At Government Higher Secondary School Delina Programme Against Drug Menace Conducted Organised by J&K Excise Department

The J&K Excise Department, in collaboration with Government Higher Secondary School (GHSS) Delina, organised a day-long awareness programme on the menace of drug addiction.

The initiative was aimed to educate and sensitise the youth about the devastating effects of drug abuse on society.The event, moderated by senior lecturer Qazi Syed Sajad, focused on the social, educational, and economic consequences of drug addiction. “Drug addiction is not just a personal issue but a societal concern that affects our overall progress,” said Qazi Sajad while addressing the participants.

Dr Haris Hamza Lone presided over the certification ceremony, where participants pledged to combat substance misuse in their respective areas. To further engage students, the programme included a range of recreational activities such as carrom matches, volleyball competitions, and a tug-of-war, highlighting the role of sports in promoting a healthy lifestyle.

The highlight of the event was a painting competition themed “Drug Abuse: Problem and Panacea.” Over 60 students participated, using art to express their opposition to the drug menace.

Syed Bisma secured first place, with Mohammad Abas Mir and Ahsan-ul-Haque claiming the second and third positions, respectively.

On this occasion, an awareness rally was also conducted, with students and teachers marching through the streets of Delina, raising slogans against drug addiction and advocating for a drug-free society.

The event saw the active participation of key officials, including Principal GHSS Delina, Aijaz Ahmad Wani, Vice Principal Tabassum Rashid, and several lecturers and officers from the Excise Department.

Excise Inspectors Shabir Ahmad Malik, Mohammad Altaf Wani, and Abid Bashir, along with Sub-Inspectors Gowhar Majeed Wani, Hilal Ali, Ali Mohammad, and Mohammad Mukhtar, played a pivotal role in organising the programme.

On this occasion senior lecturer Qazi Syed Sajad was honoured with a medal and certificate for his tireless efforts in campaigning against drug addiction in Delina. Other contributors, including Dr Haris Hamza Lone, Harmeet Kour, Bilal Ahmad Sofi, and Mohammad Rafiq, were also lauded for their active participation.

Inspector Shabir Ahmad Malik described the programme as a major success. “We plan to conduct more such initiatives in collaboration with educational institutions to raise awareness and encourage youth to stay away from harmful substances,” he stated.

Dr. GN Itoo Thursday assumed the charge as Director School Education Kashmir in the presence of outgoing Director, Tasaduq Hussain Mir.

In a formal handover ceremony, Dr. Itoo was accorded a warm welcome by the officers and officials present. He expressed his gratitude to the gathering of officers and officials on the occasion.

Following the take over of charge, Dr Itoo chaired an introductory meeting, and stated that vacant positions of principals, ZEOs, and headmasters in various schools will be filled on a priority basis.

He directed all CEOs, principals, cluster heads, and ZEOs to work in coordination with each other. He emphasized the need to strengthen the public delivery system and ensure that all matters related to teaching and non-teaching staff, as well as the general public, are addressed within a stipulated timeframe.

Dr. Itoo also stated that resolving parents’ issues and addressing their concerns in a timely manner will be a top priority for the department.

He urged all government and private school administrators to work diligently and follow rules and regulations to meet parents’ expectations.

It may be recalled here that before joining as Director, School Education Kashmir, Dr Itoo served as Mission Director, Jal Shakti during which supply and distribution of potable drinking water was taken to remote uncovered areas of J&K. He has already served as Director School Eduction Kashmir in his first stint besides serving as Director Tourism, Kashmir, Deputy Commissioner, Baramulla and Director Estates.

Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo today stressed on the need for preserving Kashmiri culture and language, adding that we need to promote our mother tongue for our bright future.

The Minister made these remarks after inaugurating the Kashmir University’s Annual Youth Festival-‘Sonzal’ at Convocation Complex of Varsity here today.

The seven day festival is being organised by Division of Youth Affairs, Department of Students Welfare, University of Kashmir.

Addressing the massive gathering of Professors, Deans, HoDs, Research scholars and students, Sakeena Itoo advocated for safeguarding Kashmiri language and traditions, in the face of modern influences. “Our Kashmiri culture and language is very unique, we all need to be very proud of our culture and heritage and celebrate it to its maximum extent”, Sakeena said.

“Language is the foundation of our culture. Without it, we lose touch with the narratives, stories and customs that have defined us for centuries. I urge the professors and students here to not only cherish the beauty of our Kashmiri language and culture but also ensure that it thrives beyond academic spaces,” she added.

She called upon the student community that it is your responsibility to protect and promote our culture, while also using the power of knowledge to address the issues that affect us today. “Kashmir University has provided you the knowledge and wisdom, now it’s up to you to create a future where both our heritage and our progress walk hand in hand”, Sakeena Itoo said.

Highlighting on the contribution of Kashmir University, the Minister remarked that the Varsity is the ‘beacon of knowledge and social progress’ of Kashmir, highlighting that the University has produced professors, scholars, researchers who are significantly impacting various sectors like education, governance, technology as well as for preservation of our cultural heritage.

“Kashmir University is not only a place of academic learning but a hub of social change and intellectual growth. It has produced individuals who have contributed immensely to the development of our society and preservation of our cultural heritage across the globe”, Sakeena Itoo maintained.

Commending the University for organising this Youth Festival, the Minister said that the ‘Sonzal’ is a very unique platform to promote and preserve the Kashmiri language which is an integral part of our cultural heritage. “Cultural outreach initiatives, like ‘Sonzal’, demonstrate University’s commitment to nurturing creativity, preserving traditions and empowering the youth,” Sakeena Itoo remarked.

Speaking on the occasion, Vice-Chancellor KU, Prof. Nilofer Khan highlighted the significance of the festival in fostering creativity, unity and curiosity among young minds.

“Our university is committed to providing platforms like Sonzal to nurture the talent and potential of our students in various ways ,” she said.

Prof. Khan also outlined the University’s breakthroughs and achievements, including the implementation of the NEP 2020 framework at UG level.

Dean Academic Affairs KU, Prof. Shariefuddin Pirzada, emphasised the University’s holistic approach to education while as Registrar KU, Prof. Naseer Iqbal, described the event as a celebration of cultural talent.

Earlier, in his welcome address, Dean Students Welfare KU, Prof. Shamim Ahmad Shah, stated that the festival is aimed at promoting social cohesion, cultural understanding, and artistic exchange.

The inaugural ceremony featured the live performance of the University Tarana by the DSW cultural group, release of the annual student magazine ‘Gulala’, and mesmerizing live cultural performances by student cultural groups.

The festival, running from December 12-20, brings together students from various colleges and universities across Kashmir to showcase their talents in wide range of competitions like quiz, debate, elocution, collage making, poster-making, painting, cartoon-making, clay-modelling and other categories during next seven days.

The event, part of IUST’s Industry Connect Initiative led by the Department of Computer Science and Engineering (CSE), aimed to equip students with advanced knowledge and practical skills to excel in the ever-evolving field of networking and cybersecurity.

The workshop featured Mr. Khawar Butt, Chairman and CEO of KBITS, a globally recognized expert in networking technologies. As a multi-CCIE and Microsoft Certified Trainer, Mr. Butt delivered a comprehensive session, offering valuable insights into networking architectures, security protocols, and emerging trends in cybersecurity, inspiring attendees with his expertise.

Department of Physics, Islamic University of Science and Technology (IUST) under the aegis of Community Connect, Dean of Outreach organized a one-day program on the theme ‘Renewable Energy for a Sustainable Future’. Students from different schools and colleges, as well as members of the local community attended. The main aim of the event was to raise awareness about renewable energy technologies and their significance in combating climate change, and necessity to go green and adopt sustainable practices and thereby contribute to the global environmental goals.

Dr. Abid Hussain Shalla, Dean School of Sciences, stressed on the urgent need of transition to renewable energy sources for a sustainable future. Dr. Mir Hashim Rasool, Head Department of Physics, inaugurated the program and highlighted IUST’s role in promoting sustainable energy solutions. Ms. Shaiqa Nasreen, University Community Connect Coordinator, urged the participants, as future leaders and change makers, to recognize global challenges and think innovatively about solutions to pressing issues.

Specialized sessions by experts were also held, followed by an educational tour of IUST’s Design and Innovation Centre and Solar Parks at Campus I and II, showcasing the university’s solar energy initiatives for sustainability. The Islamic University of Science and Technology (IUST) successfully organized a Health Awareness and Non-Communicable Disease (NCD) Screening program in Nagbal, Yousmarg, Budgam District, under the DSTPURSE initiative. The program aimed to educate the local population about the risk factors, prevention, and management of NCDs, including Diabetes, Cardiovascular Diseases, Respiratory Disorders, Cancers, and PCOD. Participants were encouraged to adopt healthier lifestyles, reduce risk factors, and ensure early diagnosis, intervention, and treatment compliance.

Led by Prof. Ayub Qadri, Dean of the School of Health Sciences, the IUST team conducted screenings for conditions such as Diabetes, Hypertension, Dyslipidaemia, Anaemia, and suspected Vitamin D deficiency. Dr. Faisal Ali, Senior Associate DST PURSE Project and his team highlighted the importance of healthy dietary habits to minimize NCDs The program also provided dietary counselling and information on local health facilities and government schemes like ,Ayushman Bharat JSY, and PMMVY . Local VHNCs were encouraged to promote health and hygiene awareness among the tribal population, ensuring the program’s long-term impact.

J&K Board of School Education (JKBOSE) to Conduct Annual Exams for classes 10-12 From Feb 15, 2025

The Jammu and Kashmir Board of School Education (JKBOSE) is set to conduct the annual regular examinations for grades 10, 11, and 12 across Jammu and Kashmir starting after February 15, 2025.
A senior official from JKBOSE confirmed to Rising Kashmir that the examinations will begin on February 15, with adequate gaps between them to ensure smooth conduct throughout the region.
“The schedule for the annual regular examinations will be announced shortly, providing students with the necessary details to participate as per the date sheet,” the official added.
Once the examinations are completed, the results will be announced promptly, and students will be given the opportunity for provisional admission into schools. These examinations will be conducted in line with the new academic calendar for the winter zones of Jammu and Kashmir.
In line with a directive issued by the Jammu and Kashmir Government on November 6, 2024, the board exams for classes 10 to 12 will begin on February 15, 2025. This marks a shift back to the November-December academic session for higher classes, beginning with the 2025-26 academic year.

Government Medical College Srinagar Students Protest Over Reduced Open Merit Seats in NEET PG Admissions

Medical students from Government Medical College (GMC) Srinagar have raised serious concerns over the drastic reduction in Open Merit (OM) seats in postgraduate admissions under the NEET PG framework.

The students claim that recent policy changes, including the implementation of SO 176 (March 15, 2024) and SO 305 (May 21, 2024), have severely impacted merit-based admissions, leading to widespread discontent among aspiring doctors.

According to the students, the open merit quota, which previously accounted for 75% of PG seats under SRO 49 of 2018, has been reduced to approximately 27% after the application of new reservation rules and Rule 17 of the J&K Reservation Rules (2004-2005). Out of 293 total PG seats available in government medical colleges, only 78 seats were effectively available for pure Open Merit candidates this year.

“This has sent waves of despair among deserving students who worked hard to secure high ranks. How can a student with a rank of 90,000 get MD Radiology, while someone with rank 739 is denied a seat in the same branch?” questioned a student representative, as per news agency KNS.

The students also criticized Rule 17, describing it as “draconian and unique to J&K.” Under this rule, reserved category candidates securing a seat in OM can upgrade to higher specialties, but the vacated OM seat is reallocated to the reserved category instead of being returned to the OM pool.“This leads to a double advantage for reserved category candidates and further reduces the number of seats for OM candidates. No other state in India has such a policy,” another protesting student told Kns.

The students emphasized the importance of merit in specialty courses like MD/MS, arguing that these fields require high levels of competence to ensure quality healthcare. They highlighted that all MBBS students study under similar conditions, access the same resources, and are assessed equally, making merit-based selection a fair criterion.

Additionally, the students called for the implementation of a bond system for PG and DM courses in J&K, as practiced in other states. They believe this would encourage doctors to serve in underserved areas and address healthcare disparities in the region.

The protesting students have appealed to the J&K administration to restore the OM quota to a fair percentage, abolish Rule 17 to prevent double allocation of seats to reserved categories and  implement a mandatory bond system for PG and DM graduates.

These steps, the students argue, will uphold meritocracy and ensure equitable access to medical education, ultimately benefiting the healthcare system. (KNS)

School Education Department Announces Winter Vacations for Kashmir schools

School Education Department on Friday announced winter vacations in phased manner from December-10 and December-16 respectively for the winter zones of Kashmir division.

As per the order issued by Principal Secretary School Education Department Suresh Kumar Gupta, ” For students upto 5th standard, the vacations shall begin from December-10 to February-28 and in case of students from 6th standard to 12th standard, the vacation shall begin from December-16 to February-28-2025.

It is further ordered, “The teaching staff of Government High and Higher Secondary Schools shall remain available at respective Headquarters from 10th of February, 2025 onwards for preparatory arrangements for the ensuing Board Examinations of class 10th, 11th and 12th.”

II. All teachers shall remain available as required for any online guidance to students during vacation period.

III. Any default on the part of Heads of Institutions/Teaching staff in observance of the above schedule shall attract strict action under the Rules.
