NC and PDP Clash Over J&K Speaker’s Directive on Publicizing Legislative Notices

War of words has ensued between NC and PDP over Legislative Assembly Speaker Abdul Rahim Rather’s displeasure on the practice of MLAs giving undue publicity to notices submitted by them to the Legislative Assembly.

A day after former Chief Minister, Mehbooba Mufti, denounced Rather’s warning to MLAs stating that “informing the public about notices, questions, and resolutions in advance promotes accountability,” NC hit back at the PDP asking  Mehbooba Mufti to rather go through the Rules of Procedure and Conduct of Business in the House.

NC spokesman Imran Nabi Dar said in a post on X, “Before making uncouth remarks on J&K Assembly speaker, I would advise @MehboobaMufti to go through the rules of procedure and conduct of Business in J&K Assembly before trying to score brownie points over private members bill. This is question of sanctity and decorum of the House.”

Imran cited rules 368 of the Rules of Procedure and Conduct of Business in the House that “no member or any other person shall give publicity to any notice regarding business of the House before it is admitted by the Speaker and circulated to members.”

Earlier a communique issued by the Legislative Assembly said that according to parliamentary practice, usage and established convention and “prevalent rules of this House, it is improper to give unwarranted publicity to the notices of Questions, Bills, Resolutions and other similar matters connected with Business of the House.”

Reacting sharply over the directive, PDP chief, Mehboob Mufti, however said, “Many significant parliamentary bills, such as the recent Waqf Bill, are debated publicly for months. Regrettably, it appears that Rathar Sahab, a seasoned politician, is imposing a form of martial law while occupying a constitutional position.”

 JKPCC Chief Tariq Hameed Karra today asked BJP to explain whether the commitment to restore statehood was another Jumla of Modi government.

Addressing a largely attended workers convention of District Jammu rural at Muthi today Karra questioned the local BJP for its stand over the continued neglect of most popular demand of people of entire Jammu & Kashmir by the centre government and was it like several other jumlas of Modi government,which were never fulfilled.

Asserting that Congress would not rest till the centre government fulfills the commitment of statehood ,made on the floor of parliament,before the supreme Court and the people of J&K, during recent assembly elections also.Most surprising is the total silence of local BJP unit and party’s MLAs after getting huge mandate from people. Is it not a continued deceit of the centre over the most fundamental demand of general public and the right of people.

He said people are suffering in the absence of powers with the elected government and various sections like unemployed youth, daily wagers, contractual, adhoc, consolidated temporary & NHM employees, anganwadi workers, asha workers, spos etc are awaiting justice from the government.

He said Dogras are worst hit & most hurt by the loss of identity, status, dignity and the rights to protect their land, jobs and natural resources, which are being looted and taken over by influential outsiders besides invasion on their dogra culture, language and peaceful co- existence.

Karra said that Congress has a history of sacrifices before and after independence as it’s two prime ministers sacrificef lives while BJP has a legacy of ” Mafinama ” Party and today seeks certificate of nationalism from Congress. Our ideology and nation’s constitution is based on unity in diversity while BJP belives in division and communalism for vote bank politics.

Addressing the gathering Tara Chand talked of the role of Congress in uniting people and uplifting the downtrodden as a result the dalits occupied prime positions in the government and services due to reservation in the constitution while urging to safeguard the constitution.

He also expressed over rising crime in Jammu and incidents of loot,dacoity and other criminal activity besides drugs mafia,seeking check.

Raman Bhalla in his address referred to large scale development during the ten years of UPA rule and coalition government in the state but our identity and rights were snatched arbitrarily by the Modi government and now hoodwinking the people of Jammu Kashmir.

He said that Congress will continue to fight for this but our chief minister and NC should also vigorously take up the popular demand for early restoration of statehood.

BJP’s Jammu and Kashmir spokesman Altaf Thakur today strongly criticized the presence of Waleed Karra, son of MLA Tariq Hamid Karra, at a high-level government review meeting in Srinagar, calling it a “blatant example of political nepotism” and a “gross violation of democratic norms.”

Thakur questioned how an unelected individual was allowed to participate in an official meeting meant for elected representatives and senior bureaucrats. “How was Waleed Karra permitted to sit in a high-level review meeting? Who authorized his presence? Why did no one object to this clear breach of protocol?” he asked.

The BJP leader accused certain politicians in Jammu and Kashmir of treating governance as their “family fiefdom,” undermining transparency and accountability. He demanded an immediate clarification from the government and urged Chief Minister Omar Abdullah to take strict action.

“The people of Jammu and Kashmir deserve a transparent and accountable administration, not dynastic rule by proxy,” Thakur asserted, warning that such incidents erode public trust and make a mockery of governance.

Taking a cue from Union Minister Kiran Rijiju’s recent statement, which refused to provide a timeline for the restoration of statehood to Jammu and Kashmir, JKPCC President Tariq Hameed Karra today launched a sharp attack on the Modi government at the Centre. Karra said Rijiju’s remarks sent a clear message that the government is not ready to consider granting statehood to Jammu and Kashmir in the near future.

Expressing his frustration, Karra condemned the BJP-led government for its repeated betrayals, despite assurances made on multiple occasions about restoring statehood. He pointed out that the Centre had committed to granting early statehood on the floor of Parliament, before the Hon’ble Supreme Court, and in several public rallies by Prime Minister Narendra Modi and Home Minister Amit Shah. Karra stated that Rijiju’s statement was a direct reflection of the Centre’s intentions to backtrack on these promises.

Karra, who is currently leading a campaign across Jammu Province under the party’s mission “Hamari Riyasat, Hamara Haq” for the restoration of statehood, called on the people to prepare for a fight to reclaim their identity, dignity, status, and rights as a state. He addressed a large gathering of Congress workers in Doongi, Rajouri district, where he was joined by senior leaders including Working President Raman Bhalla, MLA Iftikhar Ahmed, District President and former Minister Shabir Ahmed Khan, DDC Rajouri Sain Abdul Rashid, and others.

During his speech, Karra highlighted the developmental work carried out by the UPA government in the region, such as the establishment of a medical college, several degree colleges, ITIs, and sports stadiums, along with infrastructure projects in health and education. He criticized the BJP-led government for neglecting the Rajouri-Poonch border belt over the past ten years, particularly in terms of connectivity, healthcare, and educational infrastructure.

Karra also referenced the abandoned railway project initiated by Rahul Gandhi in 2012, which had a proposed cost of ₹13,608 crore. He condemned the closure and merging of hundreds of schools and highlighted the issue of growing unemployment, pointing out that daily wagers, ad-hoc, and temporary employees across all government departments continue to suffer. He criticized the halt in recruitment, the cessation of teacher appointments, and the shift in army recruitment to the Agniveer scheme, all contributing to the region’s high unemployment rate.

Karra appreciated the efforts of local MLA Iftikhar Ahmed in serving the people and assured them that he would raise their demand for a new tehsil in the area.

In his speech, Working President Raman Bhalla strongly criticized the BJP for maintaining control of powers in Jammu and Kashmir through the Lieutenant Governor, despite the existence of elected representatives. He argued that the government’s failure to restore statehood and empower the people had led to frustration among the youth, increasing unemployment, and a spike in drug abuse. Bhalla also spoke about the unprecedented price hikes and burdensome taxes faced by the public.

Bhalla further referred to the government’s betrayal of the PoJK refugees, whose one-time settlement package, recommended by Congress in 2014, had been significantly reduced by the BJP government.

MLA Iftikhar Ahmed raised concerns about local issues, including the demand for tehsil status, water and power shortages, rationing problems, and high unemployment rates. He called on the government to address these pressing issues.

DCC President Shabir Ahmed Khan highlighted the neglect of the Rajouri-Poonch region by the BJP, particularly in terms of the abandoned railway project and stalled road and electricity infrastructure projects.

The rally attendees raised slogans demanding the restoration of statehood and voiced their support for Congress’s campaign of “Jai Bapu, Hai Bhim, and Jai Samvidhan.” Several prominent leaders, including Shakeel Mir, Sajad Tariq, Vijay Sharma, Bittu Shah, Amit Sayal, Sushil Sharma, Suraj Langeh, Balkrishan, Rajinder Singh, Vipin Kumar, Deeraj Sharma, Sat Pal Sharma, and Ravinder Chouhan, also attended the event and voiced their concerns.

Jammu and Kashmir People’s Democratic Party (PDP) Chief Mehbooba Mufti on Saturday expressed displeasure over termination of three government employees from their services.

In a post on X, Mehbooba Mufti wrote, “Arbitrary & summary dismissals of government employees has become a daily occurrence since 2019.”“What is perhaps most surprising & puzzling is that it continues unabated despite an elected government in power that had promised to put an end to such practices once in office.” she added.

“People had pinned their hopes on the new government expecting at least some relief through vigorous advocacy of these issues with the LG.” Mehbooba Mufti wrote in a post.

BJP’s national executive member Ravinder Raina on Thursday dismissed PDP president Mehbooba Mufti’s statement on the national party as “irresponsible and condemnable” and demanded an apology from her.
Addressing the PDP workers at the launch of her party’s membership drive here, Mehbooba termed the problem of Jammu and Kashmir as an “incurable disease” and said the BJP seemed not interested in its resolution like the Pakistani military leadership to polarize the situation for votes in the country.
“Her statement is irresponsible, highly condemnable and controversial. It looks she has started toeing the line of separatism to mislead the masses and regain the lost political turf,” Raina told PTI, reacting to Mehbooba’s statement.
Raina, a former president of BJP’s J&K unit, accused the former chief minister of “speaking the language of anti-nationals and having her sympathies for them”.
“Her statement is akin of supporting terrorism and separatism. She should remember that Narendra Modi is the prime minister, Amit Shah is home minister of the country and under their leadership no anti-national activity, terrorism, separatism or naxalism will be allowed,” he said.
The BJP leader said Pakistan-sponsored terrorism has wreaked havoc in Jammu and Kashmir over the past three decades, claiming thousands of innocent lives.
“Security forces are sacrificing their lives for the country. The terrorists are not friends of anyone as they are enemies of people and the peaceful atmosphere. They will not be spared She should seek an apology for her statement,” he said.

Jammu Kashmir People’s Democratic Party Chief Mehbooba Mufti today criticised government for Suspending two PSO’s of Party leader Iltija Mufti.

In a post on X, Mehbooba Mufti wrote, “Ironic and unfair that Iltija’s two PSOs have been suspended for no fault of their own. They were punished simply because Iltija managed to reach Kathua despite being confined to her home like a criminal.”

“Meanwhile, there has been no reported action against those responsible for the deaths of Waseem Mir in Sopore or Makhan Din in Bilawar.”she added .

Hurriyat Conference chairman Mirwaiz Umar Farooq on Sunday expressed deep concern over media reports regarding the deteriorating health of incarcerated political leader Engineer Rashid, who has now been shifted to a hospital.

He also condemned the reported decision of Tihar Jail authorities to arbitrarily withdraw phone call and video meeting (e-mulaqat) facilities for political prisoners in the custody of the National Investigation Agency (NIA), calling it a distressing development.

In a post on Social media, Mirwaiz wrote, “Concerned by media reports of deteriorating health of Engineer Rashid, now shifted to hospital . Also the news report that Tihar jail authorities have arbitrarily withdrawn phone call and e-mulaqat facilities( video call) to political prisoners in custody of NIA , is very distressing . Besides reports of health condition of many political prisoners especially the elderly in jails is a matter that worries not just their families but all people. The policy of severity in dealing with Kashmiris is a zero sum game.”

“Once again urge the Government of India to release all political prisoners including the leadership,lawyers, civil society members, media personnel and youth and at least while they are in jails to respect and restore their rights as per the law”, he said.

He said, “Also it is the responsibility of the elected government in J&K to honour its commitment in its manifesto and work for the release and relief of these prisoners.”

CPI(M) Leader Tarigami Urges Authorities to Ensure Proper Medical Care for Er Rashid Amid Health Concerns

CPI (M) leader Tarigami on Saturday said that authorities should ensure Er Rashid’s health does not deteriorate after he was reportedly shifted to a hospital following his hunger strike.

In a statement Tarigami said that Er Rashid is a public representative, representing a parliamentary constituency, and his case should be handled fairly and given a just trial.

“Until the court reaches a conclusion on his bail plea, we urge the authorities to ensure he receives proper medical care. We are deeply concerned about his health after being shifted to the hospital,” CPI(M) leader said.

He added that a fair trial, bail consideration, and other legal rights are entitlements of every undertrial.

The CPI(M) leader also reiterated that every jailed individual deserves to be heard and that justice should not be delayed. He further added that, according to their families, the health of other Kashmiri detainees has also been deteriorating. He said that they too deserve a fair trial and urged the authorities to ensure proper care for their health—(KNO)
