SP Leader Booked After Offering Namaz at Moradabad Circuit House, Video Sparks Political Controversy

The incident took place on September 3 and has since triggered political criticism and legal action.
What happened at Moradabad Circuit House?
The incident occurred when Lal Bihari Yadav, Leader of the Opposition in the Uttar Pradesh Legislative Council, visited the Moradabad Circuit House for a scheduled meeting.
During the visit, Haji Mohammad Usman, who is also the uncle of Bilari MLA Mohammad Faheem Irfan, offered namaz in the open area behind his parked vehicle on the Circuit House premises.
A supporter recorded the incident and later posted the video on Facebook. The footage quickly spread across social media. Although the video was subsequently removed, it had already been widely shared and attracted the attention of local authorities and right-wing organisations.
Police register FIR
Following the circulation of the video, the Public Works Department (PWD), which is responsible for the Circuit House, took up the matter.
Anit Kumar, a junior engineer and the PWD official responsible for the premises, submitted a complaint to the authorities.
Based on the complaint, Majhola police registered an FIR against Usman under provisions of the Bharatiya Nyaya Sanhita (BNS).
The case includes Section 285, relating to danger or obstruction in a public way or line of navigation, and Section 292, which deals with punishment for public nuisance.
Police officials said an investigation into the matter is underway.
VHP criticises SP leader
The incident has also led to a political backlash, with the Vishwa Hindu Parishad (VHP) strongly objecting to the use of a government facility for offering prayers.
Dr Rajkamal Gupta, a member of the VHP’s central management committee, criticised Usman’s actions and questioned why a prayer mat was laid at the government premises.
Gupta described the incident as a possible political stunt and alleged that the act was intended to appeal to a particular section of voters ahead of the 2027 Uttar Pradesh Assembly elections.
The Samajwadi Party has not yet issued an official response to the FIR registered against its district vice president.
