The Jammu and Kashmir Health and Medical Education Department has issued fresh directions making it mandatory for all doctors and paramedical staff to wear proper white aprons and clearly legible name plates during duty hours in government healthcare institutions across the Union Territory.

The directive, issued through a circular by the Civil Secretariat, cites non-compliance with existing norms regarding uniforms and identification by staff in various institutions.

The department observed that the lack of adherence was causing inconvenience to patients in identifying healthcare professionals.

“All doctors, including those engaged under NHM and Ayush, as well as paramedical staff, are hereby directed to wear proper white aprons and display name plates showing their full name and designation at all times while on duty,” the circular reads.

Heads of institutions, medical superintendents, and chief medical officers have been instructed to ensure strict compliance with these directions in their respective facilities.The move aims to improve accountability, professionalism, and patient satisfaction in government healthcare services.

Former Jammu and Kashmir Chief Minister and PDP President, Mehbooba Mufti on Friday demanded a time-bound probe into the killing of a youth in alleged police firing in Jammu.

“Mohammad Parvez a tribal youth was killed by the police at Surat Chak, Police Station in Satwari yesterday. He’s now been labelled as a drug dealer but even that may be the case we still live in a democratic country where justice is served through rule of law as opposed to khap panchayats or kangaroo courts,” Mehbooba wrote on X (formerly Twitter).

“Sincerely hope the DG takes cognisance of this shocking incident by ordering a time bound impartial probe. We must not descend or condone a culture of extra judicial encounters because that’s precisely what alienates people,” she added.

A young man from the Gujjar community was killed in an alleged police encounter in Flying Mandal, Jammu, on July 24, 2025, prompting widespread protests and accusations of extrajudicial killing. The police claim the deceased was involved in drug-related activities, but his family and community vehemently deny these allegations, asserting that he had no criminal record and labeling the incident as a deliberate murder.
According to police reports, the encounter occurred during a late-night operation targeting suspected drug peddlers in the area. Authorities state that the man, whose identity has not been officially disclosed, was killed in crossfire after police pursued suspects in Flying Mandal. A senior police official claimed, “The individual was linked to drug peddling, and the operation was based on credible intelligence. When confronted, he resisted, leading to an exchange of fire.”
However, the family of the deceased, supported by local residents and community leaders, disputes this narrative. They allege that the man, a resident of the area, was an innocent civilian with no history of criminal activity. “He was never involved in drug peddling. There isn’t a single FIR against him,” a family member told local media, visibly distraught. They claim he was deliberately targeted and killed without provocation, describing the encounter as a “cold-blooded murder.”
On July 24, 2025, family members and supporters gathered outside the Government Medical College (GMC) in Jammu, staging a protest to demand justice. Demonstrators blocked roads, chanting slogans against the police and calling for an independent judicial inquiry. “This is a systemic assault on marginalized communities like ours,” said a protester, echoing sentiments shared on social media platforms. Posts on X from July 24-25, 2025, reflect growing outrage, with users condemning the incident as a “fake encounter” and urging authorities, including the Lieutenant Governor’s office and local leaders, to investigate.
Community leaders have also raised concerns about the broader implications of such incidents. “The Gujjar community is often unfairly targeted. This is not just a killing; it’s an attack on our dignity,” said a prominent member of the community, who requested anonymity for safety reasons. They argue that even if drug-related allegations were true, the individual deserved due process, not summary execution.
The incident has drawn attention from political figures, with some calling for accountability. “If someone is suspected of a crime, they should face trial, not a bullet,” tweeted a local leader on July 24, 2025, amplifying calls for transparency. Jammu, July 23Jammu and Kashmir Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, Javed Ahmed Rana, today chaired a high-level meeting to review the water supply management and infrastructure development across Jammu Province. The meeting focused on progress of ongoing schemes, particularly under the Jal Jeevan Mission (JJM), and on strategies to ensure sustainable and safe water for all households.

The meeting was attended by key officials including Chief Engineer PHE Jammu, Vikas Sharma, and Superintending Engineers Ajay Sharma and Sunil Gandotra, among others.

During the detailed discussion, Minister Rana underscored the urgent need for early completion of ongoing water supply projects, especially JJM schemes, to ensure the government meets its goal of providing functional tap connections to every rural household.

“It is imperative to respond quickly and efficiently to any disruptions in the water supply network. Our primary responsibility is to ensure every household receives safe and potable water, without delay,” Rana emphasized.

The meeting also deliberated on the regular cleaning and maintenance of water storage tanks—a crucial step in safeguarding water quality and preventing contamination.

Minister Rana instructed concerned officials to ensure proper functioning of filtration plants, which are essential for delivering clean and safe drinking water to communities.


Focus on Sustainability and Community Needs

A significant portion of the meeting was dedicated to formulating an effective water recharge strategy aimed at replenishing local water sources and ensuring long-term sustainability. The strategy includes measures for rainwater harvesting and restoring natural aquifers.

The Minister also drew attention to the repair of defunct handpumps, which continue to serve as a vital water source in many remote and rural areas. He called for urgent repairs to restore their functionality and ease the burden on piped water systems.

“The Government under the leadership of Chief Minister Omar Abdullah is committed to effective and timely implementation of these critical water initiatives,” Rana reaffirmed.


The meeting concluded with clear directives to all departments to speed up implementation, maintain quality control, and engage with local communities for better execution of water conservation and distribution strategies.

With the monsoon season underway, officials have been urged to remain vigilant and ensure uninterrupted water supply across both urban and rural pockets of Jammu.

A suspicious, rusted mortar shell was spotted by villagers near Dhalery village in Akhnoor. Locals immediately informed the Jammu and Kashmir Police about the discovery.

Upon receiving the information, both the Jammu and Kashmir Police and the Indian Army rushed to the spot. The teams cordoned off the area where the mortar shell was found and secured the vicinity. The Army’s bomb disposal squad then examined the shell and successfully defused it.

Meanwhile, the Army has new CCTV camera to monitor any anti-national activity in the wake of the Baba Budha Amarnath Yatra that will get underway in Poonch sector from July 28.

The CCTV cameras have been set up along a 15-kilometre stretch leading to the shrine in Mandi, Poonch. These devotees for the yatra will come from different parts of India under the banner of Bajrang Dal and Vishwa Hindu Parishad.

A resident named Rashid expressed gratitude to the Indian Army and mentioned that these cameras were necessary, “I would like to thank the Indian Army for installing these cameras, and now everything about the yatra can be tracked.”

Adding further, Rashid said, “Now the yatra will be successful and we will be able to keep a track of people and their wrongdoings. Lastly, I would like to thank the security for taking this initiative.”

Abdul, another resident from Mandi, said, “We want this year’s yatra to be better than before. This is also a symbol of brotherhood between Hindus and Muslims. I am extremely happy about the CCTV camera installation. Now, yatra will be safe and secure, and no wrong person can enter. If a person tried to run or hide somewhere, they would easily be caught because of these cameras.”

Swami Budha Amarnath Ji mandir is situated between the main belt of Pir Panchal Range at Rajpura Mandi, which is 25 km to the northeast of Poonch city. This sacred place is located on the confluence of two gushing streams, namely Nallah Gagri and Pulsta Nadi.

There are four doors in the Mandir, and there is a natural Shivlinga inside the Mandir. Thousands of devotees from different parts of the country visit Baba Budha Amarnath Ji temple during the annual yatra before Raksha Bandhan. In a moment of great pride for the Jammu and Kashmir Police, Police Station Akhnoor has been adjudged the Best Police Station of Jammu and Kashmir for the year 2024 by the Ministry of Home Affairs (MHA), Government of India.

To commemorate this remarkable achievement, Director General of Police, J&K, Sh. Nalin Prabhat, IPS, visited Police Station Akhnoor and presented the Certificate of Excellence to the dedicated team. He was accompanied by IGP Jammu Zone, Sh. B.S. Tuti, IPS; IGP CRPF Jammu, Sh. Gopala K. Rao, IPS; DIG JSK Range, Sh. Shiv Kumar Sharma, IPS; DC Jammu, Sh. Sachin Vaishya, IAS; and SSP Jammu, Sh. Joginder Singh, JKPS.

MLA Akhnoor, Mohan Lal Bhagat, also graced the occasion as a special guest. The event witnessed the presence of senior officers from the Army, BSF, CRPF, intelligence agencies, civil administration, along with Zonal SPs of Jammu, all SDPOs of District Jammu, and SHOs of the Rural Zone.

This prestigious recognition is part of a nationwide initiative by the Police Modernisation Division of MHA, supported by the TransRural research agency. Out of a total of 17,932 police stations across India, 76 were shortlisted based on stringent performance criteria, and Police Station Akhnoor secured its place among the top-performing stations in the country.

The initiative to recognize the best police stations was launched in 2015 by the Hon’ble Prime Minister of India during the DGP/IGP Conference held in Kutch, Gujarat. Since then, it has become a regular feature of the Ministry of Home Affairs, aimed at promoting excellence, innovation, and citizen-friendly policing across the nation.

Speaking on the occasion, DGP  Nalin Prabhat congratulated the Jammu Police team for this significant achievement and encouraged all officers and personnel to continue striving for excellence in public service. While presenting the award, the DGP especially lauded the exceptional performance of then SHO, Insp Tariq Ahmed; SDPO Mohan Sharma, JKPS; SP Rural Sh. Brijesh Sharma, JKPS, and SSP Jammu, Sh. Joginder Singh, JKPS, for their leadership and dedication during 2024. Jammu and Kashmir Chief Minister Omar Abdullah said on Tuesday that someone has to be held responsible for the April 22 Pahalgam terror attack that killed 26 people, mostly tourists, following religious profiling.

“Who is responsible for this failure? If it is an intelligence failure, then who is responsible for this? It is not possible that 26 people lost their lives and there is no response from our side. Now that we know that there has been a failure in security and intelligence, someone has to be held responsible,” CM Omar told reporters while calling for fixing accountability for the deadly attack.

On July 10, LG Manoj Sinha said that Jammu and Kashmir was witnessing a transformation that, according to many, is unprecedented even in the past fifty years and is a precedent to the fact that “terrorism will not sustain here.”

He said, “A significant and profound transformation has taken place in Kashmir. I have completed five years, but people say that even in the last fifty years, such a change has never occurred. On April 22, when innocent civilians were targeted in Pahalgam, the way Kashmir rose against the barbarism, against terrorism, against Pakistan, I believe such a moment has never occurred in history. This clearly shows us that terrorism will not be able to sustain itself here.”

On April 22, terrorists attacked a group of tourists in the scenic town of Pahalgam in south Kashmir.

India launched Operation Sindoor early on May 7 and hit terror infrastructure in Pakistan and PoJK in response to the Pahalgam terror attack. India repelled subsequent Pakistani military aggression and pounded its airbases.

India and Pakistan agreed to a cessation of hostilities following a call made by Pakistan’s DGMO to his Indian counterpart. (ANI)

BJP MLAs Protest Urdu Language Requirement in Naib Tehsildar Recruitment, Call Move Discriminatory

All BJP MLAs staged a strong protest outside the Civil Secretariat in Jammu, opposing the Jammu and Kashmir government’s decision to make Urdu a mandatory subject in the recruitment process for the post of Naib Tehsildar. The protest was led by the Leader of Opposition in J&K Assembly and J&K BJP General Secretary, Sh. Sunil Sharma.

The BJP MLAs condemned the move as discriminatory and unjust, calling it a deliberate attempt by the Omar Abdullah-led National Conference government to ignore the aspirations of the youth of Jammu and other non-Urdu-speaking regions.

Speaking to the media,  Sunil Sharma said that this policy amounts to grave injustice against deserving candidates who are otherwise qualified but are being excluded based on language preference.

“This is not just about language. This is about rights, opportunities, and equal treatment. Urdu is one of the official languages of Jammu & Kashmir, but it is not the only one. Why should proficiency in Urdu be made mandatory when there are several other official languages recognized by the Constitution of Jammu and Kashmir?” asked Sharma.

The BJP MLAs asserted that they had already exhausted all peaceful and democratic means to oppose the decision. “We submitted memorandums, led delegations, and even met with the Lieutenant Governor. Though the LG acknowledged our concern, he stated that the recruitment matter falls under the purview of the state government,” said BJP MLAs.

MLAs highlighted that the Chief Minister had previously assured BJP representatives that the issue would be looked into, but no action followed. “This betrayal of public trust has left us with no option but to protest,” they said.

MLAs also criticized the Chief Minister for allegedly playing the victim card while failing to perform his basic duties. “Instead of solving the problems of the people, he is more concerned about enjoying the privileges of office. The youth of Jammu and Kashmir deserve a fair and transparent recruitment process, not political manipulation,” they said.

The BJP MLAs warned that if the government continues to turn a deaf ear to the people’s demands, the protest will escalate. “Today’s protest is a symbolic message. We are prepared to take the agitation to the next level if the NC government does not immediately revoke the Urdu language requirement in the Naib Tehsildar recruitment,” Sharma concluded.

Jammu Police Recovers ₹75 Lakh in Job Scam, Marks First BNSS Property Attachment in India

In a landmark action under the newly enacted Bharatiya Nagarik Suraksha Sanhita (BNSS), Jammu Police has successfully executed its first-ever property attachment in a high-profile job fraud case, resulting in the recovery and refund of ₹75 lakhs to victims.

This milestone reflects the victim-centric approach embodied in India’s new criminal justice reforms.

The case revolves around Harpreet Singh, a resident of Pallanwala, who posed as a Lieutenant Colonel in the Indian Army and defrauded multiple individuals by falsely promising them jobs in prestigious government institutions. The fraud came to light when Arun Sharma, a resident of Nagrota, filed a complaint on 6 November 2024, leading to the registration of FIR No. 293/2024 under relevant sections of the BNSS at Police Station Nagrota, Jammu. The accused was arrested the following day.

Investigation revealed that a sale agreement had been executed for a double-story duplex building in Channi Bheja, Tehsil Bahu Fort Jammu. Further financial probe found that a significant sum had been received by co-accused individuals from the main accused through online transactions and cash. The funds were identified as proceeds of crime collected from innocent victims.

Acting on a police plea, the Hon’ble Chief Judicial Magistrate, Jammu, passed an attachment order on 18 January 2025 under Section 107(5) BNSS, which was executed by Tehsildar Bahu. A 14-day show cause notice was issued to the accused to justify the source of funds, failing which the property was to be auctioned.

During court proceedings, based on the evidence presented by the Investigating Officer, the seller admitted to receiving a substantial amount from the accused and voluntarily agreed to refund it in phases. A disputed amount remains under trial.

The Hon’ble Court ruled that the attachment order shall remain in effect until the admitted amount is fully deposited. It also prohibited the seller from creating any third-party interest in the property. The SSP Jammu was directed to open a dedicated account for collecting and distributing the recovered funds among the verified victims.

Today, ₹75 lakhs was distributed equally among 17 victims through cheques. This marks the first instance in the Union Territory of J&K under the BNSS where defrauded money has been returned to victims, exemplifying the law’s focus on justice, accountability, and restitution.

The case was meticulously investigated by Inspector Parvez Sajad (SHO Nagrota), under the supervision of DySP Vinod Kundal (SDPO Nagrota), with overall oversight by SP Rural Brijesh Sharma and SSP Jammu Sh. Joginder Singh. Legal assistance was provided by Senior Prosecuting Officer Altaf Wahid, with financial expertise from Account Officer Kamal Bhagat.

This breakthrough demonstrates a strong legal and administrative resolve to tackle economic offences and restore public trust. It sets a crucial precedent for future enforcement under the BNSS and reflects the evolving framework of a more responsive and victim-oriented criminal justice system
