Members of the All J&K Khidmat Centre Association staged a protest in Jammu on Thursday, demanding a permanent settlement policy for Khidmat Centre operators across Jammu and Kashmir.

Protesters, including operators and employees from various districts, gathered to voice their long-standing grievances. Khidmat Centres—established under the National e-Governance Plan and operated in partnership with J&K Bank as Common Service Centres (CSCs)—serve as key rural digital hubs. They provide essential services such as banking, bill payments, Aadhaar enrolment, pensions, and various G2C/B2C services.

Despite working since 2009, operators—known as Village Level Entrepreneurs (VLEs)—say they have been left without job security or promised service benefits. They accuse the bank of violating the Master Service Agreement, ignoring earlier assurances, and exploiting educated youth who have now become overaged for government recruitment.

The association’s representatives reminded authorities that their demands date back to 2021–2023, when similar protests were held in Srinagar and Jammu. Multiple memoranda were submitted to the Lieutenant Governor’s Office and J&K Bank management, but operators claim their appeals remain unheard.

Over the years, Khidmat Centre operators have played a key role in implementing Digital India initiatives—opening millions of Jan Dhan accounts, distributing pensions during COVID-19, and managing transactions worth over ₹1,000 crore monthly.

As of now, no official response has been issued regarding today’s demonstration. However, the issue highlights the widening discontent among contractual and semi-formal workers within J&K’s e-governance system.

After a detailed trial, the Hon’ble Principal Sessions Judge Shopian pronounced judgment today, convicting Yawer Ahmad Sheikh, son of Gh. Mohammad Sheikh, and Mehraj Ahmad Dar, son of Ab. Gaffar Dar, both residents of Khawajapora Chitragam, Shopian.

Upon deliberation on the quantum of punishment, the Hon’ble Court awarded the following sentences:

Convict No.1 – Yawer Ahmad Sheikh:

Under Section 363 IPC: Rigorous Imprisonment for 5 years and a fine of ₹10,000, and in default of payment of fine, Simple Imprisonment for one month.

Under Section 4 of the POCSO Act: Rigorous Imprisonment for 10 years and a fine of ₹20,000, and in default of payment of fine, Simple Imprisonment for three months.

Both sentences shall run concurrently, making the effective sentence 10 years of rigorous imprisonment.

Convict No.2 – Mehraj Ahmad Dar:

The Court sentenced him to Rigorous Imprisonment for 5 years and imposed a fine of ₹10,000 for his role in the offence.

This conviction stands as a testament to the dedicated investigation and professional prosecution carried out by Shopian Police in ensuring justice for the minor victim.

The arrested individuals have been identified as Adil Rehman Wachkoo, son of Ab Rehman, resident of Hergam Shopian; Suhail Ahmad Bhat, son of Mohammad Ahsan, resident of Keegam; Tariq Ahmad Bhat, son of Ab Gani, resident of Babmohalla Shopian; Sajad Ahmad Ganie, son of Ab Gani, resident of Berthipora; and Sajad Ahmad Wani, son of Ali Mohammad, resident of Mughalpora Keegam.

During the operation, police recovered ₹45,000 in stake money and a set of playing cards from their possession.

A case under FIR No. 224/2025 has been registered at Police Station Shopian under relevant sections of the Gambling Act, and investigation has been taken up.

University of Kashmir Marks International Day for Disaster Risk Reduction with Focus on ‘Fund Resilience, Not Disasters’

According to a statement issued by the university, the commemoration, themed “Fund Resilience, Not Disasters,” focused on the importance of investing in disaster prevention and preparedness rather than relying on reactive response measures. The event aimed to highlight the increasing financial and social burden of disasters and the urgent need for risk-informed policies that strengthen community resilience.

In her presidential address, KU Vice-Chancellor Professor Nilofer Khan stated: “Disasters expose the deep inequalities within our societies. The poorest and most vulnerable are often the worst affected and least equipped to recover. Building resilience requires us to address these underlying vulnerabilities through inclusive, equitable, and proactive planning.”

Dean Research KU, Professor Mohammad Sultan Bhat, observed that disasters are becoming increasingly expensive, with global losses amounting to billions of dollars each year. Giasul Haq, Additional Secretary to the Government, DMRRR J&K, stressed the need for coordinated institutional efforts to strengthen disaster preparedness and ensure effective implementation of risk reduction strategies at the local level.

In a virtual keynote address, Professor Peter Sammonds from University College London (UCL) said that disasters largely arise from societal vulnerabilities, underlining the need for strong governance, equitable planning, and community preparedness.

Registrar KU, Professor Naseer Iqbal, emphasised the importance of preparedness and the availability of safety equipment during disasters. Dr Jagvir Singh, Scientist-G and Advisor at the Ministry of Earth Sciences, Government of India, in his online address, highlighted the need to integrate research with community-based approaches to enhance disaster resilience.

Snober Jameel, Under Secretary, DMRRR J&K, emphasised the active role of youth in promoting resilience. Earlier, Professor Pervez Ahmed from the Department of Geography welcomed the participants and outlined the purpose of the event. Proceedings were conducted by Dr Akhtar Alam, while the vote of thanks was presented by Professor G. M. Rather, Head of the Department of Geography, KU.

The event also included students and faculty from allied departments and constituent colleges in a campus road show featuring placards and banners to raise awareness about the critical role of education in disaster risk reduction (DRR). Officials from DMRRR J&K showcased the department’s functions in disaster management, followed by live demonstrations and awareness sessions by the State Disaster Response Force (SDRF).

Speaking to the media after a core group meeting at the party headquarters in Srinagar, Bukhari said promises made by the Prime Minister Narendra Modi and Home Minister Amit Shah about dialogue with the youth of Jammu and Kashmir have not been fulfilled yet.

According to KNS, he said people were told there would be outreach, but there has been no engagement. “Is this also a promise?” he asked, adding that Jammu and Kashmir is not Bihar or Delhi, and has its own geographical and political context with borders shared with Pakistan, China, and Afghanistan.

Bukhari criticised the political environment in the region, calling it a “fixed match” where both the opposition and ruling parties play roles without delivering for the people. He accused some parties of deflecting blame and doing little to address unemployment or prevent youth from being jailed. “All communities that have reached this stage are only defaming each other. If they were doing something for the people, our youth would not be in jail.”

Referring to the recent past, he said that after the abrogation of Article 370 on August 5, 2019, it became clear that the people of J&K need to be united. “Elections are fine, we contest each other. But it is the government’s duty to support everyone afterward. Unfortunately, villages that voted against them are being excluded from development.”

He said Apni Party has never sought power for personal gain but to help people recover from the uncertainty post-2019. “If we had been trusted in the past elections, we might have had a chance to change things. But people easily believe lies and ignore the truth.”

On economic issues, Bukhari pointed to the poor condition of roads, the decline of the tourism sector, and the collapse of the horticulture industry. He demanded immediate rent relief and subsidies for farmers and questioned why available development funds remain unspent.

He also criticised the arrest and relocation of Kashmiri youth to jails outside the region, calling it unjust. “Bring them back. At least spare them the suffering of being jailed far from home.”

Bukhari appealed to voters to use the upcoming by-elections as a form of protest. “This election is not about victory or forming a government. It is about registering the truth. Those who change colours between night and morning must be exposed.”

He said Apni Party’s role will continue with patience and that the party will defend the rights of the youth and raise its voice wherever necessary. Bukhari warned that the BJP’s tactics during national elections often come at the cost of Kashmir’s youth. “Do not get emotional. Defeat every attempt to use J&K as an electoral tool”

Search for Two Missing Para Commandos in Anantnag Enters Third Day Amid Harsh Weather

The search operation to locate and rescue two missing soldiers in Anantnag district of Jammu entered its third day on Thursday, officials here said.

Dense vegetation, rough terrain and inclement weather continued to hinder the efforts, they added.
The soldiers, both commandos of an elite Para unit, went missing during a combing operation in the Kokernag area on Tuesday. The operation was launched two days ago in the Ahlan Gadole area, following inputs that a group of terrorists was hiding in the area, officials said.

According to officials, the two soldiers went missing after their communication line went out. Helicopters were pressed into aerial reconnaissance to locate the commandos.Srinagar-based Chinar Corps of the Army said the operational team was caught in a severe snowstorm on Monday night.

“On the intervening night of October 6 and 7, an operational team on the Kishtwar range confronted a severe snowstorm and whiteout conditions in the mountains of South Kashmir. Since then, two soldiers have gone out of communication,” the Chinar Corps said in a post on X on Wednesday.

“Intense search and rescue operations have been launched but hampered due to prevailing adverse weather conditions,” it said.

Speakers at the camp emphasised that in today’s era, along with education and worship, economic stability is also an essential part of the Islamic way of life.


Participation of Government and Private Institutions

Representatives from various government and non-government organisations, as well as bank officials, attended the camp.
They provided detailed information about government schemes, loan facilities, startup support, and subsidy programmes.
Participants were informed about how they could start their own businesses by taking advantage of different schemes offered by the Government of India and the J&K UT administration.


Youth Response and Enthusiasm

Dozens of young people from different parts of the valley took part in the camp.
The youth described Agha Syed Muhammad Hadi Al-Mousavi Al-Safavi’s initiative as a spiritual and practical revolution.
One participant remarked:

“We have always heard religious teachings from the Imambargah, but today we received guidance for our practical and economic life as well. This is a new light for us.”
