A motorcyclist lost his life in a road accident at Nowgam area of Srinagar on Tuesday evening.

An official told that a man hailing from south Kashmir’s Kulgam was critically injured after being hit by a vehicle in Taingan Nowgam.

He said that he was immediately rushed to Ujala Cygnus Hospital for treatment. However, he succumbed to his injuries.He was identified as Salman Ahmad Malik, son of Mohammad Iqbal Malik.

Meanwhile, cognizance of the incident has been taken while an investigation has been initiated in this regard—(KNO)

J&K Government Dismisses Irrigation Employee Gulzar Ahmad Dar for Involvement in Drug Trafficking

The Jammu and Kashmir government on Wednesday sacked an employee of Irrigation division, Shopian over his involvement in narcotics trafficking.

According to an order, Gulzar Ahmad Dar, Jamadar, Irrigation Division Shopian has been dismissed from service in connection with Narcotic Drugs and Psychotropic Substance (NDPS) case in FIR No. 21/2023 u/s 8/15 NDPS.

The order states that 9.9 kg poppy straw was recovered from in 2023 and subsequently he was placed under suspension that year.

It added that further inquiry was initiated against the accused which established that he was involved in narcotics trade and deems to be terminated from service.The order stated that the accused is also disqualified from any future employment with the government—(KNO)

Srinagar Police Conduct Raids in UAPA Cases Targeting Banned Organizations

Srinagar Police conducted extensive searches at multiple locations in Srinagar and Sopore as part of ongoing investigations into cases registered under the Unlawful Activities (Prevention) Act (UAPA). The cases pertain to banned organizations, including Jammu and Kashmir Muslim Conference (Bhat Group), Jammu and Kashmir Muslim League (Masrat Alam Group), and Jammu and Kashmir Democratic Freedom Party (Shabir Shah Group).

The searches were carried out in connection with suspected members of these proscribed organizations and in furtherance of investigations in the following cases:

•FIR No. 15/2024 under Sections 10, 13 of the UAPA and Sections 121, 121A of the IPC at Police Station Rajbagh, Srinagar.

•FIR No. 04/2024 under Sections 10, 13 of the UAPA at Police Station Saddar.

•FIR No. 03/2024 under Sections 10, 13 of the UAPA at Police Station Shaheed Gunj.

The raids were conducted at the residences of Professor Abdul Gani Bhat, son of Habibullah Bhat, located in Bhat Mohalla, Botingoo, Sopore, and simultaneously at his Srinagar residence in Wazir Bagh, Rajbagh.

A search was also carried out at the residence of Shabir Ahmad Shah in connection with FIR No. 04/2024.

In connection with FIR No. 03/2024, searches were conducted at seven locations across Srinagar, targeting individuals suspected of involvement in unlawful activities:Masrat Alam Bhat, son of Abdul Majeed – Zaindar Mohalla, Habba Kadal

2.Mushtaq Ahmad Bhat (alias Gugga), son of Ghulam Qadir – Batmaloo

3.Ghulam Nabi Wagay, son of Abdul Salam – Khanyar

4.Feroz Ahmad Khan, son of Abdul Gani – Khanyar

5.Mohammad Nazir Khan, son of Abdul Gaffar – Koolipora, Khanyar

6.Hakeem Abdul Rashid, son of Ghulam Rasool – Botakadal, Lal Bazar

7.Javaid Ahmad Munshi (alias Bilpapa), son of Ghulam Ahmad – Methan, Chanpora

The searches were conducted after obtaining search warrants from the Hon’ble Special Judge designated under the NIA Act in Srinagar. In accordance with legal procedures , all searches were carried out in the presence of an Executive Magistrate and independent witnesses.

The investigation aims to dismantle the remnants of the secessionist and terrorist ecosystem in Jammu and Kashmir by identifying and taking legal action against individuals engaged in such activities.

Bharat Jain, a man from Mumbai, India, is considered one of the richest beggars in the world. According to a report by India.com, Jain has accumulated a fortune of INR 7.5 crore (approximately $900,000) through begging. He also owns two flats worth INR 1.5 crore and runs a stationery shop.

Despite opposition from his family, Jain refuses to give up begging, believing it to be more profitable than many regular jobs. He revealed that some people choose to beg because they earn more money than they would in ordinary employment.

Begging as a Lucrative Profession

Jain is often seen begging in Mumbai’s Chhatrapati Shivaji Maharaj Terminus and Azad Maidan. Over the years, he has earned enough money to invest in real estate and businesses.

Born into a poor family, Jain was unable to afford an education due to extreme poverty. To survive, he started begging at a young age. For the past 40 years, he has spent 10 to 12 hours a day begging, earning around INR 2,000 to 2,500 daily. This translates to a monthly income of INR 60,000 to 75,000, which is higher than many salaried jobs in India.

Wealth Beyond Begging

Despite being a beggar, Jain has purchased flats where he lives with his wife, two sons, father, and brother. He also owns two shops in Thane, generating an additional INR 30,000 per month.

Thanks to his financial success, Jain’s children have studied in expensive convent schools. When asked why he does not quit begging, Jain replied, “I enjoy begging and will continue doing it.”

Charity and Other Wealthy Beggars in India

In an interview with The Economic Times, Jain revealed that he regularly donates to temples and charities. Interestingly, he is not the only millionaire beggar in India.

According to The Enterprise World, other wealthy beggars include:

  • Laxmi Das from Kolkata, who has a net worth of INR 1 crore.
  • Krishna Kumar Gite from Nalasopara, who owns a room worth INR 7 lakh, where he lives with his brother.

India’s Begging Population

India has over 400,000 beggars, with West Bengal having the highest number (81,000), followed by Uttar Pradesh and Andhra Pradesh.

Hurriyat Confrence Leader Shahid Saleem Rejects Separatism, Declares Loyalty to India

Declaring his unwavering allegiance to India and its constitution, ex Hurriyat Conference leader and Jammu and Kashmir People’s Movement (JKPM) chairperson Shahid Saleem on Tuesday announced that he was distancing himself and his organisation from the separatist ideologies.
Saleem’s recent declaration marks a significant break from his past associations with the divisive forces in Jammu and Kashmir.
“I, Shahid Saleem, Chairman JKPM, do hereby solemnly declare. My organization as well as I have no connection or affiliation with either APHC(G) or APHC (A) or any of their constituents or any other entity pursuing separatist or similar such agenda,” Saleem wrote in his media note.
Saleem, in his communication, expressed his discontent with the All Parties Hurriyat Conference (APHC) as the organisation “has not been able to address the legitimate aspirations and grievances of the people of Jammu and Kashmir”.

“My organization and I do not have any inclination or sympathy for the ideology of APHC, which has not been able to address the legitimate aspirations and grievances of people of Jammu and Kashmir,” he said in the notice.
The JKPM leader also issued a legal warning against anyone who might attempt to associate his name or that of his organisation with the separatist factions.

Saleem warned that any use of his name or that of his organisation with the APHC of either of its factions or constituents or any other entity pursuing separatist or similar such agenda will be liable to legal action.
Union home minister Amit Shah on Tuesday hailed Shahid Saleem’s decision to break away from separatism in Jammu and Kashmir, calling it a “significant victory” for Prime Minister Narendra Modi’s vision of a peaceful and united India.

The home minister announced that the Democratic Political Movement had also cut ties with separatism.

“Separatism has become history in Kashmir. The unifying policies of the Modi government have tossed separatism out of J&K. Two organizations associated with the Hurriyat have announced the severing of all ties with separatism,” Shah expressed his views through his ‘X’ handle.

Delhi High Court Reserves Order on Engineer Rashid’s Plea to Attend Parliament in Custody

The Delhi High Court on Tuesday reserved an order on the Baramulla MP Engineer Rashid’s plea seeking permission to attend the ongoing Parliament session in custody. He sought permission to attend the parliament session in custody.

A division bench of justices Chandra Dhari Singh and Anup Jairam Bhambhani reserved the order after hearing the submissions of counsel for Engineer Rashid and the National Investigation Agency (NIA).

The bench said, ” We will pass an order.”

Senior advocate N Hariharan and advocate Vikhyat Oberoi appeared for Abdul Rashid Sheikh (also known as Engineer Rashid) and argued that I am asking for permission to attend Parliament Session.

“Earlier I (Engineer Rashid) was granted custody parole by the single judge bench,” the counsel argued.

The NIA opposed the plea and submitted that there were serious charges against the petitioner.

Senior advocates argued that serious conditions can be imposed. NIA said that once you enter the parliament court conditions would not apply. What happenes If he makes a speech there, NIA asked.

The counsel for the petitioner submitted that the petitioner was allowed to campaign for the elections despite facing charges at the time also. It was further submitted that Engineer Rashid was allowed to take oath in parliament.

“My (Engineer Rashid) allegiance to this country is beyond any doubt. I was granted interim bail for the campaign, not opposed,” the counsel argued.
While opposing the plea, NIA said that there was a Violation of the jail rule, he was found with the mobile phone. He can borrow anyone’s phone and can contact anybody from Parliament. He is not in the custody once he enters the parliament.

“No fundamental right to attend the parliament. The plea should be rejected on merit,” ASG Rajkumar Bhaskar Thakare submitted.
At this point, Justice Bhambhani said, “He (Petitioner) was allowed to attend the parliament. People in custody are allowed to attend weddings, and perform the cremation ceremony.”

NIA submitted that those reliefs are on humanitarian grounds. What if the accused faces anti-national charges, and makes a statement, once damage is done, it is done.

Senior advocate argued that,”I (Engineer Rashid) am not asking for bail, send me in custody. I’m not asking for interim bail.”

Justice Chandra Dhari Singh said, ” Once he enters parliament, the custody is gone.”

“My custody can be ensured through the speaker,” the senior counsel argued .”Do we have the power to direct the speaker,” the bench asked.

“Yes, my lord, you did this,” senior advocate submitted.

On the other hand, NIA submitted that there are allegations against Rashid of collecting funds for terrorist activities in India. He has no right to attend the parliament.

Justice Bhambhani said, ” You are asking us to ignore the fact that he is an elected representative. There is a provision for going out of jail in custody. What is the conflict, where is it?”

“Please don’t undermine the power of speaker and Lok sabha secretariat to control,” Justice Bhambhani said.

At this point, Justice Chandra Dhari Singh said to counsel for the petitioner, ” 43 D coming in your way, therefore you are not pressing for interim bail or custody parole.”

Justice Bhambhani asked the ASG Thakare if Security officials in plain clothes can be sent to parliament?

The ASG submitted that Special permission from the secretary general of Lok Sabha secretariat will be required to allow one personnel with him.

Engineer Rashid’s plea for custody parole to attend the parliament was rejected by the special NIA court on March 10.

Terrorists likely fleeing from the encounter site in Sanyal, Hiranagar area of Kathua have left behind arms, ammunition, and other belongings.

Reliable sources told news agency JKNS that among the recovered items are four rifle magazines, four ID packs, bulletproof jackets, multiple pairs of shoes, sleeping bags, and tracksuits.

Security forces are combing the area to track the fleeing terrorists and are examining the recovered material as part of the ongoing investigation.

The encounter had earlier resulted into the injuring of 7-year-old girl, while sources indicated that 4-5 heavily armed terrorists were initially believed to be trapped in the cordon.

Cyber Police Srinagar Cracks Down on Social Media Misuse, Detains Individuals for Promoting Terrorism

Cyber Police Srinagar has initiated legal action against the misuse of social media platforms for glorifying terrorism, radicalizing youth, and spreading anti-national propaganda online.

During cyber surveillance and patrolling, 08 individuals operating adverse social media handles were identified for posting content that promoted terrorism and extremist ideologies. Following the investigations, all 08 were detained for questioning.

Security proceedings have been initiated against the following 04 individuals:
•Sajad Ahmad Lone, S/o Bashir Ahmad Lone, R/o Herpora Parigam, Kulgam
•Zuhaib Zahoor, S/o Zahoor Ahmad, R/o Brein Nishat, Srinagar
•Abrar Mushtaq, S/o Mushtaq Ahmad Bhat, R/o Nawabazar, Srinagar
•Farhad Rasool, S/o Gh. Rasool Bhat, R/o Check Dara, Harwan, Srinagar

Moreover, 04 juveniles involved in similar activities were counseled and handed over to their parents after proper counseling.They will remain under close surveillance.

Cyber Police Srinagar is actively monitoring social media platforms to identify individuals engaged in spreading extremist content, inciting violence, or attempting to disrupt public order. Any attempt to glorify terrorism, promote secessionist ideologies, or spread misinformation against national integrity will be dealt with strictly under the law.

J&K Govt Spent ₹1.23 Crore on VIP Travel, ₹3.77 Crore on TA/DA in 2024-25

Meanwhile, Rs 3.77 crore were claimed as Travel Allowance (TA) and Dearness Allowance (DA) by the officers of J&K officers within or outside J&K.

Rs 4.17 lakh were claimed as TA and DA against foreign visits by them Chief Minister Omar Abdullah shared this information with the Members of the Legislative Assembly (MLAs).

“The expenditure incurred on account of VIP visits to J&K is following the established protocols and the imperative need to ensure the smooth conduct of such visits,” the CM said responding to the details sought by Awami Ittehal Party (AIP) MLA Sheikh Khursheed.

CM Omar said that the visits of VIPs “play a crucial role in governance and policy implementation, and bring the policymakers and decision-makers at the highest levels face to face with the people and the region.”

“Such visits often focus on developmental projects, security assessments and addressing the concerns of the local population. The expenditure facilitates these essential activities and reflects the government’s commitment to responsive governance,” he said.

Emphasising the importance of security protocols, the CM said that the provision of adequate security was a non-negotiable necessity.He said that the movement of VIPs required heightened security arrangements to safeguard both the dignitaries and the people.

“Deploying security convoys, ensuring secure travel and meeting operational requirements is mandatory. These measures are taken in coordination with law enforcement agencies under strict administrative oversight,” CM Omar told AIP MLA Sheikh Khursheed, who had sought details about the “excessive and unwarranted expenditure incurred on VIP security and accommodation and travel imposing an undue financial burden on the state exchequer.”

Asserting that all expenditures are incurred following established financial rules and are subject to multi-tier scrutiny, he said, “The total expenditure of Rs 1,23,12,245 during the financial year 2024-25, incurred on travel and accommodation is well within the sanctioned budgetary allocation and each expense is accounted for, and periodic audits ensure transparency and fiscal discipline.”

According to the CM, all such expenses are “subject to rigorous oversight and committed to balancing fiscal prudence with the imperative of delivering effective governance.”

Separately, responding to BJP MLA Vikram Randhawa, he said that the officers of 47 J&K departments had claimed Rs 3,77,13,505 as TA and DA within and outside J&K while Rs 4,17,168 were claimed by them on foreign visits.

The amount of Rs 4.17 lakh was claimed by the officers of the Agriculture Department (Rs 2,91,583) and Social Welfare Department (Rs 1,25,585).
