A 38-year-old woman from Haknar Gund in Central Kashmir’s Ganderbal district gave birth inside a moving ambulance on Between Thursday and Friday night, thanks to the quick action and calm professionalism of an emergency medical team.

As per Officials, At 5:21 pm, Emergency Medical Technician (EMT) Sameer Ahmad Khan and ambulance pilot Gulzar Ahmad Kasana were dispatched to attend to Najma Banoo, who had gone into labour. Upon reaching her, the team found she was already in the final stage of childbirth, with the baby crowning.

Realising there was no time to reach a hospital, Khan immediately prepared a delivery kit and performed the procedure in the ambulance. Moments later, a healthy newborn was delivered, receiving an Apgar score of 8 out of 10.

Both mother and baby were stable and had normal vital signs. They were later transferred to the Primary Health Centre in Gund for further care.

The swift action and coordination between Khan and Kasana have drawn praise from locals and health officials, who called the delivery “a testament to dedication and skill under pressure.”

NPPA Slashes Retail Prices of 35 Essential Medicines to Ease Burden on Patients

In a major step toward making healthcare more affordable, the National Pharmaceutical Pricing Authority (NPPA) has announced a reduction in the retail prices of 35 essential medicines widely used for chronic and acute conditions. The revised prices, notified by the Ministry of Chemicals and Fertilisers, cover drugs used for cardiac care, diabetes, infections, inflammation, and psychiatric illnesses.

The move is aimed at providing relief to millions of patients, especially those requiring long-term medication. The NPPA’s latest price control order includes medications manufactured and marketed by some of India’s leading pharmaceutical companies.

🔹 Key Drug Formulations Affected:

Among the most prominent formulations affected by this price cut are:

  • Aceclofenac + Paracetamol + Trypsin Chymotrypsin (anti-inflammatory)
  • Amoxycillin + Potassium Clavulanate (antibiotic)
  • Atorvastatin + Clopidogrel (cardiovascular)
  • Empagliflozin + Metformin, Sitagliptin + Metformin (anti-diabetic)
  • Cefixime + Paracetamol oral suspensions (paediatric use)
  • Cholecalciferol drops (Vitamin D)
  • Diclofenac injection (pain relief)

The revised prices include:

  • Rs 13.00 per tablet for Aceclofenac-Paracetamol-Trypsin Chymotrypsin (Akums/Dr Reddy’s)
  • Rs 15.01 for the same combination marketed by Cadila Pharmaceuticals
  • Rs 25.61 per tablet for Atorvastatin 40 mg + Clopidogrel 75 mg
  • Rs 31.77 per ml for Diclofenac Injection

The NPPA clarified that all notified prices are exclusive of GST, which may be added separately where applicable.

🔹 Implementation and Compliance:

The official order mandates that:

  • Retailers and dealers must display the revised price list prominently at their premises.
  • Manufacturers must update price lists (Form V) via the Integrated Pharmaceutical Database Management System (IPDMS) and send them to the NPPA and respective state drug controllers.
  • Non-compliance may invite action under the Drugs (Prices Control) Order, 2013 and the Essential Commodities Act, 1955, including recovery of overcharged amounts with interest.

The NPPA, which operates under the Ministry of Chemicals and Fertilisers, is India’s primary drug price regulator. It is responsible for fixing and revising the prices of both scheduled (price-controlled) and non-scheduled (marketed) drugs, ensuring accessibility without compromising quality or availability.

This new directive supersedes all previous price notifications related to the specified formulations and manufacturers, ensuring uniformity and transparency in medicine pricing.

A video recorded by a doctor inside Lalla Ded Hospital, a maternity hospital in Srinagar, has prompted the Jammu and Kashmir health authorities to initiate a formal investigation.

The undated video, which surfaced on Wednesday, shows a doctor walking through restricted areas of the hospital while filming himself and colleagues.

The doctor is seen entering the labor room and later the operation theater, where a surgical procedure is ongoing. “We went to the labour room, there was nothing, so we are going to the OT,” the doctor is heard saying in the video before turning the camera toward the operating table.

Following the circulation of the video on social media platforms, the Health Department constituted an Enquiry Committee to investigate the matter.According to an official statement, the committee includes medical and IT experts and has been directed to submit its report within 24 hours.

Officials stated that appropriate disciplinary action will follow based on the committee’s findings.This development comes days after a strike by resident doctors at SMHS Hospital led to the suspension of emergency services, bringing focus to ongoing tensions within the healthcare sector in the region.(KNS).

In a major push to healthcare development and youth employment, Jammu and Kashmir’s Health Minister Sakina Itoo on Wednesday announced the advertisement of 621 new posts in the Health & Medical Education Department.

Taking to social media platform X (formerly Twitter), the Minister said the move aligns with the government’s ongoing efforts to improve healthcare infrastructure and generate jobs for the youth.

“In line with the vision of Hon’ble CM to strengthen healthcare services and boost youth employment, we are pleased to announce the advertisement of 621 posts in the Health & Medical Education Department,” Sakina Itoo wrote.

Medical students from Kashmir who obtained their degrees from foreign universities will have to travel outside the Union Territory to appear for the Foreign Medical Graduates Examination (FMGE), also known as the Screening Test, as there are no designated exam centres in Jammu and Kashmir.

The exam is conducted by the National Board of Examinations (NBE) and is mandatory for Indian citizens with foreign medical degrees to obtain a license to practice medicine in India.

The absence of exam centres in Kashmir has triggered concern among students and their families, who have appealed to the government to set up exam centres in Srinagar to avoid logistical and financial burdens.

Several students said they are facing difficulties in arranging travel and accommodation in other states such as Punjab and Delhi, especially during the current academic and weather conditions.

Ruqaya Bano, a medical graduate, said, “I have to travel all the way to Chandigarh to write the exam.

It is not just costly, but also exhausting, especially when we have been preparing for months.”

Sameer Ahmad, another student who studied in Kazakhstan, said, “We don’t understand why there are no centres in Kashmir. It feels like we are being ignored.”

Parents also expressed their concern over the lack of local exam facilities. “Our children already go through so much stress preparing for this exam. Travelling far from home adds to their pressure,” Aijaz Dar, father of a medical graduate told KNS.

Shaista Jan, whose daughter studied in Uzbekistan, said, “Not every family can afford to send their children to other states and manage everything on their own.”

Responding to the issue, a senior official in the Health and Medical Education Department told Kashmir News Service (KNS) that the concerns of the students and their families have been received. The matter will be taken into consideration very soon.”–(KNS)

The Jammu and Kashmir Health and Medical Education Department has issued fresh directions making it mandatory for all doctors and paramedical staff to wear proper white aprons and clearly legible name plates during duty hours in government healthcare institutions across the Union Territory.

The directive, issued through a circular by the Civil Secretariat, cites non-compliance with existing norms regarding uniforms and identification by staff in various institutions.

The department observed that the lack of adherence was causing inconvenience to patients in identifying healthcare professionals.

“All doctors, including those engaged under NHM and Ayush, as well as paramedical staff, are hereby directed to wear proper white aprons and display name plates showing their full name and designation at all times while on duty,” the circular reads.

Heads of institutions, medical superintendents, and chief medical officers have been instructed to ensure strict compliance with these directions in their respective facilities.The move aims to improve accountability, professionalism, and patient satisfaction in government healthcare services.

Highlighting the rapid evolution in medical science, the Chief Minister noted the constant advancement in technologies, treatments, and surgical methods. “From robotics to artificial intelligence, the medical profession is now at a crossroads of human care and machine efficiency. While tools like ChatGPT can simulate empathy and generate treatment suggestions, they can never replace the human touch that defines this profession,” he remarked.

In a light-hearted personal reflection, Omar Abdullah recalled how he narrowly avoided a career in medicine due to his fear of cadaver dissection, choosing instead to pursue commerce. “I lacked the aptitude and courage to become a doctor—but I have always had the utmost respect for those who do,” he said.

The Chief Minister emphasized that earning a medical degree is only the beginning, and the real challenge lies in applying that knowledge to serve people, especially in underserved and rural areas. He urged young doctors to embrace government service not merely for job security but as a platform to deliver care where it is most needed. “I meet aspirants who seek government jobs but don’t want to be posted even a few kilometers away from home. That mindset needs to change,” he added.

Underscoring the government’s focus on healthcare, the Chief Minister said that health and medical education would continue to receive top priority in budgetary allocations. “You have our full support—whether it’s infrastructure, staffing or training. But improving urban hospitals alone is not enough. If we are referring normal deliveries and minor surgeries to tertiary care due to staff shortages in rural areas, we are failing our system,” he said.

Omar Abdullah also praised the Principal of SKIMS Medical College for gaining wide popularity and earning the trust of students and staff in a remarkably short time. “It’s rare to see a rising popularity graph after four months in any leadership role. This speaks volumes about the direction in which this institution is headed,” he said.

Congratulating the graduating students and their families, the Chief Minister assured the parents that their sacrifices will not go in vain. “You have fulfilled your responsibility by educating your children. Now it is our duty to ensure they thrive and contribute meaningfully to the health sector of Jammu and Kashmir,” he said.

He wished the students continued success and reaffirmed the government’s unwavering support for SKIMS and its affiliated institutions.

Chief Minister Omar Abdullah today inaugurated a 120-bedded state-of-the-art additional block at the Bone & Joint Hospital, Srinagar, reaffirming his government’s firm commitment to strengthening the two foundational pillars of development—health and education.

Post inauguration, the Chief Minister also took a round of the operation theatres, staircase, ramp and wards, and interacted with the hospital staff and faculty members.

Addressing a large gathering on the occasion, the Chief Minister said that no amount of infrastructure development—be it roads, power projects, or commercial complexes—can substitute for quality healthcare and education. “Without robust schools, colleges, universities and hospitals, our progress as a society will remain incomplete,” he stated.

Recalling the rich legacy of the Bone & Joint Hospital, CM Omar said that the institution has faced extraordinary challenges over the past 30–35 years. “From natural disasters to tragic accidents, this hospital has stood as a symbol of resilience and commitment,” he said.

He reminisced about the 2014 floods, when floodwaters first breached the Bone & Joint Hospital. “I vividly remember standing under this bridge, trying to protect the hospital from being overrun. Despite the devastation, this hospital never turned its back on people—it continued to provide treatment,” he said.

The Chief Minister also referred to the 2022 fire that destroyed major sections of the hospital, including four operation theatres, referral rooms, teaching areas, and multiple wards. “Even without a roof for six months, our doctors and administrators resumed surgeries within days. Their dedication is commendable,” he added.

Highlighting the vision of Sher-e-Kashmir Sheikh Mohammad Abdullah, who had inaugurated the hospital in May 1982, the Chief Minister Omar Abdullah expressed pride in carrying that vision forward. “Today, we are opening a new chapter in the hospital’s journey—one that will serve not just Srinagar, but patients from every corner of the Valley, and even from Chenab, Pir Panjal, and Kargil,” he said.

Sharing a personal anecdote, CM Omar revealed that he, too, had been a patient at the hospital following a cycling accident five years after its inauguration. “Thanks to the skill of the surgeons here, I can still run 10–12 kilometers at the age of 55. That’s the quality of care this hospital provides,” he remarked.

The Chief Minister emphasized the urgent need for staffing in the newly inaugurated facility and directed concerned departments to expedite the creation of required posts. “We didn’t cut this ribbon for a photo opportunity. It will only be meaningful when these beds are occupied, OTs are functional, and our faculty is teaching future doctors,” he asserted.

As Minister for Housing & Urban Development, Omar Abdullah also announced a special survey to identify water-logging hotspots in Srinagar. He said a comprehensive project will be framed to address the issue, drain by drain, to make Srinagar a true smart city.

He further assured that two to three major infrastructure projects will soon be launched to ease traffic congestion in the city.

The Chief Minister extended his congratulations to the Principal of Government Medical College Srinagar, faculty members, doctors, staff, and administration of Bone and Joint Hospital. “This hospital is not just a building—it’s a beacon of hope and healing. Together, we will ensure it continues to serve generations to come,” he said.

Speaking on the occasion, Deputy Chief Minister Surinder Kumar Choudhary reaffirmed that the mission and vision laid down by Sher-e-Kashmir will continue with renewed focus and energy under the able leadership of Chief Minister Omar Abdullah.

Minister for Health & Medical Education, Sakeena Itoo, in her address, said that following the formation of the present government under the leadership of Chief Minister Omar Abdullah, the Bone & Joint Hospital project has witnessed significant progress and was successfully completed.

She further emphasized that medical care facilities across Jammu and Kashmir are being continuously upgraded. “From MRI facilities to Cath Labs and other advanced diagnostic and treatment services, our aim is to provide world-class healthcare through our Government Medical Colleges and associated hospitals,” she said.

Charge-Sheet Filed Against Fake Doctor Numan Farooq Wani for Submitting Fake Medical Certificates at SKIMS Bemina

The Economic Offences Wing, Srinagar (Crime Branch Kashmir), on Thursday, submitted a charge-sheet against Numan Farooq Wani, who allegedly presented fraudulent medical certificates, including an MCI registration certificate, during his engagement at SKIMS Bemina, Srinagar.

According to a press release issued to Rising Kashmir, the Crime Branch Kashmir stated: “The Economic Offences Wing, Srinagar (Crime Branch Kashmir) has submitted a charge-sheet in Case FIR No. 01/2023 under Sections 420, 467, 468, 471, and 201 of the RPC before the Hon’ble Court of Chief Judicial Magistrate, Srinagar, against Numan Farooq Wani, son of the late Farooq Ahmad Wani, resident of Abu Bakar Lane, Umarabad, Zainakote, Srinagar, for submitting a fake MCI (Medical Council of India) registration certificate and other medical documents during his engagement at SKIMS Bemina, Srinagar.”

The case’s brief facts reveal that the Economic Offences Wing, Srinagar (Crime Branch Kashmir), received a complaint stating that Numan Farooq Wani, a fake doctor, had been working at SKIMS Medical College and Hospital Bemina Srinagar since December 2016 and was drawing a salary from the government based on fraudulent medical registration certificates.

It is further alleged that his MBBS MD Certificate and registration certificates from both the MCI and the State Medical Council were fake. Upon receiving the complaint, a case (FIR No. 01/2023) was registered at the Economic Offences Wing Srinagar (CBK) police station.

The investigation into the case has concluded, proving the accused’s involvement in committing offences under Sections 420, 468, 471, and 201 of the RPC. The charge report (challan) has been submitted to the Hon’ble Court of Chief Judicial Magistrate, Srinagar, for judicial determination.Attach
