Ruhullah Rejects Agha Mehmood’s Claim, Says His Loyalty Lies With Conscience Not Party in Budgam Campaign Row

Aga Ruhullah

Hours after National Conference candidate for Budgam Assembly constituency Agha Syed Mehmood expressed confidence that Aga Syed Ruhullah Mehdi would join the party’s election campaign, Ruhullah distanced himself, asserting that his allegiance lies with his “conscience and principles.”

While filing his nomination, Agha Mehmood told reporters that Ruhullah had no reason to remain detached from the campaign.

“It’s the National Conference that made him what he is today. His role is important. I believe he will definitely come forward,” Mehmood said. He added that he is in regular contact with Ruhullah. “Politics aside, he’s like my own son. We have been continuously talking to each other,” he said.

He further said Ruhullah’s past statements were aligned with party positions. “What he talks about are not his personal matters but the issues of the party. Whether it’s Article 370, Article 35A or reservation, these are National Conference issues,” he maintained.

According to him, there was “no reason” for the Srinagar MP to stay away from campaigning.

Ruhullah issued a pointed response through a post on X. “My loyalty is to my conscience and principles. While I hold respect for my elders in my family, I request them not to belittle my fight (our fight). If they can’t comprehend it and be part of it, at least don’t drag me and my struggle to this level,” he wrote.

Speaking to KNS, the Srinagar MP said that he would “strictly not be part of the campaigning” as the party has yet to fulfil the promises it made.

He also denied Agha Mehmood’s assertion of being in contact, saying he was not taken into confidence during any deliberations regarding the Budgam bypoll.

The Budgam seat, a traditional NC bastion, is expected to witness a closely watched contest.(KNS)

According to a statement issued here, The ED Srinagar Zonal Office, has filed a Prosecution Complaint before the Hon’ble Special Court (PMLA), Srinagar, against Ghulam Mohammad Bhat, then Chief Engineer, Public Health Engineering Department (PHED), Kashmir, along with four others — Rajinish Pal, Mohammad Amin Wani, Nisar Ahmad Bhat, and Imran Baba, Partner in M/s Baba Enterprises — under the provisions of the Prevention of Money Laundering Act (PMLA), 2002.

The complaint follows an investigation initiated on the basis of an FIR registered by the Anti-Corruption Bureau (ACB), Srinagar, against the accused officials for misappropriation of Government funds.

ED’s probe revealed that the accused officials, in criminal conspiracy with M/s Baba Enterprises, misappropriated Government funds during procurement of spare parts for water filtration plants, causing wrongful loss to the public exchequer.

The investigation established that tenders were awarded to M/s Baba Enterprises without following due procedure, and separate tenders were not floated for additional procurement worth ₹2.30 crore. Security deposits and earnest money deposits were also not collected as per norms, and the total deposits were taken as ₹7 lakh only instead of ₹1.43 lakh each.

It was further revealed that M/s Baba Enterprises received ₹3.54 crore from PHED but paid only ₹1.55 crore to the original supplier, M/s Industrial Devices (India) Pvt. Ltd., New Delhi, while diverting the remaining ₹1.56 crore for the purchase of immovable properties in Srinagar — including 18 marla land in Barinambal and 27.5 marla land in Hyderpora.

ED has attached immovable properties worth ₹1.56 crore, and further investigation is in progress.

Understanding the Darbar Move: Jammu and Kashmir’s Unique Administrative Tradition

Darbar Move

How It Works

Under this system, the Civil Secretariat and many other government departments work from Srinagar during the summer months and from Jammu during the winter. The move covers a distance of around 300 kilometres, as thousands of officials, files, and records are transported between the two cities each year.

This process usually takes several weeks and involves the relocation of both employees and their families. Despite the effort and cost, it has been a symbol of administrative balance and regional unity in the state.

Historical Background

The Darbar Move began in 1872 during the rule of Maharaja Ranbir Singh, the Dogra ruler of Jammu and Kashmir. At that time, the decision was mainly due to climate conditions.

  • Srinagar’s winters were too harsh for officials to work comfortably.
  • Jammu’s summers were extremely hot.

By moving the offices twice a year, the Maharaja ensured smooth governance in both regions and also kept equal importance for Jammu and Kashmir.

Symbol of Unity

Beyond its practical reasons, the Darbar Move has always carried a deep symbolic meaning. It represents the connection between the two regions, showing that neither Jammu nor Kashmir is left out of power and attention. The movement of the administration brings a sense of inclusion to people in both cities.

For many, the practice also reflects the heritage and shared identity of Jammu and Kashmir — blending the warmth of Jammu with the beauty of Kashmir under one administration.

Costs and Challenges

The Darbar Move is not an easy task. It requires huge expenses every year for transport, accommodation, and logistics. Files, furniture, and other materials are carried in long convoys, while security arrangements are made throughout the journey.
Critics often describe it as time-consuming and expensive, but supporters see it as a necessary bond that holds the two regions together.

An Enduring Legacy

Even with changing times and modern systems, the Darbar Move remains an important part of Jammu and Kashmir’s history. It reminds people of the days when rulers valued both sides of the state equally and tried to bring them together through a single administration.

For over a century, the Darbar Move has stood as a living tradition of balance, unity, and continuity — linking the people of Jammu and Kashmir beyond the seasons and across generations.
