Jammu Police Recovers ₹75 Lakh in Job Scam, Marks First BNSS Property Attachment in India

In a landmark action under the newly enacted Bharatiya Nagarik Suraksha Sanhita (BNSS), Jammu Police has successfully executed its first-ever property attachment in a high-profile job fraud case, resulting in the recovery and refund of ₹75 lakhs to victims.

This milestone reflects the victim-centric approach embodied in India’s new criminal justice reforms.

The case revolves around Harpreet Singh, a resident of Pallanwala, who posed as a Lieutenant Colonel in the Indian Army and defrauded multiple individuals by falsely promising them jobs in prestigious government institutions. The fraud came to light when Arun Sharma, a resident of Nagrota, filed a complaint on 6 November 2024, leading to the registration of FIR No. 293/2024 under relevant sections of the BNSS at Police Station Nagrota, Jammu. The accused was arrested the following day.

Investigation revealed that a sale agreement had been executed for a double-story duplex building in Channi Bheja, Tehsil Bahu Fort Jammu. Further financial probe found that a significant sum had been received by co-accused individuals from the main accused through online transactions and cash. The funds were identified as proceeds of crime collected from innocent victims.

Acting on a police plea, the Hon’ble Chief Judicial Magistrate, Jammu, passed an attachment order on 18 January 2025 under Section 107(5) BNSS, which was executed by Tehsildar Bahu. A 14-day show cause notice was issued to the accused to justify the source of funds, failing which the property was to be auctioned.

During court proceedings, based on the evidence presented by the Investigating Officer, the seller admitted to receiving a substantial amount from the accused and voluntarily agreed to refund it in phases. A disputed amount remains under trial.

The Hon’ble Court ruled that the attachment order shall remain in effect until the admitted amount is fully deposited. It also prohibited the seller from creating any third-party interest in the property. The SSP Jammu was directed to open a dedicated account for collecting and distributing the recovered funds among the verified victims.

Today, ₹75 lakhs was distributed equally among 17 victims through cheques. This marks the first instance in the Union Territory of J&K under the BNSS where defrauded money has been returned to victims, exemplifying the law’s focus on justice, accountability, and restitution.

The case was meticulously investigated by Inspector Parvez Sajad (SHO Nagrota), under the supervision of DySP Vinod Kundal (SDPO Nagrota), with overall oversight by SP Rural Brijesh Sharma and SSP Jammu Sh. Joginder Singh. Legal assistance was provided by Senior Prosecuting Officer Altaf Wahid, with financial expertise from Account Officer Kamal Bhagat.

This breakthrough demonstrates a strong legal and administrative resolve to tackle economic offences and restore public trust. It sets a crucial precedent for future enforcement under the BNSS and reflects the evolving framework of a more responsive and victim-oriented criminal justice system

Teenager Sahil Altaf Found Dead Under Mysterious Circumstances in Poonch’s Mandi Sector

A 14-year-old boy was found dead under mysterious circumstances at his home in the Mandi sector area of Poonch district on Sunday.

A police official told GNS that a 19-year-old boy, Sahil Altaf, son of Mohd Altaf, a resident of Khait Sawjian, was found dead under mysterious circumstances this morning.

A police team soon reached the spot and shifted the deceased to a hospital for medico-legal formalities.

Meanwhile, the police have registered a case and initiated an investigation.(GNS)

J&K Traffic Police Issues July 2 Advisory for Amarnath Yatra, NH-44 Movement and Alternate Routes

Jammu and Kashmir Traffic Police on Tuesday has issued a comprehensive traffic advisory for July 2, 2025, in view of the Shri Amarnath Ji Yatra and prevailing road conditions along the Jammu-Srinagar National Highway (NH-44).

Officials reported slow vehicular movement between June 30 and July 1 due to the breakdown of three heavy motor vehicles (HMVs) and restricted single-lane traffic at Nashri-Dalwas and Marog-Kishtwari Pather stretches.

ID Mandatory Post Cut-off Timings

Commuters from Reasi, Katra, Udhampur, Patnitop, Doda, and Ramban have been asked to carry valid photo identification to facilitate smooth movement after the cut-off timing from Jammu and Udhampur.

Daytime Travel Recommended

Passengers and light motor vehicle (LMV) operators have been advised to travel during daylight hours on the Jammu-Srinagar highway, particularly due to risks of shooting stones between Ramban and Banihal.

Guidelines for Goods and Perishable Carriers

Goods carriers transporting perishable items or livestock are advised to adhere to traffic advisories issued by the Traffic Police. Due to narrow lanes and poor road conditions in certain stretches, vehicles should be properly loaded, roadworthy, and fueled sufficiently for the journey.

Fruit growers and load carriers moving produce from the Valley to Jammu must ensure that vehicles are parked and loaded before 9:00 AM at designated points between NAVYUG Tunnel and Levdoora.

Dhar Road Access for Specific HMVs

Only HMVs with 6 or 10 tyres will be permitted to use the Dhar road route.

Traffic Plan for July 2

Subject to favorable weather and road conditions, SANJY convoys, LMVs, private cars, and passenger vehicles will be allowed from both directions on NH-44—Jammu to Srinagar and vice versa. However, movement of HMVs will continue on alternate days, and will be cleared only after coordination between Traffic Control Units (TCU) in Jammu, Srinagar, and Ramban.

Cut-off Timings for LMVs/Passenger Vehicles (July 2):

Nagrota (Jammu) to Srinagar: 6:00 AM to 12:00 PM

Jakheni (Udhampur) to Srinagar: 7:00 AM to 1:00 PM

Qazigund to Jammu: 11:30 AM to 2:00 PM

No vehicle will be allowed before or after the specified cut-off timings.

Heavy Motor Vehicles (HMVs)

HMVs will be allowed from Jakheni (Udhampur) towards Srinagar based on real-time traffic and weather conditions. No HMV will be allowed to move after 7:00 PM. Coordination will be ensured between TCU Udhampur and TCU Ramban.

To ensure smooth transit of essential goods, the UT administration has directed all fuel tankers, LPG carriers, FCI vehicles, and empty trucks up to 10 tyres to return to Jammu via the Mughal Road, not NH-44.

Updates on Alternate Routes:

Kishtwar-Sinthan-Anantnag Road (NH-244):

Subject to clearance from NHIDCL and good weather, LMVs and High Powered Small Vehicles (HPSVs) will be permitted from both directions between 8:00 AM and 4:00 PM (Parana to Anantnag) and 9:00 AM to 3:00 PM (Daksum to Kishtwar). No HMV, except designated HPSVs, will be permitted as per recent SDM orders.

Mughal Road:

With clearance from GREF, LMVs and private vehicles will be allowed in both directions on the Mughal Road. Local livestock-carrying HMVs (up to 6 tyres) will be permitted from Poonch to Shopian between 6:00 AM and 7:00 PM as per the District Magistrate’s order.

Pakistani National Mohammad Arib Ahmed Apprehended Along LoC in Rajouri’s Manjakote Sector

Security forces on Sunday apprehended a Pakistani national along the Line of Control (LoC) in the Manjakote area of Rajouri district, officials said.

According to officials, the Pakistani national, identified as 22-year-old Mohammad Arib Ahmed, was apprehended in a forward area in the Bhimber Gali sector.

“Presently, he is being questioned by the security forces,” they added.

In a similar incident last month, a Pakistani national was apprehended from the Line of Control (LoC) in the Poonch district of Jammu and Kashmir.

Another Pakistani national was detained by Border Security Force (BSF) troops after he illegally crossed the border in the Gurdaspur area of Punjab.

Deputy Chief Minister Surinder Choudhary on Tuesday said that the arrival of the Vande Bharat train in Srinagar marks the fulfillment of a long-awaited dream that even the ancestors of Jammu and Kashmir couldn’t see.

Speaking to reporters at Nowgam railway station after taking a ride in the Vande Bharat train alongside National Conference leader Dr. Farooq Abdullah, DyCM Surinder Choudhary called the moment historic and emotional.

“In the history of Jammu and Kashmir, there is a moment that our ancestors could not give,” he said. “But we are fortunate that the wishes of our ancestors have been fulfilled because the train started from Katra and reached Srinagar.”

He prayed that the train service would soon expand across the Kashmir. “We will pray that this train will reach many parts of Jammu and Kashmir and through this train, J&K will progress and reach heights we could not achieve in the last 75 years,” he said.

Choudhary also said the train would create new employment opportunities for youth and boost local industry. “With the arrival of this train, the employment of our children will increase, and industry will also grow,” he added.

Highlighting the importance of tourism for Kashmir, he said the train would help the Kashmir’s largest industry. “Tourism, our biggest industry, especially in Kashmir, will benefit. The train is safe, and unlike roads which get closed or air travel which is costly, this will be a cheap and reliable option.”

He also spoke about the emotional and cultural connection this development will create. “The poor who dream of seeing Kashmir will now be able to visit. They will experience the real Jammu and Kashmir, its brotherhood and unmatched hospitality,” he said.

“The world may see a different picture, but the people of Jammu and Kashmir are peace-loving,” he said. “They are still the people who live in a place where even the lion and the goat drink water together.”

“We’ve seen the train reach here, and now we pray that statehood will also return with it,” he added.

Ravinder Raina Condemns Pahalgam Terror Attack, Calls for Unity and Protection of Kashmiriyat

BJP National Executive Member and former J&K BJP President Ravinder Raina on Monday strongly condemned the April 22 terror attack in Pahalgam, calling it a direct assault on Kashmiriyat, humanity, and the spirit of India.

Speaking to Kashmir News Service (KNS) during his two-day visit to Pahalgam, Raina said, “Everyone living in Kashmir has benefitted from the peace and progress seen in the last ten years — in business, tourism, and education. But the enemies of Kashmir committed a heinous crime on April 22. It was not just a terror attack, it was an attack on Kashmir’s soul.”

He praised the people of Kashmir for their unity and sacrifice during the attack. “Local people put their lives at risk to save tourists. Adil Shah was martyred, and many others were injured. This is the real spirit of Kashmir, and we salute it,” Raina said.

He appealed to the people of India to stand united for the safety and prosperity of the nation and Jammu & Kashmir. “We must all work together to keep India and Jammu & Kashmir safe and strong. Kashmir belongs to all of us.”

Commenting on the demand for restoration of statehood to Jammu & Kashmir, Raina said, “Chief Minister Omar Abdullah has raised this matter in front of the Prime Minister.

A decision will be taken at the appropriate time. Right now, our collective responsibility is to focus on development, peace, and the well-being of the people.”

He emphasized that now that elections are over, political leaders from both the Union and J&K governments must work together. “The next four years must be dedicated to public service, solving people’s problems, and restoring Kashmir’s vibrant atmosphere.”

Referring to the public reaction to the April 22 attack, Raina said, “Tens of thousands of Kashmiris took to the streets carrying the national flag, raising their voices against terrorism. The world saw the patriotism of the people of Kashmir that day.”

Concluding his remarks from Pahalgam, he said, “This land is ours. Pahalgam is ours. Kashmir is ours. India is ours. Just as we take care of our homes, we must take care of Kashmir.”

He offered prayers at the shrine of Sufi saint Zain-ud-din Wali, seeking peace, prosperity, and unity for the people of Jammu & Kashmir, India, and the world. (KNS)

Minister Satish Sharma Inaugurates JKRTC Bus Service at Baba Nagri Shrine Ahead of 129th Urs

Minister for FCS&CA, Transport, IT, Youth Services and Sports, Satish Sharma, today visited the revered Baba Nagri Shrine Kangan, in Ganderbal district, on the eve of 129th annual Urs of Hazrat Mian Nizamud Din Kiyanvi (RA), where he paid obeisance and interacted with the local devotees and shrine management.

The Minister took stock of the facilities being made available to the pilgrims at the Shrine. He acknowledged the significant spiritual and cultural importance of Baba Nagri in the region.

As a major highlight of his visit, the Minister inaugurated a dedicated JKRTC bus service connecting Baba Nagri, Kangan to Rajouri via TRC Srinagar. The move was aimed at improving accessibility for the devotees from far-flung regions, especially in the Pir Panjal area.

The bus service has been made operational with the Jammu and Kashmir Road Transport Corporation (JKRTC) overseeing the logistics and route planning.
