Haj 2027: 17 J&K Haj Group Organisers Cleared
The Ministry of Minority Affairs has published the final list of Haj Group Organisers (HGOs) eligible for registration under the Haj 2027 framework, with 17 operators from Jammu and Kashmir making the cut across different categories. Click Here To Follow Our WhatsApp Channel
The list was issued through an official notification under Notice No. HAJ-15/2/2026-HAJ-MoMA, following scrutiny of applications submitted through the HGO Portal.
The applications were assessed against the prescribed eligibility requirements, including document verification, financial criteria and compliance with the Haj Group Organiser Policy.
Three J&K operators in Category-I
The selected J&K entities include one Category-I non-lead operator, two Category-I operators and 13 Category-II applicants.
Of the Category-II applicants, nine are experienced operators while four are new entrants.
The notable Category-I operators include:
- Labaika Haj & Umrah Service — JK01762827
- Alkhuddam Hajj & Umrah Services — JK01781527
- Al Hayat Hajj and Umrah Travel Services — JK01702527
The selection provides these operators with eligibility to participate in the organisational framework for Haj 2027, subject to the requirements laid down by the Ministry.
Experienced Category-II operators
Among the experienced Category-II operators from Jammu and Kashmir are Raj Baba Tour and Travels, Al Gazali Tours & Travels, Gazi Tours & Travels, Al Haramain Hajj and Umrah Services and M/S Universe Travel Corporation, among others.
The Ministry has also cleared four new Category-II entrants.
These include:
- Khadim Al Mecca Tour & Travels Pvt. Ltd.
- Anabia Holidays and Tourism
- M.G Tours & Travels
- Leena Travels
The inclusion of new operators is part of the Ministry’s wider framework for participation of eligible Haj Group Organisers.
CHGOs to be formed within three days
Under Clause 4.4 of the Haj Group Organiser Policy 2027, all selected Lead HGO applicants have been directed to form Combined Haj Group Organisers (CHGOs) within three days.
Each CHGO must comprise:
- At least one Category-I Lead HGO
- At least one Category-I Non-Lead HGO
- At least one new Category-II HGO
The Ministry has directed that the total pilgrim quota assigned to each CHGO should be kept as close as possible to 2,000 pilgrims.
Preference will be given to HGOs that were members of the respective CHGOs during the previous Haj, according to the notification.
Haj 2027 quota allocation not started yet
The Ministry has clarified that the publication of the final HGO list does not mean that Haj 2027 quota has been allotted.
Quota allocation will take place only after the formal process of forming CHGOs has been completed and the relevant quota allotment letters have been issued.
The Ministry said that details of the quota allocation would subsequently be notified to the public.
Only after the required formalities are completed and quota allotment is announced will the selected operators be able to begin bookings for pilgrims.
What J&K pilgrims should know
The selection of 17 Haj Group Organisers from Jammu and Kashmir is an important step towards the operational preparations for Haj 2027.
However, intending pilgrims should note that the latest notification does not yet announce the number of pilgrims that individual J&K operators will be permitted to serve.
Details regarding final quota distribution, CHGO composition and booking schedules are still awaited.
The Ministry’s framework is aimed at ensuring transparent registration of Haj Group Organisers while maintaining a balanced representation of eligible operators from different regions.
Further information regarding Haj 2027 quota allocation and the opening of bookings is expected to be issued by the Ministry of Minority Affairs after the CHGO formation process is completed.
