Supreme Court Adjourns CBI’s Plea on Yasin Malik’s Trial Transfer to Delhi Till April 4

The Supreme Court on Friday adjourned the hearing adjourned for for April 4, of the Central Bureau of Investigation’s (CBI) plea, seeking to transfer the trial against separatist leader Yasin Malik and other co-accused in two cases from Jammu and Kashmir to Delhi.

Yasin Malik, lodged in Tihar Jail, was present before the Supreme Court through video-conferencing.

A bench of Justices Abhay S Oka and Ujjal Bhuyan deferred the hearing after the CBI sought adjournment as Solicitor General Tushar Mehta was not available.

During the hearing, Malik appeared before the bench through videoconferencing and requested that the court postpone the matter until after Ramzan, which the apex court agreed to.

The bench said Malik was to remain present before it through video-conferencing on April 4.
The top court, on the last date of hearing, had directed Malik to appear before it via videoconferencing on March 7, the last day of the hearing.

Earlier, the apex court had directed the Registrar General of the Jammu and Kashmir and Ladakh High Court to ensure proper videoconferencing facilities at a special court in Jammu where Malik’s trial will take place.

It had also directed the Registrar General of the Delhi High Court to ensure proper video conferencing facilities at Tihar jail, where Malik is lodged in connection with another case.

The apex court was hearing a plea filed by the Central Bureau of Investigation (CBI) seeking the transfer of the trials in the 1989 Rubaiya Sayeed kidnapping and the 1990 Srinagar shootout cases from Jammu to New Delhi.

CBI also challenged the order of the Additional Sessions Judge, Jammu (TADA/POTA), passed on September 20 and September 21, issuing a production warrant against Malik in two different cases.

A Jammu Court had sought Malik’s physical appearance for the cross-examination of witnesses in relation to the killing of four IAF personnel and the abduction of Rubaiya Sayeed, daughter of Mufti Muhammad Sayeed, in 1989.

The apex court had stayed the order of the Jammu court in April 2023.

Last December 18, the apex court gave the six accused two weeks’ time to respond to the CBI’s plea to transfer the trials of the cases. The apex court had said that all the accused had to be heard if the trial was to be transferred.

It had earlier suggested setting up a makeshift courtroom in jail to conduct trials against terror convict Malik in two cases and remarked that Ajmal Kasab was also given an opportunity for a fair trial.

The Jammu court has been hearing the 1989 Rubaiya Sayeed kidnapping and the 1990 Srinagar shootout cases involving jailed JKLF chief Yasin Malik and others.

He has been lodged in Tihar jail after a special NIA court sentenced him in May 2023 in a terror-funding case. (ANI)

J&K Govt Issues 269 Notices for Construction Deviations in Pahalgam

The Jammu & Kashmir Government on Thursday said 269 notices have been issued for deviations in constructions in the areas falling under the jurisdiction of the Pahalgam Development Authority (PDA).

In a written response to question of MLA Pulwama Waheed-ur-Rehman Para, about total number of illegal and unauthorized constructions in Pahalgam, Chief Minister Omar, Abdullah, who also serves as minister of Tourism Department, said that PDA has recently issued notices to 269 deviations as per the permissions issued by the BOCA of the Authority.

“However, the majority of these include PMAY and residential houses of locals that fall within the jurisdictions of the concerned Authority,” the minister said.

The minister said that Pahalgam Development Authority is the nodal office dealing with checking of deviations, illegal and unauthorized constructions, if any, raised within the jurisdiction of notified areas PDA and caries out demolition drives whenever required—(KNO)

Farooq Abdullah Reaffirms Commitment to Jammu and Kashmir’s Statehood Restoration

National Conference president Farooq Abdullah on Thursday reaffirmed his commitment to restoring statehood to Jammu and Kashmir, expressing confidence that it will be achieved soon.

“Inshallah, statehood will come soon. It will come,” Farooq Abdullah told reporters on Thursday.

Earlier, Jammu and Kashmir Deputy Chief Minister Surinder Choudhary took a strong stance against former Chief Minister Mehbooba Mufti’s comments regarding the region’s current political situation.

“Mehbooba Mufti can say anything because she is the reason for the destruction of J&K. If J&K has lost its statehood and special status, it is because of her,” Choudhary said.

Earlier on March 3, LG Sinha addressed the inaugural session of the J-K Legislative Assembly’s Budget Session.

Manoj Sinha said that his government is steadfast in its commitment to the Union Territory’s statehood and is actively engaging with all stakeholders to facilitate this process.

“One of the foremost aspirations of the Jammu and Kashmir people is the restoration of the full statehood. My government remains steadfast in its commitment to addressing this legitimate desire of the citizens of J-K. My government recognizes the emotional and political significance of the statehood for the people and is actively engaging with all stakeholders to facilitate this process in a manner that ensures peace, stability and progress,” he said.

He emphasized that the budget represents a new era of participatory governance, ensuring that the need and aspirations of the common people remain at the heart of policy making.

Notably, the restoration of Article 370, the reinstatement of Jammu and Kashmir’s statehood, and the implementation of the autonomy resolution were key promises in the National Conference’s manifesto for the Jammu and Kashmir elections.

On August 2019, the Central government led by Prime Minister Narendra Modi repealed Article 370 of the Indian Constitution, effectively ending the special status given to Jammu and Kashmir. (ANI)

J&K Govt Strengthens Waste Management in Dooru-Verinag, Advances Housing Under PMAY-Urban: Sakeena Itoo

Minister for Social Welfare, Sakeena Itoo, today informed the House that the Municipal Committee Dooru /Verinag distributes twin household dustbins among all households to segregate waste at the source, along with installation of twin bins in commercial areas for segregated collection of garbage in twin towns of Anantnag district.

The Minister was replying on behalf of Chief Minister, Omar Abdullah, to a question raised by G A Mir in the Legislative Assembly.

The Minister said that for collection of waste from the households and commercial establishments, 08 Hoppers are deployed regularly and the waste is subsequently transported to the Material Recovery Facility Plant at Verinag, where it is further segregated into dry waste and wet waste separately. The dry waste is processed in the MRF center which is then recycled and sold out, while the wet waste is put into the compost pits for generation of organic compost.

The Minister informed that 8 hoppers, 25 tri-cycles and one truck laden with sucker have been procured for Dooru and Verinag while as the department intends to procure machinery including weight bridge, baling machine and shredder for improvement in sanitation and waste management segregation.

The Minister, while replying to a supplementary, stated that three Solid Waste Management Plants of 4 TPD each have been approved for MC Dooru-Verinag. Besides, one Solid Waste Management Plant of 4 TPD is functional at Veering where the dry waste is processed at MRF facility and the wet waste is processed through pit composting method, she added.

She said that the Municipal Committee is committed towards ensuring efficient waste management practices through continuous improvements in segregation methods. Efforts are being made to enhance citizen participation, upgrade infrastructure and adopt innovative solutions for waste processing, she added.

The Minister further said that under SBM (U) scientific processing of the Municipal Solid Waste in the small and medium Towns of J&K has been undertaken. She said that the establishment of 78 Solid Waste Management centers (WMCs)/Material recovery Facility (MRF) along with compost pits has been approved. She added that construction work in 52 locations has been undertaken, of which, 33 Waste Management Centers/MRFs and 30 compost pits have been completed, while the work in 19 more sites of WMCs/MRF and 22 compost pits is under progress.

Further, she informed that bio-remediation of legacy waste at the dumping sites like Bhagwati Nagar, Kathua, Samba, Udhampur, Tral, Bijbehara, Pahalgam, Anantnag and Tangmarg has been completed and 3.88 lakh MT legacy waste has been bio-remediated. She apprised that the work has been awarded for bio-remediation of 6.16 lakh MT legacy waste at Kot Bhalwal by JMC, 2.98 lakh MT by DULBK and 1.20 lakh MT for 7 ULBs of DULBJ. Besides, the tender has been floated for bio-remediation of 11.00 lakh MT legacy waste at Achan, Srinagar, she added.

Regarding housing facilities, the Minister said that PMAY-Urban 2.0 has been launched in September 2024 to address the housing needs of EWS/LIG and MIG income categories by providing financial assistance for construction/purchase of houses through different verticals of the scheme in the next 5 years.

She informed that Rs 907.68 lakh have been released to the beneficiaries for construction of houses since 2018 in Dooru and Verinag. Out of 747 sanctioned houses, 505 houses have been completed while 161 are under-construction as per the CS&MC data of MoHUA Government of India, she added.

DPR Prepared for Rs 5.83 Crore Bridge Over Bheeni Nallah, Says J&K Deputy CM Surinder Kumar Choudhary

Deputy Chief Minister, Surinder Kumar Choudhary, today informed the House that a comprehensive DPR has been formulated for construction of bridge over Bheeni Nallah at Kaloran, Nangla Dull road in Bani worth Rs 583.78 lakh.

The Deputy Chief Minister was responding to a question raised by MLA, Dr. Rameshwar Singh.
He said that DPR for construction of 75 m span bridge with 700 m approach road amounting Rs 583.78 lakh has been prepared which is under active consideration of the sanctioning authorities during next financial year, subject to availability of resources.

The Deputy Chief Minister further stated that the grievance, in this regard, had been registered on the web portal of LG Mulaqaat.

Director General of Police Nalin Prabhat on Thursday announced a major manpower optimization drive, revealing he cut two-thirds of his own security.

Speaking at Thana Diwas the DGP, emphasized on the improved resource allocation, police incentivization, and evolving technology to enhance efficiency in law enforcement across the region.

“There is a saying that charity begins at home, so I have initiated improved resource allocation from myself by reliving two thirds of my security guards, “he said.

The DGP said that “Rome was not built in a day” and all the battles will be won eventually.
Referring to the incentivization of the police personnel DGP Prabhat said, “From day one I have said in different meetings that whoever does good work, he will get a good posting.”

He said, “I have told everyone that do something big work for the country and within one minute you will get the posting you want.”

Referring to the fight against narcotics, the DGP said, “Drugs are reaching here through western borders. The entire narcotics racket is managed by Pakistan Army and ISI through different tanzeems (outfits) and through smugglers. This is a challenge and J&K Police will keep on fighting with it till the battle against drugs is won.”

DGP Prabhat said that he equates war against drugs at an “equal pedestal” at war against terrorism. “Both the wars are on.”

He expressed concern over school going children getting involved in drug trade. ” It’s the duty of the parents to keep a vigil at the activities of their children,” the DGP added—(KNO)

Massive Avalanche Strikes Sonmarg’s Sarbal Area No Casualties Reported

A massive avalanche struck the Sonmarg’s Sarbal Area in Jammu and Kashmir’s Ganderbal district on Wednesday.There was no loss of life or injuries reported. A video of the avalanche was also caught on the camera.

Snow avalanches are most likely to occur after a fresh snowfall adds a new layer to a snowpack.

Avalanches can be triggered by natural forces, such as the pull of gravity on a steep slope, earthquakes, warming temperatures (weakening the bonds between the layers), wind, terrain, vegetation and general snowpack conditions.

They can also be caused by human activity, such as the load of a skier, construction/development activities or by use of explosives (to set off hazardous slopes) as part of avalanche control.

The Himalayas are well known for the occurrence of snow Avalanches, particularly the Western Himalayas – the snowy regions of Jammu and Kashmir, Himachal Pradesh and Western Uttar Pradesh.

There are three types of snow avalanche zones – Red Zone–The most dangerous zone that has an impact pressure of more than 3 tonnes per square metre.

Blue Zone: Where the avalanche force is less than 3 tonnes per square metre and where living and other activities may be permitted.

Yellow Zone: Where snow avalanche occurs only occasionally.

Currently, scientists are not able to predict with certainty when and where avalanches will happen.

However, they can estimate hazard levels and designate vulnerable zones by checking on the snowpack, temperature and wind conditions.

By building large, sturdy structures to anchor snowpacks and ban unsustainable developmental and tourism activities in Avalanche hazardous zones. (ANI)
