CM Omar Abdullah Highlights RDSS Implementation, Gurez Tourism Boom, and Fire Victim Assistance in J&K

Chief Minister Omar Abdullah today stated that Revamped Distribution Sector Scheme (RDSS) is being implemented to curb losses and modernize power infrastructure in Jammu and Kashmir.

Responding to a question from member Shakti Raj Parihar in the Legislative Assembly, the Chief Minister, who also holds the Power Development portfolio, said that J&K’s transmission and distribution losses are among the highest in India.

He noted that these losses are significantly higher compared to neighboring states like Himachal Pradesh and Uttarakhand.

“And until we are not able to control this situation, our current AT&C losses are around 50%. For every rupee worth of electricity we supply, we face a loss of around 50 paisa. We will have to gradually reduce this and bring it in line with the levels of neighboring states. For this, the RDSS scheme has been implemented,” he said. The Chief Minister was replying to a starred question about the total funds allocated and utilized under the Revamped Distribution Sector Scheme (RDSS) for the member’s constituency. He explained that under RDSS, in addition to smart metering works, funds have been sanctioned for various “Loss Reduction (LR)” works.

These include AB cabling, HVDS, reconductoring, feeder bifurcation, and segregation, depending on district-specific technical requirements.

The funds for LR works have been sanctioned at the district level rather than for individual constituencies, he added.

The Chief Minister informed the House that the sanctioned cost for LR works in Doda District is ₹86.28 crore, with the works awarded in September 2023.

“The funds for these works are being released by the Ministry of Power (MoP) in different tranches based on the progress of the projects. So far, ₹17 crore has been released in two tranches, both of which have been fully utilized. Funds for the next tranche are being sought as per the norms of the scheme,” he said.

Addressing concerns about the slow progress of RDSS projects, the Chief Minister explained that after the issuance of the sanction order, the package (including Doda district) was tendered for the first time on March 31, 2023.

“However, due to a poor response, the tendering process had to be extended three times. Finally, the bid was opened on August 4, 2023, and awarded on September 8, 2023,” he stated.

He further informed that 12.25% progress has been achieved so far, and the works are moving forward at full pace with no delays.

“Going by the current pace, it is expected that the works in Doda district will be completed well within the sunset date of RDSS, which is March 31, 2026,” he added.

The Chief Minister further stated that the RDSS Detailed Project Reports (DPRs) were formulated in two parts, one which includes Loss Reduction (LR) works and smart metering projects and part b which covers modernization works.

“The DPRs for both parts were submitted to the Ministry of Power (MoP). However, the sanction has been received only for Part A works,” he said. Regarding Part B, the Chief Minister mentioned that the DPRs are currently at the appraisal stage with the Nodal Agency of MoP.

“Once the Part B DPRs are sanctioned by MoP, the modernization works will be awarded as per the terms and conditions specified in the sanction order,” he concluded.

Gurez emerging as a tourist destination: CM Omar Abdullah

Chief Minister Omar Abdullah today said that Gurez valley has recently gained significant recognition as a tourist destination and Tourism department would assess the need for establishing a Tourism Development Authority for Gurez.

Responding to a question by member Nazir Ahmad Khan Gurezi, the Chief Minister informed the House that Gurez Valley in Jammu and Kashmir has recently been in the spotlight as a tourist destination.

“In 2022, Gurez Valley received the ‘Best Offbeat Destination’ award, emphasizing its appeal as a unique and emerging tourist spot,” he said.

The Chief Minister, who also holds the portfolio of Tourism Minister, further stated that in September 2023, Dawar village in Gurez was honored with the ‘Best Tourism Village’ award in the Gold category by the Union Ministry of Tourism.

“This accolade highlights the village’s cultural richness and tourism potential,” he informed the Legislative Assembly.

To promote Gurez as a new tourist destination, he added, the Department of Tourism, Jammu and Kashmir, has taken several initiatives, and in 2024, commercial rafting was started in Gurez for the first time ever.

Besides, during the current financial year, the Department of Tourism, J&K, has projected the upgradation of Gurez as an offbeat destination under the current year Capex Budget (2024-25), the Chief Minister stated in his reply.

Fire victims’ assistance based on revised norms: CM Omar Abdullah

Chief Minister Omar Abdullah today informed the Legislative Assembly that the assistance provided to victims of fire incidents is based on the revised norms under the State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF).

In reply to the question of member Ali Mohammad Sagar during Question Hour of the ongoing Budget Session, the Chief Minister stated that the assistance scale for victims of fire incidents is as per the revised norms of assistance from the State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF) issued by the Disaster Management Division, Ministry of Home Affairs, Government of India.

The Chief Minister, who is also Minister Incharge of Disaster Management, Relief, Rehabilitation & Reconstruction, further said that these norms are reviewed every five years.

China Slams US Tariff Hikes, Warns of Retaliation Amid Escalating Trade War

The statement by Chinese Foreign Ministry Spokesperson Lin Jian came as a reaction to the question posed by the New York Times on Tuesday, asking for reactions to the further increase of tariffs to 10 per cent by the US on most goods from China.

In his remarks, he said, “The fentanyl issue is a flimsy excuse to raise US tariffs on Chinese imports. Our countermeasures to defend our rights and interests are fully legitimate and necessary.”

He further added that it is America and not anyone else responsible for the Fentanyl crisis in the country.

Lin Jian said, “In the spirit of humanity and goodwill towards the American people, we have taken robust steps to assist the US in dealing with the issue. Instead of recognizing our efforts, the US has sought to smear and shift blame to China, and is seeking to pressure and blackmail China with tariff hikes. They’ve been PUNISHING us for helping them. This is not going to solve the U.S.’s problem and will undermine our counternarcotics dialogue and cooperation.”

The Chinese spokesperson further said, “Intimidation does not scare us. Bullying does not work on us. Pressuring, coercion or threats are not the right way of dealing with China. Anyone using maximum pressure on China is picking the wrong guy and miscalculating. If the US truly wants to solve the fentanyl issue, then the right thing to do is to consult with China by treating each other as equals.”

He concluded his remarks stating, “If war is what the US wants, be it a tariff war, a trade war or any other type of war, we’re ready to fight till the end.”

The remarks by the Chinese spokesperson comes after the Trump administration doubled the tariff on all Chinese imports to 20 per cent from 10 per cent, as per a report by CNN.

China retaliated on Tuesday by announcing 15 per cent tariffs on chicken, wheat, corn, and cotton imports from the US, according to a statement from the State Council Tariff Commission. Additionally, a 10 per cent tariff on “sorghum, soybeans, pork, beef, aquatic products, fruits, vegetables, and dairy products,” was also imposed, it said.

Separately, China’s Ministry of Commerce said it added 15 American companies, including drone maker Skydio, to its export control list, which would bar Chinese companies from exporting dual-use equipment to them, as per CNN.

China’s retaliatory tariffs followed a “restrained, targeted approach aimed at causing pain to those industries that matter the most to the supporters of the Trump administration,” said Alfredo Montufar-Helu, head of the China Center for the Conference Board.

He noted China’s tariffs give it room for negotiations to potentially avoid even more damaging tariffs down the road. (ANI)

BJP Leader Sunil Sharma Sparks Controversy Over July 13 Martyrs, Calls Them “Traitors”

Bharatiya Janata Party (BJP) leader Sunil Sharma on Wednesday said those who rebelled against Maharaja Hari Singh’s rule in J&K were anti-nationals, adding that “traitors cannot be called as martyrs.”

Speaking to reporters in Jammu, Sharma, who is the Leader of Opposition in Legislative Assembly, said martyrs day cannot be celebrated in the name of traitors and anti-nationals. He said July 13 should be remembered in the name of Maqbool Sherwani, Major Somnath Sharma, Brigadier Rajinder Singh and others who rendered their services to the nation and protected J&K from the enemy.

“We are saying it in and outside the assembly and we will continue it that traitors cannot be accorded with the title of martyr,” Sharma said.He said those killed on July 13, 1931 outside Central Jail Srinagar were arsonists. “I want to tell you today that those killed on July 13 set a Hindu area on fire first, and then started resistance against Maharaja’s rule. These people were made martyrs by the Congress party, but under Narendra Modi rule they cannot be considered as martyrs,” Sharma said.

He also accused the Speaker of acting biased and the representative of a particular party.

Earlier, the Legislative Assembly on Wednesday witnessed uproarious scenes over remarks made by BJP leader Sunil Sharma, who called the July 13 martyrs as “traitors”.

During the discussion on the Motion of Thanks on the Lieutenant Governor’s address, Peoples Democratic Party leader Waheed-ur-Rehman Parra, demanded the restoration of the July 13 Martyrs Day holiday.

As Parra concluded his speech, Leader of Opposition Sunil Sharma stood up and objected to his demand.

“They were not martyrs but traitors,” Sharma said, evoking widespread protests from the Treasury benches as well as from Kashmir-based opposition parties. The leaders demanded that the remarks should be expunged from the records of the House.

“These remarks are humiliating and divisive and should be withdrawn or expunged from the records,” demanded MLA Bandipora Nizam-ud-Din Bhat. Amid continuous slogan shouting between the Treasury Benches and BJP, Speaker Abdul Rahim Rather announced that the remarks had been expunged from the records of the House.

Afterwards all the BJP MLAs staged a walkout from the House in protest against the expunging of Sharma’s remarks.

Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday met family of Makhan Din from Bilawar, Kathua who allegedly died by suicide after being harassed by police for being referred to as an Overground worker.

In a post on social media, CM Omar Abdullah wrote, “Today, I met the grieving family of Makhan Din from Billawar, Kathua. His tragic suicide, reportedly due to police excesses, is a heartbreaking loss. No family should have to endure such pain. I assured them of full government support and our unwavering commitment to ensuring justice for him.

Earlier , In February Makhan Din, a resident of Billawar, allegedly died by suicide inside a mosque in his area. He also recorded a video message before taking the extreme step and claiming his innocence of being an Overground worker (OGW).

Meanwhile, A Court in Kathua had ordered the Station House Officer (SHO) of Billawar Police Station to submit an Action Taken Report (ATR) by March 4, 2025, regarding two complaints alleging custodial torture leading to the death of 26-year-old Makhan Din. The directives follow intense legal proceedings where advocates representing the victim’s family accused the Billawar Police of failing to register an FIR despite prima facie evidence of cognizable offenses.

senior leader and MLA Pampore Hasnain Masoodi on Tuesday demanded an inquiry into the multi-crore National Saffron Mission.Raising the issue on the floor of the House, Masoodi expressed concerns over alleged malpractices in the implementation of the Mission.

In 2010, the government introduced the National Saffron Mission to improve saffron productivity in the region. Under the Mission, the authorities introduced drip irrigation system to fight the long drawn out dry spells impacting the yield. However, the initiative remained contentious with saffron cultivators claiming that the authorities left the drip irrigation process half way through.

Supported by CPI(M) legislator Mohammad Yousuf Tarigami, Masoodi demanded a comprehensive probe into the RS 4,001 crore scheme to investigate possible fund misappropriation or project mismanagement.

Speaking to reporters outside the House, Masoodi said that the Mission was aimed at promoting the cultivation of the saffron. “But it is very unfortunate that nothing is visible on the ground”, he said.

Masoodi said the mission had two components—one focused on land rejuvenation and the other on sprinkler irrigation.

“Under the Mission, some 124 borewells were installed, but none of them is functional”, Masoodi said. He said that nothing had been done in terms of the rejuvenation either.

Masoodi said that a sharp decline had been witnessed in the saffron production. “Overall, the Saffron Mission has failed”, he added.

Masoodi said that a Saffron Park was also established to assist farmers and do away with the middlemen. “The facility this year, I think, only received 80 kgs of saffron”, Masoodi said.

He said that he had raised the issue in this backdrop.

Minister for Agricultural Production and Rural Development Department, Javed Ahmad Dar acknowledged the concerns of the legislators and assured the House that the department would look into the matter.“A departmental inquiry will be initiated if needed,” he said.

Officials told GNS that a scooty and a auto collided with each other near Anzwalla resulting on spot of death of scooty rider and serious injuries to it’s pillion who was shifted to GMC Anantnag where from he was referred to SKIMS Srinagar was advanced treatment.

The deceased have been identified as Owais Reyan Khan (20) son of Reyaz Ahmad resident of Shirpora and the injured has been identified as Usman Khan resident of Anwalla.

Meanwhile, police have registered a case in this regard and investigation has been taken up.(GNS)

Cheque Bounce Case: Man Sentenced to One Year Jail, Fined Rs 12 Lakh

A man has been sentenced to one year of imprisonment and fined Rs 12 lakh by the Munsif Court Sumbal in a cheque bounce case.

As per details available with KNS, the case pertains to two cheques issued by the accused, a resident of Kathpora Hajin, Bandipora, to the complainant for an amount of Rs 8 lakh.

According to the court order, the cheques, bearing No. 418204 (dated 03.05.2017) and No. 418214 (dated 05.05.2017), were drawn from the accused’s account at J&K Bank, Hajin branch. However, when presented for encashment on 17.05.2017, both cheques were dishonored due to insufficient funds.

The order further states that a legal notice (No. 27/2017) was served by the complainant on 22.05.2017, demanding payment of Rs 8 lakh within the stipulated period. The notice was received by the accused’s brother on 24.05.2017, as confirmed by the acknowledgment from the Sumbal Post Office. However, despite receiving the legal intimation, the accused failed to clear the dues.

The court, in its ruling, stated, “The accused has failed to discharge the legally enforceable debt despite multiple opportunities. The dishonor of the cheques has been duly established, and the complainant has successfully proved his case under Section 138 of the Negotiable Instruments Act.”

As per the judgment, the accused has been sentenced to one year of simple imprisonment and fined Rs 12 lakh as compensation to the complainant. “In case of default in payment of the fine, the accused shall undergo further imprisonment as per law,” the order reads.

The court further stated that the sentence serves as a deterrent against financial fraud and ensures justice for victims of cheque dishonor. (KNS)

Jammu Assembly Budget Session: Statehood, Article 370 to Dominate Debates

The Budget Session of the Jammu Legislative Assembly is set to begin on Monday with the Congress party, in alliance with the National Conference, expected to raise the issue of restoring statehood.

Ahead of the Budget Session, the Leader of Opposition in the Assembly Sunil Sharma chaired a meeting with the BJP’s MLAs to devise a strategy for the session.

Assembly LoP Sunil Sharma said, “Statehood is not an issue and is outside the jurisdiction of the assembly. They (ruling party) should talk about their commitments. They should talk about their commitments of 200 units of free electricity, free ration, free cylinder, pension, employment.”

Sharma said that the party will raise questions on daily issues faced by people, especially relating to governance”

BJP MLA Vikram Randhawa said if Congress or Mehbooba Mufti’s PDP raise “meaningless issue” then they “will face trouble.”

“We should listen to LG’s speech peacefully. BJP will make a very positive contribution in the budget session. PDP and Congress are almost in single digit (assembly seats) if they come up with meaningless issues, they will face trouble,” Randhawa said.

The BJP MLA from Doda West constituency, Shakti Parihar said that the party will play the role of constructive opposition and raise the issues relating to people’s interest.

Awami Ittehad Party MLA Khursheed Ahmad Sheikh said that they will raise the issue of statehood for J-K and Article 370

“We will raise issues related to our political aspirations and development. We will talk not only about the restoration of statehood (in J&K) but also Article 370. Omar sahib’s intentions are not clear about the restoration of statehood (in J&K) but also Article 370. If their intentions were clear, they would have held a meeting with us, not those who oppose it,” Khursheed Ahmad Sheikh said.

On Sunday, Congress leader Ghulam Ahmed Mir reiterated the demand for restoring statehood to Jammu and Kashmir, stressing that it’s the wish of the region’s 1.4 crore people.

“It is the demand of the people… It has nothing to do with the BJP or any other party… 1.4 crore people of Jammu and Kashmir want the state to be restored…,” said Mir.

Notably, the restoration of Article 370, the reinstatement of Jammu and Kashmir’s statehood, and the implementation of the autonomy resolution were key promises in the National Conference’s manifesto for the Jammu and Kashmir elections.

On August 2019, the Central government led by Prime Minister Narendra Modi repealed Article 370 of the Indian Constitution, effectively ending the special status given to Jammu and Kashmir. (ANI)

LG Manoj Sinha Reaffirms Commitment to Restoring Jammu and Kashmir’s Statehood

Lieutenant Governor Manoj Sinha Monday said the government is commitment to fulfilling the long-standing demand of statehood to Jammu and Kashmir. He made the remarks during his address on the first day of the Jammu and Kashmir Assembly’s budget session in Jammu today.

The LG Sinha said that the government is dedicated to engaging with stakeholders until the desire for statehood is realised.

“The government is committed to restoring statehood to Jammu and Kashmir. We will continue to engage with all stakeholders to achieve this goal,” Sinha said.

The LG added that the government is committed to facilitate the return of Kashmiri pandits and create a safe and conducive environment for it.

He also said the government is committed to strengthen the Panchayat and Urban Local Bodies by ensuring timely elections in the Union Territory.

His remarks come amid heightened political activity in the region, with opposition parties gearing up to challenge the government on several contentious issues.

The budget session, which began today with the LG’s address, is expected to witness heated debates as opposition parties, including the BJP, the People’s Democratic Party (PDP), and the Peoples Conference, are set to corner the government on a range of issues.
