SPOs, short for Special Police Officers, emerged as part of the extra-constitutional structures devised by the state’s policymakers during the gubernatorial regime of 1995. These individuals, often youth, are enlisted at the district level by SSPs (Senior Superintendents of Police) without a formal hire and fire policy in place. Despite being poorly equipped and donning khaki uniforms, they can be found performing a variety of roles, ranging from overseeing traffic on congested roads to playing a supportive role alongside soldiers in encounters. While they bear a visible resemblance to regular police officers, they lack the provision of leave.

1.The origin and purpose of SPOs were recently elucidated by the home ministry in response to a question posed in the state assembly. According to the ministry, the fundamental concept behind SPOs is to provide auxiliary assistance to law enforcement agencies in their efforts against terrorism. Additionally, the engagement of local youth as SPOs aims to involve the community in its own protection and to support the Jammu and Kashmir Police and security forces in combating the menace of militancy. This multifaceted role positions SPOs as integral components in the broader strategy to address security challenges in the region.
