and erroneously concluded that the government itself had been treating the ReTs on a par with the General Line Teachers.

Officials allege that she came into contact with Ehsan-ur-Rahim (alias Danish), an official at the Pakistan High Commission, during a 2023 visit to obtain a Pakistani visa. Malhotra later traveled to Pakistan at least twice, where she met intelligence agents under the guise of tourism.

According to her confession, Malhotra met Pakistani security officials Shakir and Rana Shahbaz, and stayed in touch with them through encrypted messaging apps such as WhatsApp, Snapchat, and Telegram. She reportedly saved one of their contact numbers under the name “Jat Randhawa” to avoid detection.

Sharing of Classified Information

Police officials state that Malhotra shared anti-national and sensitive military information with these contacts, including the movement and deployment details of the Indian Army. Her connection with Rahim, who has now been declared persona non grata and expelled from India for espionage, is considered central to the case.

She has been charged under laws relating to endangering national sovereignty, unity, and integrity. Malhotra has been remanded in police custody for five days for further investigation.

Malhotra’s YouTube channel featured videos that showed her entering Pakistan via the Attari-Wagah border, visiting temples, and participating in Ramzan food tours. He is said to have traveled to Pakistan through the Kartarpur Corridor.

A 19-year-old boy lost his life after his scooty met with an accident on KP Road in the Hutmurah Mattan area of Anantnag district on Monday evening.

Officials told JKNS that the victim, identified as Saqib Muneer Faridi, son of Muneer Ahmad and a resident of Iqbal Abad KP Road Anantnag, lost control of his scooty and hit a road divider, sustaining critical injuries.

He was immediately taken to SDH Seer Hamdan and later referred to GMC Anantnag. Due to the severity of his condition, he was further shifted to SKIMS Soura in Srinagar, where he succumbed to his injuries.

SIA Kashmir Busts Sleeper Cells Linked to Pakistan; Over 20 Locations Raided Across South Kashmir

During the raids, substantial incriminating materials have been seized, and the suspects have been rounded up for further questioning, official sources told the Greater Kashmir.

An official said, “Technical intelligence indicated that a host of sleeper cells in Kashmir were in direct contact with their handlers based in Pakistan and were involved in conveying sensitive and strategic information about security forces and vital installations via messaging apps including but not limited to WhatsApp, Telegram, Signal and so on.”These terror associates were also involved in online radical propaganda on the behest of terrorist commanders of Lashkar-e- Taiba and Jaish-e- Muhammad, impinging upon the national security and integrity, the official added.

He further said the State Investigation Agency (SIA), Kashmir has conducted searches at around 20 locations across all districts of South Kashmir in connection with the investigation of case FIR No. 01/2025 U/S 13, 17, 18, 18-B, 38, 39 UA(P) Act of P/S CI/SIA Kashmir. During the raids, he said, substantial incriminating materials have been seized, and the suspects have been rounded up for further questioning.

Furthermore, the official said that the preliminary investigation has clearly brought out that these entities are actively engaged in terrorist conspiracy, propagating and furthering anti-India narratives aimed not only at challenging the sovereignty and territorial integrity of India but also at inciting disaffection, public disorder, and communal hatred.
