LG Manoj Sinha Launches ‘Nasha Mukt Yuva for Viksit Bharat’ Campaign in J&K, Announces Major Anti-Drug Measures

Srinagar: Lieutenant Governor Manoj Sinha on Sunday launched the ‘Nasha Mukt Yuva for Viksit Bharat Sankalp Abhiyan’ at a Union Territory-level function organised by the Department of Youth Affairs and Sports and SKUAST-Kashmir. Addressing the gathering, the Lieutenant Governor said India’s greatest strength is its young population, with nearly 65% of citizens below the age of 35 and around 37 crore people in the 15–29 age group ready to contribute to the country’s development.

“The Nasha Mukt Yuva for Viksit Bharat Sankalp Abhiyan seeks to energise this demographic, guiding them towards healthy lifestyles and active participation in development. Our youth must emerge like a cloud of energy and spread across the horizon of development,” he said.

Anti-Drug Campaign a Social Movement

The Lieutenant Governor said the Nasha Mukt Bharat Abhiyan, launched in 2020 by Prime Minister Narendra Modi, has become more than a government initiative and is now a nationwide social movement against drug abuse.

He noted that more than one crore young people are joining the new campaign at nearly 10,000 locations across India.

Over 35,000 MY Bharat youth clubs, Nehru Yuva Kendras, schools, colleges, and industry organisations are participating in the 100-week programme, which will engage young people every Sunday across the country.

J&K’s 100-Day Anti-Drug Campaign Praised

Congratulating the youth of Jammu and Kashmir, Manoj Sinha praised their active participation in the 100-day Nasha Mukt J&K Abhiyan, conducted from 11 April to 20 July, describing it as a model for the rest of the country.

He said the campaign’s success was made possible through the combined efforts of the administration, police, educational institutions, religious leaders, social organisations and the public.

“Even the biggest challenges can be overcome when society unites for a common purpose,” he said.

Major Achievements Against Drug Network

The Lieutenant Governor highlighted the achievements of the anti-drug campaign in Jammu and Kashmir.

Key Actions Taken

• 2,300 FIRs registered.
• 2,600 people arrested.
• 1,500 kilograms of narcotics seized.
• 331 properties worth around ₹200 crore attached from narco-terrorists and drug smugglers.
• 370 driving licences cancelled.
• 750 vehicle registrations cancelled.
• Recommendations made to cancel nearly 3,000 Aadhaar cards linked to offenders.

He said these actions reflect the government’s zero-tolerance policy against drug trafficking.

New Rehabilitation Scheme Announced

While stressing the importance of strict law enforcement, the Lieutenant Governor said rehabilitation remains equally essential.

He announced that the government will soon launch the Rehabilitation and Socio-Economic Reintegration Scheme for Drug Abuse Victims, 2026.

The pilot project will begin in the two most-affected districts of the Kashmir and Jammu divisions.

The three-year rehabilitation programme will include:

• Medical treatment.
• Psychological counselling.
• Education support.
• Skill development.
• Employment assistance.
• Social reintegration.
• Long-term monitoring.

“I see youth affected by drugs as victims. We must ensure their dignity, livelihood and a meaningful future,” he said.

Call to Parents, Teachers and Youth

The Lieutenant Governor urged parents, teachers and youth organisations to guide young people through trust, dialogue and encouragement.

He also called upon volunteers of MY Bharat, Nehru Yuva Kendras and youth clubs to spread awareness in every village, school, college and community across Jammu and Kashmir.

Appealing directly to young people, he encouraged them to stay away from drugs, motivate their friends and contribute to building a healthier and stronger society.

“A healthy youth, a strong family, and an aware public will become the identity of Viksit Bharat,” the Lieutenant Governor said.

He also administered the Nasha Mukt Yuva Pledge to the youth present at the event.

Senior officials, including Prof. Nazir Ahmad Ganai, Vice-Chancellor of SKUAST-Kashmir, Dr. Shahid Iqbal Choudhary, Commissioner/Secretary of the Youth Services and Sports Department, Anshul Garg, Divisional Commissioner Kashmir, Nitin Hangloo, Director of MY Bharat J&K, along with members of youth clubs, Nehru Yuva Kendras and other dignitaries, attended the function.
