Amit Shah Unveils National Cooperative Policy 2025, Aims for One Cooperative in Every Village

Union Home Minister and Minister of Cooperation Amit Shah on Thursday launched the National Cooperative Policy 2025 at the Atal Akshay Urja Bhawan in the national capital, laying out an ambitious roadmap for inclusive and sustainable rural development through the cooperative movement.

Addressing the gathering, Shah declared that the government was moving forward with the goal of establishing at least one cooperative in every village across India, emphasising the centrality of people and rural prosperity to the country’s future.


A Vision for Viksit Bharat 2047 Through Cooperation

“In 2002, when the first National Cooperative Policy was introduced, the BJP was in power. Now, again, it is a BJP government that is launching the second National Cooperative Policy,” Shah said. “This is not just a policy. It is a vision for a developed India by 2047, driven by the power of cooperation,” he added.

According to Shah, the core idea behind the new policy is that if India’s villages, farmers, women, Dalits, and tribal communities prosper, then the entire economic model of the nation becomes self-sustaining and resilient.


Policy Goals and Strategic Focus

The National Cooperative Policy 2025 is designed to:

  • Strengthen grassroots cooperative units
  • Make cooperatives professionally managed, transparent, and financially independent
  • Encourage participation from women, Dalits, tribals, and other marginalised communities
  • Create large-scale employment and livelihood opportunities in rural India
  • Modernise cooperatives in line with technological and economic changes
  • Promote self-reliance and inclusive growth as part of the “Viksit Bharat 2047” mission

From Policy to Action: A Grassroots Roadmap

The Ministry of Cooperation stated that the new policy aims to revive and modernise the cooperative sector by aligning it with the needs of a changing India shaped by globalisation and rapid technological advances.

“Over the last 20 years, our society and economy have transformed significantly. In this scenario, it was necessary to revisit and reshape our cooperative policy so that these institutions remain relevant, efficient, and empowering in today’s India,” read a statement from the ministry.

The first National Cooperative Policy, released in 2002, laid the foundation for better management and functioning of cooperative societies. The new policy builds upon that framework to enable future-ready cooperative institutions.


“People Are at the Centre of the Policy”

Highlighting the human-centric focus of the initiative, Shah said, “This policy was drafted keeping in mind that its central focus should be people — especially those from rural areas, small farmers, women, Dalits, and tribals.”

He further noted that the mission of the policy is to develop professional, technically equipped, transparent, responsible, and successful small cooperative units, which will serve as engines of local growth.


A Step Toward Rural Empowerment

Experts say that with India’s growing focus on self-reliance (Aatmanirbhar Bharat) and rural entrepreneurship, the cooperative sector could play a transformative role in bridging economic disparities, promoting local production, and generating rural employment.

The new policy is seen as a significant step in that direction — one that could help reshape the rural economy by giving communities ownership and control over their economic futures.
