In the interest of public safety, law and order, and data security, the District Administration Budgam has ordered a temporary suspension of all Virtual Private Network (VPN) services on mobile phones across Budgam district.

The directive was issued by the Dr. Bilal Mohi-ud-Din Bhat, District Magistrate of Budgam, under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
The decision was taken after inputs from the Senior Superintendent of Police Budgam, which reported unusually high and suspicious use of VPN services in different parts of the district.
According to the administration, such VPN usage could be misused for illegal and anti-national activities. These may include spreading unrest, sharing inflammatory content, and coordinating actions that could disturb public order. The authorities also noted that VPNs allow encrypted data transfer, hide IP addresses, bypass website restrictions, and may expose sensitive information to cyber security risks.
Keeping in view the prevailing situation and the need for immediate preventive steps, the District Magistrate said the restriction was necessary to protect public security and sensitive data.
As per the order, the Senior Superintendent of Police, Budgam, has been instructed to ensure strict implementation of the directive.
The District Administration has appealed to the public to cooperate with the authorities in the larger interest of peace, public order, and data security in Budgam district.
