Congress Party Endorses People’s Opposition to Downgrading of J&K: Ghulam Ahmad Mir

After the resolution passed in the Legislative Assembly in favor of restoring the Special Status of Jammu and Kashmir, Congress Legislature Party (CLP) Leader Ghulam Ahmad Mir stated that the Congress Party, through a resolution passed in the CWC on August 5, 2019, has expressed support for the people’s opposition to the downgrading and bifurcation of the erstwhile Jammu and Kashmir State.

The move, according to Mir, was undemocratic and unconstitutional, carried out by the BJP-led government at the Centre.Mir pointed out that during the assembly elections, it was clear that people opposed the reorganization of Jammu and Kashmir and wanted their dignity and rights restored.

The Congress Party has stressed the need for the restoration of statehood to Jammu and Kashmir with constitutional guarantees, including the protection of rights, land, jobs, resources, and cultural identity, without further delay, Mir added.(KNS).

No Assembly can overturn Parliament or Supreme court’s Decision on Article 370 :Sunil Sharma

 Leader of Opposition and BJP MLA Sunil Sharma on Wednesday demanded that the Congress party clarify its position regarding the recent resolution on Article 370 and 35A.

Sharma questioned whether Congress had supported the resolution, and stated that if the six members backing it had indeed endorsed the proposal, it should be considered passed in the Jammu and Kashmir Legislative Assembly.

However, he termed the move as “unconstitutional” and stated that it had “no legal sanctity.” Sharma reiterated that the Parliament had already abrogated Articles 370 and 35A, and that the Supreme Court had subsequently upheld this decision. He added that the state assembly was not above Parliament or the Supreme Court in matters of constitutional validity.(KNS)

 Jammu and Kashmir’s Deputy Chief Minister, Surinder Choudhary called the resolution passed for the restoration of the J&K’s special status as “a reminder to New Delhi about the promises made to the people of J&K on the floor of Parliament.”

Earlier, the J&K Assembly had passed the resolution demanding the re-establishment of Article 370 for the former state.The decision sparked intense debate, with opposition leaders from the BJP denouncing the move as “anti-national” and leading to a commotion that ultimately forced the session to adjourn.

Speaking to KNS exclusively, Choudhary said that Union Home Minister Amit Shah had promised in Parliament that statehood would be restored in J&K.”We are committed to strengthening Indian democracy, and we have voiced the desires of the people and youth of J-K,” Choudhary asserted.

He questioned why states like Bihar and Himachal Pradesh could receive such promises, while Jammu and Kashmir was excluded.

Choudhary went on to criticize policies that, according to him, have sold local lands, rivers, and industrial spaces, causing economic setbacks and leaving local youth jobless while non-residents benefit from the region’s resources. (KNS).

Assembly has done its job after speaker passes resolution on Article 370, 35A:Omar Abdullah

Jammu and Kashmir’s former Chief Minister, Omar Abdullah, on Wednesday said that the Legislative Assembly has fulfilled its responsibility after the Speaker passed a resolution regarding Article 370 and Article 35A.

He stated that the Assembly has performed its constitutional duty, and now it is up to the central government to address these issues.


Notably, the Jammu and Kashmir Legislative Assembly witnessed heated debates and protests on the third day of its session as Deputy Chief Minister Surinder Choudhary introduced a resolution to restore Article 370. The resolution, which calls for the reinstatement of Jammu and Kashmir’s special status, was ultimately passed by a majority vote, sparking significant backlash from opposition members.

Surinder Choudhary, representing the government, presented the resolution shortly after the Assembly convened. The resolution highlighted importance of the constitutional guarantees that previously protected the unique identity, culture, and rights of Jammu and Kashmir’s people. It urged the Government of India to engage in dialogue with elected representatives from the region and consider constitutional measures to restore these protections.

Health Minister Sakina Itoo, a senior National Conference (NC) leader, seconded the resolution, reflecting strong support within the ruling party. The resolution also stressed that any restoration process should ensure both national unity and the legitimate aspirations of the people of Jammu and Kashmir

However, the move drew sharp criticism from the opposition, particularly from BJP Leader of Opposition (LoP) Sunil Sharma. Sharma questioned the procedural validity of introducing the resolution, noting that the scheduled business was to discuss the Lieutenant Governor’s address. “How could a resolution be moved during this time?” he argued, with other BJP leaders echoing his concerns.

Despite the objections, several independent MLAs, including Sheikh Khursheed and Shabir Kullay, along with People’s Conference chief Sajad Lone and three legislators from the PDP, expressed their support for the resolution.

After a tense debate, Speaker Abdur Rahim Rather put the resolution to a vote, where it passed with a majority. This decision led to continued protests from the BJP, resulting in the Speaker adjourning the House for 15 minutes to restore order.

The move revisits the issue of Jammu and Kashmir’s special status, which was removed on August 5, 2019, when the Centre restructured the region into two Union Territories  Jammu & Kashmir and Ladakh. The National Conference had pledged in its manifesto to fight for the restoration of statehood and special status for Jammu and Kashmir. (KNS)

MLA Shah urged officials to stay connected with the people, listen to their concerns, and solve their problems quickly. He stressed the importance of being transparent, responsible, and responsive in their work to build trust with the community.

Chief Spokesperson DPAP Salman Nizami, today accused the ruling party (NC) of betraying the people of J&K after securing a massive mandate on the promise of restoring Article 370.

He said that the recent turmoil in the J&K Assembly over Article 370 proves former Chief Minister Ghulam Nabi Azad’s warnings during the elections, where he had honestly stated that those making grand promises would ultimately betray the trust of the public once in power. Nizami underscored that the return of Article 370 can only be achieved through parliamentary procedures, a move that appears highly improbable under the current central government.

He added that relying on Congress for the restoration is futile, as their position is already well-known. Furthermore, he pointed out that several opposition leaders including Arvind Kejriwal had previously supported the BJP government’s decision to revoke Article 370, which raises doubts about their commitment to reversing it. According to Nizami, Azad stands apart as an honest leader who never misleads the public.

He stated that the National Conference (NC) government lacks a consistent stance on the promises made to the people, choosing instead to play on emotions to consolidate power.Nizami added that while Azad has consistently worked towards the genuine development of J&K, he was maligned by these parties. However, he believes that the people are now recognising their mistake and seeing through the true motives of these political parties.

He further said, ‘We were accused of being the B team, but Ghulam Nabi Azad was the only leader who courageously fought against the revocation of Article 370 in Parliament, while all the MPs of the National Conference remained silent. Even after the recent Lok Sabha elections, both NC MPs continued to be mute in Parliament. One MP even deceived the public, claiming that if he introduced a resolution in Parliament, it would be rejected. Yet, he lacked the courage to stand up and speak out against the BJP government. Instead, they seem intent on appeasing them, as evidenced by their opposition to the resolution by a MLA in the J&K Assembly today. This only exposes their true intentions.

Jammu and Kashmir Chief Minister Omar Abdullah on Monday said that the resolution on Article 370 introduced by the Waheed Para in Assembly has no importance and is for cameras only.

PDP MLA Waheed Para introduced the resolution on behalf of PDP which sought the restoration of Article 370 in the Legislative Assembly.

Speaking about the resolution, Omar said that they knew that preparation for this was being made by a member. The reality is that the people of J&K do not approve of the decision taken on 5th August 2019.If they had approved, then the results today would have been different, he said.

Omar said that the discussions and reflections of the House cannot be dictated by a single member.

“The resolution brought today has no importance but it is only for the cameras. If there was a purpose behind it, then they would have discussed this with us before”, he added.(KNS)

Senior BJP leader and MLA Sunil Sharma has expressed his gratitude for being selected as the Leader of the Opposition in the Jammu and Kashmir Assembly.

Taking to media persons, he stated, “Humbled and honored to be chosen as the Leader of Opposition in the J&K Legislative Assembly. I extend my heartfelt thanks to Hon’ble PM Narendra Modi, Amit Shah, J.P. Nadda, the entire BJP leadership, and my fellow MLAs for entrusting me with this responsibility.”

The announcement was made during a meeting of the BJP legislative party held at Church Lane in Sonwar, Srinagar, which was attended by all 28 BJP MLAs and presided over by senior party leaders, including Tarun Chugh.

Deputy Chief Minister Surinder Choudhary today acknowledged the challenges  NC led Government faces, but assured the public of the government’s capacity to make impactful decisions within the framework of the Reorganization Act 2019. “Who told you we cannot take big decisions?” he asked. “There is no such restriction in the Act; we have the power to address people’s concerns on development, employment, and other pressing issues,”he said while addressing a press conference today in Jammu according to KNS correspondent.

Choudhary praised the recent assembly election, emphasizing that it marked a significant moment for the region after years of political transition, stating, “After so long, democracy has been restored, and the elected government is being formed in Jammu and Kashmir.”

In response to questions about the Bharatiya Janata Party (BJP) celebrations around Jammu and Kashmir’s Union Territory status, Choudhary remarked, “They might be celebrating today, but deep down, they also wish for Jammu and Kashmir to regain statehood.”

On the long-standing tradition of the “Darbar Move” – the biannual shift of the government between Jammu and Srinagar – Choudhary highlighted its economic significance, especially for local businesses in Jammu.

He explained that the Darbar Move supports local hotels, transport services, and small businesses, offering a source of employment for many residents. He expressed the National Conference’s commitment to sustaining the move, describing it as essential to Jammu’s economic health rather than a mere tradition.

The Deputy CM urged BJP leaders to reflect on their electoral promises and examine their accomplishments during their tenure.

He pointed out that the National Conference, under the leadership of Farooq and Omar Abdullah, has consistently focused on representing the people’s needs and aspirations, including the demand for statehood.

Reacting to the statement of Lieutenant Governor Manoj Sinha, National Conference Provincial Vice President Kashmir and Advisor to Chief Minister, Nasir Aslam Wani Thursday said that the Union Territory was temporary and the party could never celebrate the humiliation of Jammu and Kashmir.

A local news gathering agency KNO quoted Wani as saying that there was no question of attending the UT Foundation Day as J&K, which was among the best states of the country, was downgraded to the Union Territory.

“How can we celebrate the humiliation of J&K,” he said. “The UT status is temporary and it is expected to end soon.”

Wani said promises had been made over the restoration of Statehood to J&K while Chief Minister Omar Abdullah recently went to New Delhi in this regard where he was promised its restoration as well.

“We are hopeful that statehood will return soon and what’s there to celebrate if you are downgraded,” he said.

The Awami Itihaad Party (AIP) convened a high-level Central Executive Committee meeting today, chaired by Party Vice President Adv. G N Shaheen along with General Secretary Nazir Ahmad Khan. The meeting came in the wake of MP Baramulla Er Rashid’s return to Tihar Jail following an order from the NIA court in Delhi.

The meeting saw the participation of Central office bearers, District Presidents from across the Kashmir Valley and constituency heads, all of whom engaged in in-depth discussions on current political issues and organizational matters.

During the session, Sheikh Khursheed, MLA Langate, was unanimously appointed as Chairman of the Parliament Affairs Committee, effective immediately.

All District Presidents were directed to convene constituency-level conventions in their respective constituencies within a period of one month. Moreover, they were advised to be in touch with the electorate and work hand in hand with the public to address grievances. The party workers were further advised to carry on their political activities within the parameters of law. Keeping in view the political situation of J & K, the party shall adopt the course of engagement to address political issues and the details will be shared with the people through media and other conventional resources from time to time.

All participants showed a deep concern on the continued detention of President AIP and MP Baramulla Er Rashid and other prisoners lodged within J & K and outside. It was decided that high-level legal defense will be arranged for the release of Er Rashid and other prisoners in due course of time.

“Battle of Narratives” is a Core Security Challenge in the Region: Former DGP R.R. Swain

Former Jammu and Kashmir Director General of Police (DGP) R.R. Swain, emphasized the urgent need for narrative reformation and structural reforms in Jammu and Kashmir. 

Swain described the “battle of narratives” as a core security challenge in the region, where separatist factions have built a misleading narrative, luring citizens with promises of prosperity and autonomy outside the Indian Union.

“The adversary’s message is potent and relentless,” Swain stated. “They promise that breaking away will lead to freedom from corruption, economic growth, and fair governance. We must actively counter this false hope with transparency and a demonstration of the genuine benefits that integration offers,”

he said while speaking at the Chanakya Defence Dialogue 2024 in New Delhi.

“Narrative propagated by the terrorist networks is that the local government is a puppet of the Indian state, and those who work for it are stooges and collaborators. There are enough anecdotal evidence available,” he said, as per the delhi based KNS correspondent.

Swain, a 1991 batch IPS officer, retired as DGP of Jammu and Kashmir in September 2024 after an extensive career, including leadership during the 1990s and service as Special DG in J&K’s Crime Investigation Department (CID) post-Article 370 abrogation. His experience provided a foundation for his discussion on the complexities of social cohesion, economic opportunities, and national security in J&K.

During his address, Swain highlighted the paradox of J&K’s economic landscape, where limited private-sector opportunities coexist with high demand for government jobs. “In a place with economic promise, youth still queue up for jobs with wages as low as 6,000 rupees per month, hoping for security and stability,” he noted. “This reliance on government jobs has created a dependency that hinders the growth of a sustainable economy.”

He added that while J&K attracts migrant laborers due to relatively higher wages, local youth often aspire to government roles, even in low-paying positions, such as Special Police Officer (SPO) roles that pay approximately 6,000 rupees monthly.

Swain pointed to data revealing that J&K’s government sector contributes to the state’s GDP at four times the national average, overshadowing private sector growth and creating economic stagnation. He argued that monopolistic business practices further entrench social and economic divides, making it harder for local entrepreneurs to thrive.

He urged policymakers to address these structural challenges and support an “organic, symbiotic private sector” to invigorate economic growth and reduce dependency on government jobs.

Swain outlined the significant role that separatist propaganda plays in fostering social discord, describing it as a “well-oiled narrative machine” that operates continuously to sow distrust of the Indian government. “This is a battle of narratives, and we are, at times, losing,” he warned. “While the adversary’s message is false, they have succeeded in making it believable. The Indian state must dismantle this misleading narrative by showcasing the tangible benefits it brings to the region.”

He stressed that separatists have glossed over government investments and welfare schemes, such as Beti Bachao, Beti Padhao and various employment initiatives, which benefit all communities in J&K. These efforts, he asserted, often go unnoticed due to the adversary’s grip on the region’s perception. “J&K’s integration with the national economy has supported infrastructure, education, and health, without bias,” Swain emphasized. “It’s time these facts are heard.

“The fact that more than 75 government welfare schemes supported at times jointly by the local government and the central government and many times exclusively by the central Government 

are completely free from any kind of bias on the basis of caste, community, or religion. And the benefits of the development does not distinguish a Hindu from a Muslim, a Gujar from a Pahadi, a Jammuite from a Kashmir. And the Bhatti Bachao Bhatti Padao scheme ensures that all benefit across the spectrum on the basis of a community neutral criteria are astoundingly glossed over.”

Swain advocated for measures that would strengthen public institutions and improve transparency. 

“We must build trust in governance through visible anti-corruption measures, judicial reforms, and community-oriented policing,” he said. “Only then can we create a foundation for lasting social cohesion,” he said according to KNS correspondent.

He argued that these reforms would enhance public confidence and ensure security, ultimately addressing the region’s internal security vulnerabilities.

 Swain urged leaders to examine and challenge vested interests that obstruct private investment in J&K. 

“The path to security is not only through vigilance but through opportunity,” he noted. “The people of J&K need a vibrant economy that welcomes entrepreneurship, fosters growth, and moves beyond dependency on government aid.” (KNS).

Advisor to the Chief Minister Nasir Aslam Wani said on Saturday that the system in Jammu and Kashmir cannot operate under dual control, where the Chief Minister focuses on one area while the LG handles security.

“J&K is not like other states. We have made commitments to the people, and we will fulfill them,” he said, adding that the government should restore statehood.He noted that the government was formed a week ago and urged people to have patience and trust in the government they chose, assuring them that their issues will be addressed.

Regarding the Chief Minister’s meetings with the Home Minister, Defence Minister, and Prime Minister, he said these discussions aimed to resolve common people’s issues, and they assured support for J&K’s progress.

On the Darbar move, he mentioned that CM Omar Abdullah had already issued an order for its restoration, so there is no need for protests.

He also stated that the people mandated the National Conference, and the party is committed to resolving common issues, as J&K has been without elected representation for the last ten years.

Peoples Conference president Sajad Gani Lone on Friday said that ‘’delay of even a moment in granting statehood is a sin against the people of Jammu & Kashmir”.

In a long post on X, Sajad Lone questioned the delay in grant of statehood to Jammu & Kashmir.

“Irrespective of the political differences that we have here amongst us, the union government needs to move fast on some issues. Delay of even a moment in granting statehood is a sin against the people of J and K. Statehood is our right not charity that the union government will think upon or ponder. Why should they delay it. Why did they take it away in the first place,” Lone posted.

Lone said the Supreme Court left the question of relegation of J&K State into a Union Territory, unanswered.

“And may I ask the Supreme Court that in disposing off the petition on statehood, there is one question which they left unanswered. Was the relegation of a state to UT within the realm of law or outside the realm of law. Why didn’t they answer this question. They did not endorse relegation lest it becomes a precedence and yet we are still without a state,” Lone said.

Lone further said that the CM of Jammu & Kashmir should be an inherent part of all meetings related to security.

“In the interim until we get a state, the CM of J&K should be an inherent part of all meetings related to security. The local inputs in strategising on security are indispensable. Whosoever the CM is— the people of J&K have voted in huge numbers. And the UT status should not be used as an excuse to exclude the government from vital issues. The CM should be a part of all deliberations. Exclusion of the CM is tantamount to humiliating the entire electoral exercise,” he said.

Lone also accused Omar Abdullah of being a glorified cheerleader of BJP.

“And an unsolicited word of advice for our CM. Wish you had not gone too far castigating everybody, accusing every one of colluding with BJP. That concept of untouchability, That self righteous drift and now a glorified cheerleader. That is a total comedown,” he said.

“We all know an elected CM has to work with centre. They have to go and meet the PM or other ministers. But there is a difference between constitutional duties and cheerleading,” he added—(KNO)

Chidambaram criticized Jammu and Kashmir Lieutenant Governor (LG) Manoj Sinha on Thursday for holding a review meeting on the region’s security without Chief Minister Omar Abdullah.

In a post on X, Chidambaram wrote, “The photograph of the LG of Jammu & Kashmir presiding over a meeting to review the law and order situation in J&K is telling… The elected chief minister is not present. Whether he was invited or not, I do not know.”

Describing J&K as half a state, he wrote, ” Under the law applicable to J&K, police and public order are subjects reserved for the LG. The people have elected a chief minister and government to look after their security, among other things, but the chief minister has no authority. This is why J&K is described as half a state The immediate restoration of full statehood to J&K is imperative.”

On October 16, Omar Abdullah was sworn in as the first Chief Minister of the Union Territory of Jammu and Kashmir.

Earlier on Wednesday, LG Sinha held a review meeting in Srinagar at Raj Bhavan to review the security situation in Kashmir Division.

He directed the police to tighten security measures around key infrastructure projects and construction camps in the union territories.

“The police must ensure robust security and intelligence grid and intensified, well-planned joint operation with army and other security agencies to eliminate terrorism,” said the LG.

Multiple senior officers of the Police, J-K Principal Secretary of Home department and other civil administration officers attended the meeting.

Calling the issue of statehood for Jammu and Kashmir a sensitive one, Bharatiya Janata Party leader Ravinder Raina said that the elected government of the union territory and the union government should hold discussions together to work for the security of the people.

“When it comes to the statehood issue, this is a very sensitive issue, the elected govt and central govt should hold discussions regarding it together. People’s security is very important. Govt will run and development will happen only if there is peace and prosperity here, if there is terrorism and extremism, people would suffer,” he said on Wednesday.

He further praised Prime Minister Narendra Modi and Home Minister Amit Shah for improving the situation in the region.

“With a lot of effort PM Modi and Amit Shah improved the situation here. Therefore, no policy or decisions should be taken in haste,” he added.

Earlier, on Wednesday, J&K Chief Minister Omar Abdullah met Union Home Minister Amit Shah on his first visit to the national capital after assuming office.

“The Chief Minister of Jammu and Kashmir, Omar Abdullah met Union Home Minister and Minister of Cooperation, Amit Shah,” the Home Minister’s office posted on X.

The meeting came after a terror attack in the region’s Ganderbal district in which seven people lost their lives.

On October 20, a doctor and six other workers were killed when terrorists attacked a tunnel construction site on the Srinagar-Leh national highway in the Ganderbal district.

The terrorists struck as the labourers and other staff returned to their camp in Gund, Ganderbal. The incident raised serious concern as this was a targeted killing by the terrorists. (ANI)
