A young cricketer tragically lost his life in the Nowgam area of Srinagar after being hit by a cricket ball, officials said.
An official told that the incident occurred at the Madankha Nowgam cricket ground. The deceased has been identified as Adnan Raheem Bhat, son of Abdur Raheem Bhat, a resident of Astanpora Rawalpora.
Adnan was immediately shifted to a hospital, but doctors declared him dead on arrival.Meanwhile, police have launched an investigation into the incident, and further details are awaited—(KNO)
Chief Engineer, Distribution, Kashmir Power Distribution Corporation Limited (KPDCL), Er. Aaquib S. Waheed Deva today expressed serious concern over reports of rising damage to DT substations, due to unauthorised excess load of crude heating gadgets, which is over and above their installed capacity.
In a press statement issued here today, the Chief Engineer referred to the incidents reported from Bon Dialgam in Electric Division Anantnag and Tulmulla in Electric Division Ganderbal where DT substations were completely damaged after being subjected to unsanctioned heating load. “We are catering to the challenge of repairing and restoring 50 DTs per day and our Central Workshop at Pampore and Divisional Workshops are working round-the-clock to keep pace and adhere to the stipulated timelines of replacement,” she said, while urging consumers to avoid overloading their DTs in peak winters and inviting power outages.
She assured the consumers of reliable power supply as per curtailment schedule if they use power judiciously. “We have COPD patients at home and students preparing for examinations. We hope consumers understand the hardships people face when DTs are damaged leading to prolonged hours of power cuts,” she said.
In the last 04 days alone, as many as 192 DTs were reported damaged with some going up in flames, threatening the property of the nearby residents and damage to costly electronic gadgets at home. KPDCL also replaced 192 DTs in the same period.
In an attempt to protect DTs from getting damaged, Inspection Squads across all 19 Electric Divisions are carrying out daily morning and night patrolling to prevent attempts by certain consumers to use power beyond their sanctioned load.
KPDCL carried out 884 inspections drives on Saturday alone to prevent power pilferage with O&M Circle Pulwama leading with 242 drives. O&M Circle II Srinagar carried out 160 and O&M Circle Ganderbal 159 drives.
Er. Aaquib Waheed Deva also warned consumers living in metered areas of strict action if they are found bypassing their meters and hooking on bare conductor, in gross violation of the Electricity Act. “Apart from Circle Squads, Central Inspection Squad is also carrying out inspections to catch those consumers who use power unauthorizedly by tampering or bypassing their meters,” she added.

The Jammu and Kashmir Agriculture Production Department on Wednesday announced the rescission of multiple administrative orders issued by the Director of Agriculture, Kashmir, since November 16, 2024.
As per the order, issued under Government Order No. 541-JK (APD) of 2024, was signed by Principal Secretary to the Government, Shailendra Kumar, IAS.
According to the order, all decisions taken through these directives are now nullified ab initio. The rescinded orders include numerous transfer and posting decisions for Junior Agriculture Extension Officers, Agriculture Extension Assistants, and other staff members. Among these were orders related to quasi-permanent status declarations, earned leave sanctions, and departmental promotions.
The notable annulled directives include, 260/Estt of 2024: Transfer/posting of Junior Agriculture Extension Officers, 261/Estt of 2024: Transfer/posting of Agriculture Extension Assistants, 266/Estt of 2024: Post-facto sanction of earned leave for Mr. Masood Ahmad Chowdhary, 272/Estt of 2024: Convening of a Departmental Promotion Committee meeting and 292/Estt of 2024: Transfer and posting of executive staff.
It further said addressed promotions under SRO 14 of 1996, inquiries against staff, and reinstatement of personnel were also annulled. This decision is expected to impact several employees across the Agriculture Department in both Kashmir and Jammu divisions.
The annulled orders span various administrative aspects, including transfers, postings, promotions, and personnel management within the department. Among the rescinded orders are directives related to the transfer and posting of Junior Agriculture Extension Officers (JAEOs), Agriculture Extension Assistants, and executive staff. Decisions concerning the declaration of quasi-permanent status, in-situ promotions, and clearance of probation periods have also been invalidated.
Additionally, the government has rolled back specific personnel deployments and repatriations, such as those involving Mr. Masood Ahmad Chowdhary and Mst Meenakshi Bhat. Orders pertaining to inquiries and complaints against certain staff members, as well as actions on administrative matters like skill wages and reinstatements, are also among the rescinded directives.
The comprehensive rollback impacts orders numbered from 260/Estt of 2024 to 303/Estt of 2024, issued between November 16 and November 29, 2024. These include significant decisions such as the transfer and posting of senior officials, declarations of quasi-permanent status, departmental promotion meetings, and other administrative approvals.

Lieutenant Governor Manoj Sinha Tuesday emphasised bolstering Police and allied organisations, infusing technology in alignment with human resources for modernisation to effectively deal with the security and law and order-related challenges in J&K.
Reviewing the progress of ongoing projects under Security Related Expenditure (SRE), Prime Minister’s Development Package (PMDP) and issues related to prison management and border management, he directed to expedite the pace of work to meet stipulated deadlines.
LG Sinha issued these directions while chairing a high-level meeting to review the functioning of the Home Department today at Raj Bhawan.This was the second high-level meeting chaired by the Lieutenant Governor after his Secretariat started functioning in Jammu on November 11.
In an assertion of earlier guidelines regarding “no leniency while dealing with all threats to internal security”, emphasis was made on fine-tuning strategies with a synergetic approach.In the case of border management also, the direction was to identify vulnerabilities and check flaws to ensure a synergised fool-proof system in place.
The meeting was attended by Chief Secretary, Atal Dulloo; Principal Secretary, Home, Chandraker Bharti; DGP Nalin Prabhat; DGP Prisons, Deepak Kumar; ADGP Headquarters and Coordination, M K Sinha; ADGP Law and Order, Vijay Kumar; ADGP Jammu, Anand Jain; Director Fire and Emergency Services, Alok Kumar; ADGP CID, Nitish Kumar; Principal Secretary to Lieutenant Governor, Dr Mandeep K Bhandari; IGP Kashmir, Vidhi Kumar Birdi and other senior officials of the J&K Police.
An official spokesperson said that at the outset of the meeting, the Lieutenant Governor was briefed on Security Related Expenditure (SRE), manpower positioning, infrastructure works and other important issues of Home and subordinate departments including J&K Police, Prisons, Fire and Emergency Services, Home Guards, SDRF, Prosecution and Forensic Sciences.
“The Lieutenant Governor emphasised modernisation and strengthening of Police and allied organisations to effectively deal with the security and law and order related challenges. He further directed for completion of all projects under SRE and PMDP within the stipulated time,” the spokesperson said.
The meeting also discussed effective prison management, human resources and other issues related to internal security and the criminal justice system.
Following the meeting, LG Sinha, on his official ‘X’ handle (Office of LG, J&K), posted, “Chaired a review meeting of the Home Department at Raj Bhawan today. Evaluated the progress of ongoing projects under SRE and PMDP and discussed issues related to prison management, border management, police modernisation and human resources.”
Earlier on November 17, LG Sinha had chaired a high-level meeting of senior officials of civil administration and J&K Police to review security and development projects in the Jammu region.
He had emphasised synergised operations and a foolproof security grid to thwart the malevolent design of terrorists and anti-national elements in the region. He had asked the officers to go full throttle, with an iron-hand approach in synchronisation with effective and foolproof strategies, to “demolish terrorism and its aiders and abettors.”
Regarding development, he had focussed on seamless, expedited execution of major infra projects meeting deadlines.
National Conference (NC) veteran and MLA Khanyar, Ali Mohammad Sagar, has called on Jammu and Kashmir Chief Minister Omar Abdullah to reinstate December 5 as a public holiday to honor the birth anniversary of Sher-e-Kashmir Sheikh Mohammad Abdullah.

Kashmir Power Distribution Corporation Limited (KPDCL) today achieved a major milestone by onboarding two lakh smart-metered consumers to pre-paid billing mode.
With this, the prepaid consumers shall now enjoy complete control over electricity usage and convenience of re-charging their meters whenever needed.
In a press statement released here today, Chief Executive Officer, IT&C, KPDCL, Er. Shabir A. Khan, stated that with prepaid conversion, smart metered consumers can now actively manage their electricity spending by paying only what they use, preventing unexpected high bills. “They can also log on to Bill Sahuliyat mobile app for monitoring daily consumption if they want,” he said, while crediting his team on this major achievement.
KPDCL has so far installed 3.11 lakh smart meters under PMDP, all of which shall be converted into prepaid mode. It shall install another 6.85 lakh consumer meters under RDSS in uncovered areas, which shall go a long way in improving Discom’s viability in terms of error-free billing with ‘pay as per use’ facility, additional rebates and real-time monitoring of power usage.
Highlighting the advantages of prepaid billing, Er. Shabir Khan stated that prepaid meter shall alert consumers shortly when their credit is running low, allowing them to top up when power is interrupted. “Users can also easily re-charge their meters online or at designated locations whenever needed,” he added.
Extending another olive branch to the consumers, CEO IT&C said that prepaid consumers shall not be subjected to remote disconnection during weekly or a public holiday and beyond office hours of 10.00 am and 4.30 pm, even if their credit is running low, thus allowing them ample time to recharge their accounts.
Highlighting the takeaways for KPDCL, Er. Shabir Khan said that Prepaid billing ensures better cash flow for Discoms due to advance payment by consumers and gradual reduction in burden on Government exchequer. “With removal of manual intervention in meter reading and bill distribution, smart-metering and prepaid enabling offers effective management of resources,” he added.
Union Minister for Tourism, Gajendra Singh Shekhawat on Tuesday informed the Lok Sabha that over ₹500 crore has been spent on tourism development projects in Jammu and Kashmir under the Swadesh Darshan Scheme.
He said ₹528.58 crore was allocated for seven tourism projects aimed at developing key destinations across the Himalayan circuit in Jammu and Kashmir. He added that all these projects have been completed to boost the tourism infrastructure and potential of UT.
He said the projects include the development of tourist facilities in Jammu, Srinagar, Pahalgam, Anantnag, Kargil, and Leh. He also mentioned improvements in iconic destinations like Gulmarg, Baramulla, Kupwara, and Rajouri to enhance the local tourism economy.
The Minister said additional work involved restoring tourism assets damaged during the 2014 floods, carried out under the Prime Minister’s Development Package.
He said the ministry regularly reviews the progress of these projects and addresses infrastructure and land-related issues.
The Minister advised local administrations to focus on sustainable tourism, public-private partnerships, and long-term maintenance of assets created under the scheme.
He also said that the revamped Swadesh Darshan 2.0 scheme emphasizes sustainable and responsible tourism.
He concluded by saying ₹36.90 crore has been allocated for eco-tourism and cultural heritage projects in Leh and Kargil to ensure public participation and environmental preservation.
The Holistic Agriculture Development Programme (HADP), a flagship initiative of J&K Agriculture Production Department, has been conferred with the Skoch Gold Award for Excellence in recognition of its impactful implementation and transformative outcome in the agricultural sector.
The conception of HADP was driven by the visionary leadership of Chief Secretary, Atal Dulloo, while the Principal Secretary, Agriculture Production Department, Shailendra Kumar, has been the cornerstone behind its robust implementation on the ground. The award was received by Mission Director, HADP.
This ambitious Rs. 5013 crore program, comprising 29 projects in agriculture and allied sectors, was formulated by the Apex Committee constituted by the Lieutenant Governor and the roadmap was approved by the UT Administrative Council headed by the Lieutenant Governor, J&K. HADP was dedicated to the public by Prime Minister, Narendra Modi, on 7th March 2024 in Srinagar. Since its launch, HADP has garnered unparalleled public participation, with over 2 lakh registrations and 3.4 lakh applications received under 120+ beneficiary oriented schemes in agriculture and allied sectors.
The program has reached unprecedented heights through the Kisan Sampark Abhiyan, touching the lives of 9 lakh people across 4000 Panchayats in Jammu & Kashmir. This makes it the largest farmer outreach initiative in the region, delivering critical information, training, and resources directly to the farming community.
In a major stride towards accessibility, 500 Kisan Khidmat Ghars (Farmer Service Centers) have been launched under Phase I, with 1,500 more in the pipeline. These centers serve as a one-stop solution for farmers, offering services ranging from farm inputs to expert advisories and real-time updates.
The Skoch Award stands as a testament to transformative vision and robust implementation of HADP, signalling a new era for Jammu & Kashmir’s agricultural landscape. With its inclusive, participatory approach, the program is fostering sustainable growth, enhancing productivity and improving livelihoods in the region.
The Regional Transport Officer (RTO) Kashmir, Syed Shahnawaz Bukhari, on Monday reaffirmed the authorities’ commitment to continuing and intensifying the crackdown on traffic rule violators across the Kashmir.
Speaking to Kashmir News Service, Bukhari stated that any vehicle found in serious violation of traffic regulations would only be released after a court order, signaling a stricter approach to enforcement.
He further mentioned that while infrastructure issues had previously hindered the impounding of vehicles, discussions with the administration are underway to resolve these concerns swiftly.
This intensified crackdown follows the recent incident at Tengapora, after which the traffic department, in collaboration with the traffic police, has stepped up efforts to enforce road safety and discipline.

Hurriyat (M) chairman, Mirwaiz Umar Farooq, on Monday hailed the Jammu and Kashmir Police for its crackdown on the inter-state drug network.
In a religious address to a large congregation in Eidgah, Mirwaiz said that there was an urgent need for a collective action to improve societal conditions, particularly focusing on the escalating issue of drug addiction.Highlighting the alarming statistic that over 1.5 million individuals are affected by drug addiction, Mirwaiz called for a united effort to combat this epidemic.
He pointed out that the vast network of mosques across the region could serve as pivotal centers in this fight. “Mosque committees can collaborate and implement effective ways to tackle drug addiction in every area,” he stated, emphasizing the power of community involvement. They can keep an eye on suspected people in the area and help in their rehabilitation.
Mirwaiz Umar Farooq, as per a press statement, also expressed appreciation for the intensified efforts by the police to combat drug trafficking.
Acknowledging the recent arrests of several drug dealers and the confiscation of their properties, he remarked, “It is encouraging to see the administration taking decisive steps. When good measures are taken for the welfare of our society, they should also be appreciated by all.”
