The Jammu and Kashmir government on Sunday dismissed the People’s Democratic Party’s (PDP) allegations of large-scale backdoor appointments through outsourcing, stating that all recruitments are being carried out legally, transparently and in line with established government procedures.

Government Says Recruitment Process Is Transparent

Chief Minister’s Advisor Nasir Aslam Wani said all government appointments are made through the prescribed recruitment process, while outsourcing is carried out only after following the required tendering procedures.

“There is no truth in the allegations of backdoor appointments. If anyone has evidence, they should present it, and appropriate action will be taken,” Wani told reporters.

He accused the PDP of spreading misinformation and said the government’s recruitment system remains transparent and accountable.

Wani Targets PDP Over Previous Appointments

Responding to the opposition’s criticism, Wani alleged that several backdoor appointments had taken place during the PDP’s tenure.

He claimed the government possesses evidence relating to those recruitments and also blamed the PDP for developments that eventually led to the loss of Jammu and Kashmir’s special status and statehood.

Outsourcing Is Not Permanent Employment: Sakina Itoo

Cabinet Minister Sakina Itoo clarified that outsourced workers are hired only to meet temporary operational requirements and should not be considered regular government employees.

She said the outsourcing system was introduced between 2014 and 2018, while the engagement of manpower through agencies began in 2016, before the current government assumed office.

“The claim that 25,000 people have been appointed through the backdoor is completely baseless. Regular government recruitment follows the prescribed procedure, while outsourcing is only a temporary arrangement under an existing government framework,” Itoo said.

Temporary Staff Engaged to Meet Departmental Needs

Itoo explained that security personnel and sentry workers deployed in hospitals were engaged to handle operational requirements and ensure smooth functioning of public institutions.

She stressed that outsourcing should not be confused with permanent government recruitment.

The minister also accused the PDP of misleading the public and alleged that irregular appointments had taken place in institutions, including J&K Bank, during the party’s tenure.

Outsourcing Policy Not Introduced by Present Government

Cabinet Minister Javed Ahmad Dar also rejected the opposition’s allegations, saying the outsourcing framework is backed by the Central Government and was not introduced by the current administration.

He maintained that every outsourcing engagement follows a transparent process and accused the PDP of creating unnecessary confusion over the issue.
