Speaking to ANI, Mir said, “..We apprised them about the situation on the ground and had a discussion on various issues…I am hopeful that all our concerns will be resolved…We also talked about restoring the statehood of J&K…”
The delegation also included senior leader Mohammad Dilawar Mir, who raised concerns about the economic impact of sudden weather changes on tourism-related sectors in the region.
“We discussed various issues in the meeting… A survey should be conducted to assess the damage caused by the sudden change in weather… We urged the Lieutenant Governor to provide relief to hoteliers, taxi owners as their businesses have been affected due to tourists not coming to Jammu and Kashmir… We also discussed issues related to our constituencies,” Mohammad Dilawar Mir informed ANI.
On April 15, Chief Minister Omar Abdullah said that he is hopeful that Jammu and Kashmir will “regain” the status of a state.
The restoration of Article 370, the reinstatement of Jammu and Kashmir’s statehood, and the implementation of the autonomy resolution were key promises in the National Conference’s manifesto for the J-K elections.

J&K High Court: ReT Teachers’ 5-Year Pre-Regularisation Service Won’t Count for Seniority

The High Court of J&K and Ladakh Friday ruled that the five years of service rendered by Rehbar-e-Taleem (ReT) teachers before regularisation shall not count for the purpose of fixing their seniority.

A Division Bench of Justice Sanjeev Kumar and Justice Sanjay Parihar while allowing two appeals by the aggrieved General Line Teachers, set aside a single judgeís verdict which held that that there was nothing wrong in the government taking a policy decision to confer the benefit of seniority upon the ReTs on their regularisation with effect from the date they were initially engaged.ìAs a consequence, the writ petition is allowed and the impugned provisio, to the extent it provides that the five years service rendered by ReT teachers before regularisation shall count for the purpose of fixing their seniority is set aside,î the Division Bench said while allowing the appeals against the single benchís decision.

The government vide an order on April 28, 2000, launched ReT Scheme which provided for engagement of Teaching Guide (ReT) to perform the teaching duties in the schools facing deficiency of teaching staff.

The ReT was to be engaged initially for a period of two years which was extendable for a period of a further three years subject to satisfactory performance of the ReT.

The ReT was entitled to a monthly honorarium of Rs 1500 for the first two years and Rs 2000 per month from the third year onwards.

There was also a stipulation in the government order with regard to regularisation, providing that on satisfactory completion of five years as ReT on honorarium basis, the candidate would be eligible for appointment as General Line Teacher in the School Education Department.

On June 19, 2014, a policy decision was taken by the government and decided to add a proviso to the last para captioned ìregularisationî of the ReT Scheme to provide that five years service rendered by the ReT before his or her regularisation shall count for the purposes of fixing seniority and pensionary benefits.

It was further provided that the services of the ReTs shall be transferable after regularisation within the district to which they belong.

This proviso was added to the scheme vide government order on June 25, 2014.

It was this proviso that was challenged by the appellants with the contention that the same impacted the seniority of the General Line Teachers appointed in the School Education Department on the recommendations of the Jammu and Kashmir Service Selection Board (JKSSB) on different dates.

In its decision in response to the appeals, the Division Bench held that there is ample authority on the proposition that no employee could be given seniority from the date he was not borne on the service, class, category, or grade as the case may be.

Advocate Tasaduq H Khawja, counsel appearing for the appellants placed reliance on J&K Civil Services (Classification, Control and Appeal) Rules, 1956, and the J&K Jammu and Kashmir Educational (Subordinate) Service Recruitment Rules, 1979, besides judgments in support of his contention.

ìReT becomes a member of service only when there is a formal order of appointment issued after evaluation and assessment of his or her performance on completion of five years as ReT,î the court said. ìThe government, acting in ignorance of the settled legal position, took the policy decision to confer the benefit of seniority on ReT with effect from the date they were initially engaged, notwithstanding the fact that on said date they were not borne on the cadre of service constituted by the Rule of 1979.î

The court underscored that the government also did not take into consideration the fact that by adding the impugned proviso in the ReT, they had acted to the serious prejudice of the General Line Teachers who were appointed prior to the regularisation of various ReTs. The court pointed out that the single bench appeared to have been greatly swayed by extension of certain welfare provisions to the ReTs from time to time and erroneously concluded that the government itself had been treating the ReTs on a par with the General Line Teachers.

He further said the State Investigation Agency (SIA), Kashmir has conducted searches at around 20 locations across all districts of South Kashmir in connection with the investigation of case FIR No. 01/2025 U/S 13, 17, 18, 18-B, 38, 39 UA(P) Act of P/S CI/SIA Kashmir. During the raids, he said, substantial incriminating materials have been seized, and the suspects have been rounded up for further questioning.

The incident was reported to the Jamia Nagar Police Station after a call was received about a man misbehaving with a girl near the university’s gate.

“It is submitted that a verbal call was received in PS Jamia Nagar regarding misbehaving with a girl outside Jamia University Gate 8,” said the Police.

Upon investigation, it was revealed that the accused, Aabid (22), a cook at the J&K Hostel Mess at Jamia University, had walked on the footpath when he allegedly molested the complainant, a woman from Okhla Village, who was walking in the opposite direction.

The accused was immediately detained by the police.

However, the woman did not provide her statement on the night of the incident, and the matter was kept pending. On the morning of April 28, the complainant reported the incident and gave her formal statement. Subsequently, a case was registered under sections 354 and 354A of the Indian Penal Code (IPC).

Aabid, a resident of Village Bhaisi, District Nooh, Haryana, was arrested in connection with the case, the police said.

Earlier today, a mess worker at the Jamia Millia Islamia University in the national capital has been detained for allegedly assaulting a Kashmiri woman student on campus, police said.

The alleged assault took place around 9:30 pm on April 27 when a 24-year-old second-year MA student was allegedly assaulted by a 22-year-old mess worker, identified as Abid.

“The accused was detained the same night. The student has not yet filed a formal complaint, but she is expected to do so today, after which an FIR will be registered,” a police official stated.

Police added that the altercation stemmed from a personal matter.

Jammu and Kashmir Students Association (JKSA) has released emergency helpline numbers and formed a dedicated team to support students and liaise with authorities.

A 43-year-old man, who was shot by unknown gunmen late last night in the Kandi Khas area of north Kashmir’s Kupwara district, succumbed to his injuries, officials said on Sunday

An official told that the man was shot at his home last night and was soon shifted to a nearby hospital, where from he was referred to SMHS Srinagar.

He said that he succumbed to his injuries at SMHS Hospital. “Body will be handed over to his family after medico-legal formalities,” he said.

Security agencies have released a photograph of 4 terrorists involved in yesterday’s heinous attack in Jammu and Kashmir’s Pahalgam that left 26 tourists dead. All of them are linked to Lashkar-e-Toiba and at least two are believed to be foreigners. As the nation struggles to cope with the tragedy, security agencies are going all-out to track down the terrorists and unearth the ruthless plan behind this chilling attack.

The Resistance Front, a proxy of the banned Pakistan-based terror outfit Lashkar-e-Taiba (LeT), has claimed responsibility for yesterday’s attack. Union Home Minister Amit Shah has rushed to Kashmir and reviewed the situation with Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah.

Prime Minister Narendra Modi, who was in Saudi Arabia, cut short his trip and rushed back. Home Minister Shah today paid tribute to those killed before their bodies were flown home. “With a heavy heart, paid last respects to the deceased of the Pahalgam terror attack. Bharat will not bend to terror. The culprits of this dastardly terror attack will not be spared,” he said in a post on X.

According to the accounts of survivors, the terrorists asked them what their religion was and then shot the men dead. The bodies of those killed are now being flown back to their homes. The Civil Aviation Ministry has asked airlines to control pricing so that tourists stuck in Kashmir could return to their homes.

Renowned Shia Scholar Agha Syed Mohammad Baqir Al-Moosavi Passes Away at 85

Distinguished Shia Muslim scholar, cleric and religious leader Agha Syed Mohammad Baqir Al-Moosavi passed away early on Friday after a brief spell of illness. He was 85. 

Most prominent member of Aga family of Budgam, Agha Baqir, was not keeping well for some time. His health deteriorated and was rushed to the SMHS Hospital Srinagar where he breathed his last in the early hours of Friday.

Funeral prayers will be held soon after Friday prayers and Agha sahab will be laid to rest at his ancestral graveyard in Budgam, family sources told Kashmir Observer.

Known for his scholarship, eloquent oratory, and contributions to Islamic literature Agha Baqir had been serving the community since 1982 after the death of family patriarch Agha Syed Yusuf.

Agha Syed Baqir received his early religious education at Babul Ilm in Budgam. He later pursued advanced theological studies at the Hawza Ilmiyya in Najaf, Iraq, one of the most respected centers of Shia scholarship. His academic journey and dedication to Islamic jurisprudence and philosophy have earned him wide recognition.

His works encompass theology, jurisprudence and history in Arabic, Persian, and Kashmiri languages. He has authored several books and articles that reflect his deep understanding of Islamic teachings and his commitment to educating the community.

Kerala Madrassa Teacher Gets 187 Years imprisonment For Raping Minor in Kannur

In a landmark ruling, a fast-track special court in Liparamba, Kerala, has sentenced a 41-year-old madrassa teacher, Mohammed Rafi, to 187 years of imprisonment for repeatedly raping a minor girl. The crime took place during the COVID-19 lockdown, targeting a 16-year-old student over two years. Rafi, a resident of Alakode Panchayat in Udayagiri, was convicted under the Protection of Children from Sexual Offences (POCSO) Act and various sections of the Indian Penal Code (IPC). The court also imposed a fine of ₹9.1 lakh on the accused.

Court’s Verdict and Sentencing Details

Special Court Judge R. Rajesh found Rafi guilty of multiple counts of sexual assault on a minor. The sentencing breakdown includes:

  • 50 years of rigorous imprisonment under POCSO Act Section 5(t) for being a repeat offender of aggravated penetrative sexual assault.
  • 25 years under IPC Section 376(3) for raping a girl under 16 years of age.
  • 35 years under POCSO Act Sections 5(l) and 5(f) for repeated penetrative sexual assault by a person in a position of trust.
  • 2 years under IPC Section 506(2) for criminal intimidation.

The cumulative sentence totals 187 years, reflecting the severity of the offenses committed while Rafi was already on parole for a prior conviction.

Exploitation During the COVID-19 Lockdown

The abuse began in March 2020 when the victim was just 14 years old and continued until 2021. Rafi exploited the lockdown’s restrictions, repeatedly assaulting the girl and threatening her to remain silent. The victim’s declining academic performance and behavioral changes eventually alarmed her parents, who sought help at a counseling center. There, the girl disclosed the harrowing ordeal, prompting her parents to file a complaint with the Pezhankari police. A case was registered, leading to Rafi’s arrest.

A Repeat Offender’s History

Shockingly, Rafi had previously been convicted for sexually assaulting another minor student at a madrassa in Kannur district. The latest crime occurred while he was out on parole, underscoring his recidivism. The court’s decision to impose a 187-year sentence reflects the gravity of his actions and serves as a stern warning against such heinous crimes.

Bandipora Police Arrest Eight Members of Banned Separatist Groups

In a major crackdown on banned separatist outfits, Bandipora Police have arrested eight individuals for their active involvement in promoting terrorism and secessionist activities.

According to the statement issued here, The arrests were made during the investigation of several FIRs registered under the Unlawful Activities (Prevention) Act (UAPA) across various police stations in the district.

The action was taken as part of a district-wide operation aimed at curbing terrorism and dismantling underground networks operating under the banner of proscribed organisations. The suspects were apprehended from different locations after specific leads, and their roles were established during the ongoing investigations.

In connection with FIR No. 04/2024 of Police Station Bandipora, three individuals associated with Tehreek-e-Hurriyat J&K were arrested. They have been identified as Nazir Ahmad Ahangar, a resident of Shahgund Hajin; Sheikh Danish Mushtaq, a resident of Aloosa Bandipora; and Tahir Ahmad Mir from Ward 2, Plan Bandipora.

Similarly, in FIRs No. 07 and 62/2024 registered at Police Station Sumbal, three more persons were arrested. Ghulam Din War of Naidkhai, a member of the Jammu Kashmir Democratic Freedom Party (JKDFP), was arrested along with Khursheed Ahmad Lone of Naidkhai and Mohammad Shafi Dar of Shahgund, both members of the Jammu and Kashmir Peoples League (JKPL).

Further, in FIR No. 06/2024 registered at Police Station Hajin, two individuals affiliated with Tehreek-e-Hurriyat J&K were arrested. They were identified as Abdul Majeed Gojri and Abdul Majeed Lone, both residents of Vigpara, Hajin.

Police also seized objectionable material, including pamphlets and electronic devices like mobile phones, from the possession of the arrested persons. Initial investigation has revealed that despite being part of banned outfits, the arrested individuals were continuing to propagate secessionist ideology and promote terrorist agendas.

According to the police, the arrested persons were found involved in influencing and motivating vulnerable youth in the district, attempting to recruit them as members (Rukuns) of their outlawed organisations. Their objective was to spread a radical separatist narrative and disrupt peace in the region.

A police spokesperson said that these arrests serve as a strong warning to those who continue to promote violence and extremism in any form. “Bandipora Police remains committed to maintaining peace and security in the district. Anyone found supporting separatist or secessionist ideology will face strict legal consequences as per law,” the spokesperson said.

The police further stated that such actions are part of a larger crackdown on extremist elements and are crucial for safeguarding the peace and stability of Jammu and Kashmir.
