The Congress on Saturday accused the BJP of presiding over an “unprecedented deterioration of security” in Jammu and claimed the Union Territory’s administration led by the lieutenant governor was showing “incompetence” in managing the situation.

Ahead of Prime Minister Narendra Modi’s visit to Jammu and address the Vijay Sankalp Maharally today, Congress General Secretary in-charge of Communications Jairam Ramesh claimed that there has been a sharp increase in narcotics smuggling under and a collapse of governance in Jammu and Kashmir.

Posting on the social media platform X, Jairam Ramesh wrote, “Why has the security situation in Jammu deteriorated? The BJP, despite its claims to be the monopolist of nationalism, has presided over an unprecedented deterioration of security in Jammu. Militancy in Jammu is making its presence felt after a gap of nearly 15 years. Around the start of 2024, the administration claimed that the number of active terrorists in J&K had come down to double digits–31–with four active terrorists in the Jammu region. Now, in a startling about turn, the officials say there are around 50 to 60 terrorists.”

He said that the increase in terrorist activity has had “terrible consequences” for the people.

“Around the same time that the non-biological PM was being sworn in, a terrorist attack in Reasi took the lives of nine innocent pilgrims. The LG administration has shown unprecedented incompetence in managing this security situation. Why has the BJP let security in Jammu go downhill so rapidly?” he added.

Terrorists had opened fire at a bus carrying pilgrims from Shiv Khori to Katra on the evening of June 9 this year in the Pouni area of Reasi, causing the bus to fall into a nearby gorge, killing nine people, including a child.

The National Investigation Agency (NIA) on Friday launched searches at various places across two districts of Jammu and Kashmir (J-K) as part of its investigation into Reasi pilgrims terror attack case.

Questioning the durbar move, Ramesh asked, “What vendetta does the BJP have against the people of Jammu? One of the BJP’s flagship initiatives has been to scrap the Durbar move, the annual shift of the J&K State Government from Srinagar to Jammu in the winters. The Durbar move has historically been a tremendous stimulus for Jammu’s economy, with businessmen in Jammu’s famed Raghunath Bazaar and Apsara Road waiting for winters and the bulk orders that would come in from Valley-based customers.”

The 149-year-old biannual tradition of shifting offices between summer capital Srinagar and winter capital Jammu was ended by the Jammu and Kashmir administration in 2021. The administration had said that it has completely transitioned to an e-office where “darbar move” was no longer needed and the decision will save Rs 200 crore per year.

He further claimed that the reason for an upsurge in terrorist activities in the region is because of the smuggling of narcotics in the region, with the international border in Jammu being a primary area of operations for smugglers.

“One fundamental reason for the upsurge in terrorist activity, particularly in Jammu, is the sharp rise in narcotics smuggling over the last few years – with the International Border in Jammu, rather than the LoC in Kashmir, being the primary area of operation for the smugglers. Narcotics consumption has seen a 30 per cent hike in five years, and the smuggling rings have become very sophisticated,” Ramesh said.

He also alleged that J&K has become a “transit destination” for drugs, which further routes the narcotics to other states.

Moreover, he said that theft and violent crime in the region are rampant as the policing has deteriorated.

“Without statehood and a functioning system of political representation, governance across Jammu and Kashmir has collapsed. Policing has deteriorated, and there has been a steep rise in criminal activity in Jammu. Theft and violent crime are now rampant. Corruption has reached unprecedented levels, with outsiders belonging to the RSS cabal monopolising all government contracts and seeing astronomical increases in their wealth,” he said.

Claiming that the administration has zero interest in development, taking examples of IT parks in neighbouring state governments, he said that no such development has taken place.

“Employment opportunities have dwindled, with aspirational youth being forced to leave Jammu for employment – even as the administration has zero interest in development. Neighbouring state governments have established IT parks in Mohali and Chandigarh, but Jammu has seen no investment of that kind. Finally, even basic administrative tasks like electricity bills are seeing massive mismanagement,” he added. (ANI)

Congress candidate Kajal Rajput from Bani assembly constituency held an election rally on Saturday in Khatua district with the assembly elections underway in Jammu and Kashmir.The Congress candidate held the rally before going to fill out the nomination form.

She raised the issue of getting electricity, water, and road connectivity for the people in the region. She stated that hospitals in the are were not good and the women also do not get many opportunities.

“In this areas there are no roads, there are a lot of problems faced by the people. Including getting electricity and water. We have a lot of demands, our hospitals are not in a good situation, and we do not get staff in health centres. Education is not good, we do not get much staff for the students and the women in our area do not get many opportunities to come forward. I will work hard for my people,” she said while speaking to ANI.

Highlighting further on the opportunities given to women in general in the area, she said that many times women do not get a lot of opportunities, despite there being talk about women’s reservations, “About women’s reservation, there is talk about having women get equal opportunities, but when you look at what is happening on the ground, women have very few opportunities. But my party has given me this opportunity and made it a reality for women. I will work for the women and the youth.”

“For the youth, their future seems dark, because they don’t have any jobs, they get lathi charged when they ask for their rights or jobs. We will definitely win, and we will work for the women and the youth,” she added.

She added further that she is wanting to set an example for the girls in the region that they should be confident and take interest in these issues too as she wants to set an example for them.

“I will not waste this opportunity of I have gotten, I will work hard for my people and we will definitely win the seat from here. I want to set an example for my area so girls get more courageous, confident, and come forward to do work. There is a lot of enthusiasm within the people,” she added.

“It is the love of the people which has gotten me till here. I will be maintaining that trust and love of the people, I have always been raising my voice for the people and I will be raising my voice in the future too, the people have trusted me for this. Congress has trusted me with this, because I have shown loyalty to the party and worked for them a long time. It is a hilly region, it is really difficult to campaign around here. We only have walking areas here,” she said.

Saying it is the first time a woman is fighting the election from this area in this manner, because of which people are interested in seeing her campaigns, “A woman is going to fight the elections like this from this area for the first time, so the people are interested in seeing this, and I am getting a lot of love from the people.”

The third and final phase of polling is scheduled for October 1, while the counting of votes will take place on October 8.

Assembly elections are being held in the Union Territory after a gap of ten years and are the first since the abrogation of Article 370. (ANI)

3 Soldiers and ASP Kulgam injured in Kulgam Encounter Operation underway

Three soldiers and a police officer were injured in an ongoing encounter at Adigam village of South Kashmir’s Kulgam district, officials said on Saturday.

A top official told that during the ongoing gunfight, three soldiers and ASP Kulgam were injured—all are stable.The operation is underway, he said.

Pertinently, a joint team of security forces launched a cordon and search operation on specific information about the presence of terrorists in the area.

He said that as the joint teams approached towards the suspected spot, the hiding terrorists fired upon them which was retaliated to, triggering an encounter.

Two to three terrorists are believed to be trapped in the area—(KNO)

Former Chief Minister of Jammu & Kashmir and President of the Jammu & Kashmir Peoples Democratic Party (PDP), Mehbooba Mufti, has expressed her heartfelt condolences on the passing away of Mrs. Bilquis Bano, wife of veteran journalist and poet Late Farooq Nazki, and the aunt of senior PDP leader, Naeem Akhtar Andrabi.

In her message, Mehbooba Mufti conveyed deep sorrow at the loss, describing Mrs. Bano as a gentle soul who embodied grace, kindness, and dignity. “Her demise is a personal loss for all those who knew her, and her absence will be deeply felt within the family and beyond. I extend my sincerest sympathies to Mr. Farooq Nazki, Naeem Sahab, and the entire family during this difficult time. May Allah grant them the strength to bear this irreparable loss.”

Mehbooba Mufti prayed for eternal peace to the departed soul and expressed her solidarity with the grieving family in their hour of pain.

Weatherman forecast dry weather From Tomorrow in J&K, possibility of light snow on few higher reaches of Kashmir tonight

While rains lashed parts of Jammu and Kashmir, weatherman here on Friday forecast generally dry weather with brief spell of rain and thunderstorm at isolated places by the end of this month and dry weather till October 6 thereafter in J&K. Also light snowfall has been forecast on a few upper reaches tonight.

A Meteorological department official  told  that generally cloudy weather with brief showers are expected during day time today.

“A spell of light to moderate Rain/Thunder is expected at many places towards late night/morning of September 28,” he said.

From September 28-30, he said generally dry weather with a brief spell of rain and thunder is expected at isolated places on September 28.
From October 1-6, he said, enerally dry weather is expected.

The MeT department has also issued an advisory thunderstorm, lightning, gusty winds at isolated places with possibility of light snow over few higher reaches during tonight.

“Farmers are advised to safely store the harvested crops and resume harvesting and other farm operations from tomorrow” . (GNS)

Jammu and Kashmir BJP President Ravinder Raina Says There is wave of the BJP in J&K We are forming Government

Jammu and Kashmir BJP President Ravinder Raina has exuded confidence in the party forming the next government in the union territory and said that PDP’s Mehbooba Mufti will not be part of that government.

“There is a huge wave of the BJP in Jammu and Kashmir. We are forming government in Jammu and Kashmir with the immense support of the people. The next Chief Minister of J&K will be from the BJP,” Raina told reporters here on Thursday.

“I thank all the people of Jammu and Kashmir across castes. Mehbooba Mufti will not be part, at least of the BJP government,” he added.

Meanwhile, Union Home Minister Amit Shah on Thursday took potshots at National Conference leader Omar Abdullah and Congress leader Rahul Gandhi over their remarks on statehood during the election campaign in Jammu and Kashmir and said it can only be done by the Centre.

Addressing an election rally in Kathua, he also took a swipe at Omar Abdullah for contesting from two seats, saying the NC leader is “scared.”
“Omar Abdullah is dreaming of becoming the CM again. Two phases of voting have concluded, and in these two phases, NC and Congress have been wiped out. Omar sahib used to say that he would not fight elections till the time Jammu and Kashmir doesn’t get statehood,” Shah said.

“Then he said he would contest from Ganderbal. Now, he is contesting from two separate seats because he is scared. In the Parliament, I had clearly said that statehood would be restored after elections in Jammu & Kashmir. Rahul baba, you cannot restore statehood as you are in the opposition. It can be done only when the BJP wants,” the BJP leader added.

Uttar Pradesh Chief Minister Yogi Adityanath on Thursday also attacked the Congress, asking its leader Rahul Gandhi whether he supports the National Conference’s demand to bring back Article 370 and Article 35 A and separate flag for Jammu and Kashmir.

Addressing a gathering in the Ramgarh Assembly Constituency of Jammu and Kashmir, CM Yogi said, “I want to ask Congress leader Rahul Gandhi whether he supports the National Conference’s decision to have a separate flag for Jammu and Kashmir. Does Rahul Gandhi support the National Conference’s demand to bring back Article 370 and 35A and push Jammu and Kashmir into an era of unrest and terrorism?”

The first and second phases of J-K assembly polls were held on September 18 and 25, respectively. The third and final phase of voting will be held on October 1, while the counting of votes will take place on October 8. Assembly elections are being held in the Union Territory nearly after a gap of ten years and are the first once since the abrogation of Article 370. (ANI)

India became third non-African country of clade 1b Mpox infection,Union Health Ministry issues advisory for states, UTs to create awareness

The Union Health Ministry has released an advisory for all states and union territories on the Mpox disease after India became the third non-African country to report a case of clade 1b Mpox infection recently.

The Department of Health and Family Welfare on September 26 in its advisory has directed that all suspected Mpox cases be isolated and strict infection prevention and control measures be put in place.

It has provided a list of laboratories operationalized for testing. The advisory includes clinical management protocols, infection prevention and control practices, as well as a risk communication strategy.

The Health Ministry stated that the World Health Organisation had on August 14, 2024 announced that the current outbreak of Mpox disease was a Public Health Emergency of International Concern (PHEIC).

This is the second time such Mpox disease associated with PHEIC has been declared by the WHO under the International Health Regulations, 2005, to which India is a signatory.

The ministry has instructed the states to assess public health preparedness at health facilities, with reviews to be conducted by senior officials at both the state and district levels.

The ministry has also directed the identification of isolation facilities in hospitals for managing both suspected and confirmed cases, ensuring the availability of required logistics and trained human resources in such facilities and developing an augmentation plan.

The Ministry, in its letter, said that as per available information, clinical presentation of Mpox clade I in adults remains similar to clade II. However, the rate of complications may be higher in clade I than with clade II infections.

This is the second time such a Mpox disease-associated PHEIC has been declared by WHO under the International Health Regulations, 2005 to which India is a signatory. The previous Mpox outbreak that started in 2002 was caused by Mpox virus clade II.

The 2024 PHEIC is related to MPox virus clade I which is more virulent and more transmissible than Mpox clade II, the release further added.

The clade has been found Democratic Republic Of Congo (DRC) only during the current outbreak, and outside Africa, one case each of Mpox clade 1 B has been recently reported from Sweden and Thailand. India is the third non-African country to report a case of 1b Mpox infection recently.

As per available information, clinical representation of Mpox clade I in adults remains similar to clade II, however, the rate of complications may be higher in I than with clade II infections, as per the release.

The Ministry has listed out key public health actions are required to be undertaken to prevent and minimise the risk of further spread of Mpox in the country.

These include reviewing the public health preparedness, particularly at health facility levels at state and district levels by senior officials, identification of isolation facilities in hospitals for taking care of the suspects and confirmed cases, availability of required logistics and trained human resources in facilities and augmentation plan.

All suspected Mpox cases should be isolated and strict infection prevention and control measures should be put in place; treatment is symptomatic and available treatment guidelines should be followed, as per the advisory.

Samples from skin lesions of any patient with the suspected symptoms of Mpox should be sent to the designated labs immediately, and for those that test positive a sample should be sent to designated labs immediately, and the positive sample should be sent to ICMR-NIV for genome sequencing to determine the clade.

Robust diagnostic testing capability is already available; 36 labs supported by ICMR across the country and three commercial PCR kits validated by ICMR that are now approved by CDSCO, as per the Union Ministry’s advisory to states and union territories.

The Union Ministry of Health and Family Welfare said it will continue to monitor the situation closely and we will extend all requisite support in this regard to states and UTs. (ANI)

20 Foreign Diplomats Arriving in Srinagar to Observe Assembly Elections in Kashmir

A delegation of 20 diplomats from 16 foreign missions is arriving in Srinagar to observe the second phase of the Jammu and Kashmir assembly elections.

The delegation, including representatives from the US, EU, Russia, and Australia, was invited by the Indian government to witness the electoral process. This marks the first time foreign diplomats will observe elections in J&K since the abrogation of Article 370 in 2019.

The diplomats will visit Srinagar and Budgam districts to monitor voting in several constituencies. The government aims to showcase the peaceful conduct of the electoral process and “large-scale participation” in the region.

The delegation includes four representatives from the Ministry of External Affairs. (KNS).
