J&K Govt Transfers Dheeraj Gupta, Other IAS Officers

The Jammu and Kashmir Government has ordered transfer and posting for senior Indian Administrative Service (IAS) officers in a bid to streamline administration.

According to the order, Dheeraj Gupta, IAS (AGMUT: 1993), currently serving as Financial Commissioner (Additional Chief Secretary) in the Department of Forest, Ecology and Environment, is transferred and posted as Additional Chief Secretary to the Chief Minister with immediate effect.

Shailendra Kumar, IAS (AGMUT: 1995), who is presently the Principal Secretary to the Government in the Agriculture Production Department, will also hold the additional charge of Administrative Secretary for the Department of Forest, Ecology and Environment until further notice.

Santosh D. Vaidya, IAS (AGMUT: 1998), serving as Principal Secretary to the Government in the Finance Department, will take on the additional responsibility of Administrative Secretary for the Information Technology Department, in addition to his current duties, until further orders.(KNS).

National Conference is not limited to a single community, Appoints Hindu Deputy CM from Jammu: Omar Abdullah

Jammu and Kashmir Chief Minister Omar Abdullah emphasized that the National Conference (NC) is not limited to a single community, stating, “Everyone said that the National Conference was a party of Muslims, that it was an organization for Kashmiris, and that Jammu would have no place. But we made a Deputy CM who is from Jammu and is Hindu. Now what will those people say?”

He also reassured the public that his government will work for all, adding, “From day one, I had said that this government would be for everyone. If we serve, we will serve all the people of Jammu and Kashmir,” he said in Jammu party office while addressing supportors during his maiden visit after becoming Chief Minister.

Abdullah acknowledged the tough challenges his party faced over the past decade, stating, “In the last 8-10 years, there wasn’t just an attempt to weaken this party but to completely destroy it.

” Despite these difficulties, he praised the resilience of party members, saying, “Our comrades were threatened, intimidated, and some were lured, but the leaders of the party remained steadfast and did not let these conspiracies succeed.”

He concluded with a message of unity and commitment to the people, noting, “This organization has faced all kinds of storms… I salute the people for how they used their votes.” Abdullah also thanked independent candidates who joined his government without conditions, stating, “The independent MLAs who won joined us without any conditions. They only said that the problems of the people must be solved.” (KNS)

Cabinet passes resolution for restoration of Statehood for J&K

The Jammu and Kashmir Cabinet has passed a resolution urging Union Government to restore the statehood of Jammu and Kashmir.

The Cabinet which met under the chairmanship of Omar Abdullah, Chief Minister of Jammu and Kashmir on Thursday passed a unanimous resolution for restoration of statehood in its original form.

The restoration of statehood will be a beginning of a healing process, reclaiming the constitutional rights and protecting identity of people of Jammu and Kashmir.

The Cabinet has authorised the Chief Minister to take up the matter with the Prime Minister and Government of India for restoration of statehood.Protection of Jammu and Kashmir’s unique identity and constitutional rights of people remains the cornerstone of the newly elected government’s policy.

An official spokesperson said that the Chief Minister would be proceeding to New Delhi in coming days to meet the Prime Minister and Union Ministers in this regard.

The Cabinet also decided summoning of the Legislative Assembly at Srinagar on 4th of November 2024 and advised Lieutenant Governor to summon and address the Legislative Assembly.

The draft address of the Lieutenant Governor to the Legislative Assembly at the commencement of the first session was also placed before the Council of Ministers which the Council decided shall be further considered and discussed.

The Council also made recommendation to the LG for appointment of Mubarik Gul as Protem Speaker who will administer oath to the elected members of the Legislative Assembly on 21st October 2024. Meanwhile, Lieutenant Governor subsequently has issued the order of appointing Mubarik Gul as Protem Speaker till the election of the Speaker is held.(KNS)

LG Administers Oath to Mubarak Gul as Protem Speaker of J&K Assembly

The Lieutenant Governor Manoj Sinha on Saturday administered oath of office to senior National Conference leader Mubarak Gul, who won the assembly election from Eidgah constituency, as pro-tem speaker of the Jammu and Kashmir assembly

Mubarak Gul was administered the oath of office during a ceremony at Raj Bhawan.

Chief minister Omar Abdullah, deputy chief minister Surinder Choudhary, cabinet ministers including Sakina Yatoo, Javed Dar, Javed Rana, and Satish Sharma, chief secretary Atal Dulloo and adviser to chief minister Nasir Aslam Wani were also present on the occasion.

Gul was appointed as pro-tem speaker of Jammu and Kashmir assembly on Friday. He will administer oath to newly elected member of Jammu and Kashmir assembly on October 21 at 2 pm—(KNO)

“Terrorists will be punished for their crimes”, says J&K BJP Chief on killing of labourer in South Kashmir

After a Bihar migrant labourer was killed by terrorists in Kashmir’s Shopian district, Jammu Kashmir BJP President Ravinder Raina said on Saturday that the perpetrators behind the “crime” will soon be punished and Indian Army and J-K police are searching the area.

Raina told ANI, “This is a very sad news from Shopian. Cowardly Pakistani terrorists killed Ashok Chauhan, a laborer from Bihar. This is a very big crime. The entire area has been cordoned off by the Indian Army and J-K police and a search operation has been started. The terrorists will soon be punished for their crimes. Some people do not want peace to be established in the region.”

“The entire nation stands with the entire family of Ashok Chauhan in this hour of crisis,” he added.
Ashok Chauhan, a migrant labourer from Bihar was found dead with bullet injuries on Friday in Shopian district.

Jammu and Kashmir Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah on Saturday condemned the killing of a migrant labourer in the Shopian district of Kashmir.

In a post on X, LG Manoj Sinha said, “I strongly condemn the brutal killing of a vendor Ashok Chauhan in Shopian by cowardly terrorists. The entire nation stands shoulder to shoulder with his family. Our security forces are determined to hunt down the culprits and bring them to justice.”
“My thoughts are with his family members and friends in this time of grief. I have directed the Jammu Kashmir Police & District Administration to extend all the support,” the LG added.

J-K Chief Minister Omar Abdullah, while condemning the incident said, “Very sorry to hear about the death of Ashok Chouhan at the hands of militants in South Kashmir. These attacks are abhorrent & must be condemned in the strongest possible terms. I send my condolences to the family & loved ones of the deceased.” (ANI)

Newly Elected MLAs of the Jammu & Kashmir Legislative Assembly to Take Oath on Monday

The newly elected Members of the Jammu & Kashmir Legislative Assembly will be sworn in on Monday at 2:00 PM in the Legislative Assembly complex.

The five-year term of the J&K Legislative Assembly will begin on October 21, with the first sitting of the House scheduled for that day.Prior to the 2019 changes, the Assembly’s term in Jammu & Kashmir was six years, as opposed to the current five years under the Jammu & Kashmir Reorganisation Act.


Following the appointment of MLA Mubarak Gul as pro tem speaker by Lieutenant Governor Manoj Sinha for administering the oath to members.The pro tem speaker serves as a temporary head until a full-time speaker is elected by the MLAs.

The Legislative Assembly Secretariat has instructed all newly elected members to attend the ceremony.This will mark the first time MLAs in Jammu & Kashmir take an oath of allegiance to the Constitution of India.

Previously, under Article 370 and the Constitution of Jammu & Kashmir, MLAs were sworn in under a different framework. The oath will enable them to participate in the Assembly’s proceedings (KNS)

Jeevan Singh Arrested for killing his wife in Ramban Jammu

Jammu and Kashmir Police on Friday said that it have arrested a husband for killing his wife in Ramban district.

In a statement issued here, A Police Spokesperson said that a missing reported case converted into an FIR at Police Station Ramban related to the death of wife by husband.

According to police spokesman, on 7th September an application was submitted by one Silma Devi Wd/O Choor Singh resident of Jhatgali, Tehsil Rajgarh regarding missing of her daughter in-law namely Salesha Devi age 35 years wife of Jeevan Singh resident of Jhatgali, Ramban. On the basis of complaint a missing report vide DDR No.14 dated 07.09.2024 was entered at PP Rajgarh.

SSP Ramban Kulbir Singh after sensing the gravity of offence constituted a special Police team headed by Dy.SP Hqrs Ramban. The Police team recorded the statements of the legal heirs of the missing lady and other witnesses. The Police also collected the technical evidence and finally came to know that on the day of incident i.e. 04.09.2024 accused Jeevan Singh called his wife namely Salesha Devi (deceased) to Ramban market for purchasing readymade garments for the children and on that day both husband and wife were seen in the Ramban Market, he said.

The Police team working under the close supervision of SSP Ramban questioned accused Jeevan Singh and after sustained questioning he confessed his involvement in the commission of crime and finally confessed that with the intention of killing his wife, he had pushed her into river Chenab near foot bridge in Chanderkote area, he said.

Accordingly, the missing report was converted into an FIR No. 256/2024 U/S 103/BNS (murder case) at P/S Ramban. The accused named above has been taken into Police Custody and the investigation of the case is ongoing, reads the statement.(GNS)

MP Er Rashid Sanctions ₹30 Lakhs for Lights, Approves Funds for Berwah Hospital in Budgam Visit

Er Rashid, Member of Parliament from North Kashmir, started his visit to Budgam by inspecting District Hospital Budgam, where he interacted with medical staff and patients, assessing the hospital’s infrastructure and the quality of services being provided.

Following this, Er Rashid conducted a comprehensive review meeting in Budgam, attended by the District Development Commissioner and other district officers and officials. The meeting focused on assessing the ongoing developmental projects and addressing the key concerns of the constituencies in Budgam that fall under the Baramulla parliamentary seat.

During the review, Er Rashid emphasized the need for expediting infrastructure projects and ensuring effective service delivery to the public. The presence of senior district officials underscored the importance of the meeting in addressing administrative and developmental bottlenecks.

Later in the day, Er Rashid visited Berwah Hospital, where he sanctioned funds for the purchase of a laparoscopy machine and an oxygen refill plant, aimed at enhancing the hospital’s capacity to deliver improved medical care to patients in the region.

Er Rashid also visited the damaged bridge in Berwah, where local residents informed him about the hardships they face due to its deteriorating condition. The MP assured them that he would take up the matter with the Public Works Department (PWD) in the coming days to expedite the construction of a new bridge.

In addition to his hospital and infrastructure visits, Er Rashid held a detailed meeting with the Geology and Mining Department, where he emphasized the need for policies that directly benefit local communities and laborers. The MP stressed the importance of framing policies that support the local youth, ensuring that the extraction of resources leads to sustainable development and economic opportunities for the people of the region. Er Rashid highlighted the need for transparent and responsible mining practices that not only promote local industry but also create job opportunities for the youth and safeguard the environment.

He urged the department to develop policies that empower the local population, both through employment and capacity-building, while maintaining environmental sustainability.

Furthermore, Er Rashid chaired a review meeting with the Rural Development Department, where he discussed the progress of ongoing rural development schemes. During this meeting, Er Rashid sanctioned ?30 lakhs for installing lights in rural areas to improve public safety and infrastructure. Additionally, he approved the allocation of 30% of the material components for various development schemes, ensuring that essential resources are available for the timely execution of projects.

He stressed the need for quicker implementation of infrastructure projects such as roads, water supply, and sanitation in rural areas. Er Rashid highlighted the importance of ensuring that development schemes are inclusive and reach the most remote and underserved communities. He also called for enhanced coordination between local bodies and the department to address the specific needs of the rural population, particularly in terms of generating employment through government schemes like MGNREGA and boosting the local agrarian economy through targeted initiatives.

Later, Er Rashid offered Friday prayers at Berwah Jamia Masjid, where he also took the opportunity to interact with local civil society members and traders. He listened to their concerns and assured them of his support in addressing key issues impacting their daily lives.

In another significant visit, Er Rashid went to the home of Mohammad Ayoub Pathan at Gandipora Berwah, who has been lodged in Tihar Jail for the past five years. The MP expressed his solidarity with the family and assured them of his continued support in seeking justice for their loved one. (KNS)

Crack Down Against Riders in Baramulla involved in Triple Riding and Helmetless Riding

On the directions of SSP Baramulla Mohammad Zaid Malik-JKPS, Police in Baramulla launched a comprehensive drive to tackle persistent traffic violations, which have resulted in numerous accidents and casualties in recent months. The focus was on triple riding, driving without helmets, rash and negligent driving.

A Spokesperson said, “Baramulla Police seized 75 two-wheelers involved in triple riding and helmetless riding in the district. 147 violators were booked, and cases were registered under relevant sections of law at concerned police stations. Investigations are underway.”

“The drive aims to curb traffic violations, ensure road safety for law-abiding citizens, and serve as a deterrent to future violators. General public has appreciated efforts of police in keeping a close check on violators, ensuring safe movement on roads and public places”, he said.

Remember to ride safely, wear helmets, and follow traffic rules. The drive will continue in the district to keep check on traffic violations.

Ministry of Home Affairs urges states and UTs to implement BNSS for undertrial prisoner relief

The Ministry of Home Affairs (MHA) has urged all states and Union Territories (UTs) to implement Section 479 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS) to provide much-needed relief for undertrial prisoners.

Section 479 of the BNSS allows for the release of bail of those prisoners who have served significant periods of detention, particularly first-time offenders.

The advisory highlights the responsibilities of prison authorities to apply for bail and stresses the need for monitoring and utilizing the national E-Prisons portal to identify eligible inmates.

Additionally, it emphasizes a financial aid scheme for poor prisoners, encouraging states to leverage these resources to alleviate overcrowding in prisons.

In the advisory issued on Wednesday, the MHA highlighted concerns over prison overcrowding and the extended detention faced by many individuals awaiting trial.

The advisory, directed to Chief Secretaries and heads of prison authorities, emphasizes that under Section 479, individuals detained for up to half the maximum imprisonment period may be released on bail. For first-time offenders, this period is reduced to one-third.

Moreover, the advisory cites a recent Supreme Court order mandating that these provisions apply retroactively to all undertrials, irrespective of when their cases were filed. This directive requires Superintendents of Prisons to promptly submit bail applications as eligible prisoners complete their detention terms.

To facilitate this process, the MHA has enhanced the national E-Prisons portal, enabling authorities to quickly identify eligible inmates.

The advisory also reminded states of the “Support to Poor Prisoners” scheme, designed to aid financially disadvantaged individuals in securing bail.

The MHA’s proactive measures aim to alleviate the plight of undertrial prisoners and address the ongoing issue of prison overcrowding, urging states and UTs to actively engage with the new provisions for effective implementation.

In this context, the advisory states that Section 479 (1) of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), which has come into force with effect from July 1 this year, provides that “where a person has, during the period of investigation, inquiry or trial under this Sanhita of an offence under any law (not being an offence for which the punishment of death or life imprisonment has been specified as one of the punishments under that law) undergone detention for a period extending up to one-half of the maximum period of imprisonment specified for that offence under that law, he shall be released by the court on bail.”

As per the advisory, a new proviso has been added under Section 479 (1) of the BNSS, which reads, “Provided that where such person is a first-time offender (who has never been convicted of any offence in the past) he shall be released on bond by the court if he has undergone detention for the period extending up to one-third of the maximum period of imprisonment specified for such offence under that law.”

Section 479 (3) of the BNSS casts a specific responsibility upon the Superintendent of Prisons, reads the advisory, “where the accused person is detained, to make an application to the concerned court for release of such prisoners on bail.”

Advisory stresses that the text of Section 479 (3) should be disseminated for the information and attention of all prison authorities.

It points that the Superintendent of jail, where the accused person is detained, on completion of one-half or one-third of the period mentioned in subsection (1), as the case may be, shall forthwith make an application in writing to the court to proceed under sub-section (1) for the release of such person on bail.
