J&K Govt Terminates Two Kupwara Employees for Alleged Lashkar-e-Taiba Links

Jammu and Kashmir Lieutenant Governor Manoj Sinha on Friday ordered the termination of two government employees from Kupwara district over their alleged involvement with the proscribed terror outfit Lashkar-e-Taiba (LeT).

The dismissed employees have been identified as Khurshid Ahmed Rather (KAR), a teacher posted in Karnah, and Siyad Ahmad Khan (SAK), an Assistant Stockman in the Sheep Husbandry Department, Keran. Officials said that the action followed the recovery of “incriminating material evidence” by law enforcement and intelligence agencies establishing their links with LeT operatives.

A senior official confirmed that the terminations were carried out under Article 311(2)(c) of the Constitution of India, which empowers the government to dismiss employees without inquiry if it is deemed necessary in the interest of state security.

  • Khurshid Ahmed Rather (KAR):
    • Appointed in 2003 as Rehbar-e-Taleem, confirmed as teacher in 2008.
    • Under suspension since his arrest on 26 January 2024; currently lodged in Kupwara District Jail.
    • Police records list him as an Over Ground Worker (OGW) of LeT.
    • Accused of helping Pakistani LeT operatives smuggle arms, ammunition, and explosives across the border.
    • Case registered under FIR No. 07/2024, Police Station Karnah.
    • Recovery of arms included 5 MP5 rifles, AK-47 rifle, pistols, magazines, and ammunition, some based on his own disclosure.
  • Siyad Ahmad Khan (SAK):
    • Allegedly acted as an LeT associate, conducting activities covertly.
    • On 12 January 2024, intercepted at Peer Baba Shrine, Keran, while allegedly on a mission to supply arms to LeT terrorists.
    • Recovery included one AK-47, one pistol, pistol magazine, and ammunition.
    • Booked under FIR No. 02/2024, Police Station Keran.

Broader Crackdown

The J&K administration has intensified its scrutiny of government employees suspected of militant links. Since 2021, dozens have been dismissed under Article 311 to ensure state security.

Officials said both cases highlighted a “deliberate and dangerous role” played by the accused in furthering LeT’s objectives, undermining the sovereignty of India and threatening peace in Jammu and Kashmir.

The residential houses of two Lashkar-e-Taiba Terrorists destroyed by the authorities on Friday in Tral and Bijbehara area of South Kashmir, three days after Pahalgam terror attack in which 26 Tourists and one civilian were killed in an attack .

Officials said that the authorities demolished the houses of Asif Sheikh and Adil Thoker in Tral and Bijbehara, accused of being involved in the Pahalgam terror attack.

J&K Police Attach Two Properties in Ramban Linked to Lashkar-e-Taiba Under UAPA

Intensifying its crackdown on terror networks, the Jammu and Kashmir Police on Saturday attached two properties in the Gool area of Ramban district under the Unlawful Activities Prevention Act (UAPA), with senior police officials reiterating that individuals aiding terrorism will not be spared.

Senior Superintendent of Police (SSP) Ramban, Kulbir Singh, confirmed the action and stated that the police remain firm in their resolve to target those connected to terror outfits, whether operating from India or abroad.

Kulbir Singh said, “We seized 5 properties last month and two properties from the Gool area yesterday. We are continuing this campaign. Those who spread terrorism from inside or outside the country will not be spared.”

SSP Singh revealed that the individuals associated with the attached properties are linked to Lashkar-e-Taiba.

“They are part of Lashkar-e-Taiba. We are constantly monitoring social media. We urge people not to engage in such activities and parents should tell their children to stay away from doing so,” SSP Singh said.

The properties attached include agricultural land measuring 10.18 Kanals, which is now officially recorded in the revenue records. One of the attached plots is 7 Kanals and 3 Marlas of land, registered in the name of Mohd Sharief, a resident of Dalwah Tehsil, Gool. The other plot, measuring 3 Kanals and 15 Marlas, is registered in the name of Mohd Younis, a resident of Hara Tehsil, Gool.

Both properties are located in different villages within the Gool area and are now prohibited from being sold or transferred under the UAPA.

In February 2025, the police attached land measuring 23.13 Kanals in connection with the same case. With the addition of the 10.18 Kanals attached today, the total land seized in this case has now reached 34.11 Kanals.

On March 24, Awantipora Police conducted raids at multiple locations linked to members of the banned organisations, Tehreek-e-Hurriyat, Jammu and Kashmir Democratic Freedom Party (JKDFP), and Jammu and Kashmir People’s League. The raids were carried out in connection with their alleged involvement in terror-related cases.

According to the police, the raids were conducted in the presence of concerned executive magistrates. (ANI)
