Fire Breaks Out in Forests of Gursai Sector J&K’s Poonch

A fire broke out on Monday evening in Preetpal hills located in Gursai Sector area of Poonch district.

Officials told GNS that this evening suddenly fire erupted in Preetpal hills/forests.Soon a team of police, fire tenders and forest offcials rushed to the spot. Efforts were on to extinguish the blazing fire.

The fire and extend of damage was not available till this report was being filed.More details awaited.(GNS)

Lieutenant Governor Manoj Sinha today felicitated and interacted with the Youth during Pratibha Samman Samaroh at Shri Lal Bahadur Shastri Degree College, Gonda, Uttar Pradesh.

The event was organized to commemorate the death anniversary of former Member of Parliament and senior BJP Leader Shri Satya Deo Singh.At the memorial event, the Lieutenant Governor paid homage to Shri Satya Deo Singh and recalled his dedicated service to the nation and commitment to the public good.

“Satya Deo Singh was a widely respected leader who distinguished himself in various capacities in a public career spanning more than four decades. He understood the needs of the future and the challenges India was facing and remained committed to provide solutions by ensuring social equality and equal access to opportunity for all,” the Lieutenant Governor said.

In his address, the Lieutenant Governor highlighted the changes taking place in higher education sector, under the guidance of Hon’ble Prime Minister Shri Narendra Modi, in the past few years.

He said the visionary National Education Policy is laying a strong foundation for our future growth. Focus on knowledge connectivity, skilling, entrepreneurship and sustained growth has made India world’s new growth engine, he added.

The Lieutenant Governor emphasised the crucial role of educational institutions in capacity building of the future workforce and realizing the vision of Developed India.

He observed that the educational institutions are driving the nation’s progress and they should promote learning beyond the classroom.

National Education Policy 2020 emphasizes on capacity building to adjust to continuously changing scenarios. It has given the college campus the courage to make new discoveries, new inventions. We need to make necessary reforms, aligned with NEP 2020, to develop a conducive environment where students acquire skills and values to deal with the challenges of the real world, the Lieutenant Governor added.

“We are the fastest growing economy today but our challenge is to make sure India’s share of world GDP is more than a quarter by 2047,” he said.

The Lieutenant Governor also gave his valuable suggestions on promoting innovation, invention and research and encouraging inter-disciplinary education in the educational institutions.

Every higher educational institution should focus on four important aspects – Access, Equity, Quality and Outcome, and nurture scientific-thinking, curiosity and creativity among the students. Youth should be prepared for moral leadership and also motivate others to work for the welfare of the society, he further added.

On the occasion, the Lieutenant Governor felicitated individuals who excelled in diverse fields. He also inaugurated the Shastri Pavillion at Shri Lal Bahadur Shastri Degree College and released a publication of Satya Saroj Foundation.

Forest Department Ensures Surplus Firewood Supply Across Kashmir Valley

To satiate the demand for firewood, the Forest Department has placed surplus quantities of firewood at all sale depots across the Valley.

This was stated by the Chief Conservator of Forests, Kashmir in a meeting chaired by Divisional Commissioner (Div Com) Kashmir, Vijay Kumar Bidhuri.The Div Com on Monday convened an urgent meeting to assess the availability of firewood in Valley to fetch the demand.

Addressing the meeting, Div Com enjoined on Additional Deputy Commissioners & District Officers of Forest Department to promptly address the demand for firewood in view of the current winter season.

He directed all ADCs to designate nodal officers for effective coordination vis-a-vis meeting the firewood needs within their respective districts.It was given-out that 95% of the demand for firewood is raised by the masjid committees from Srinagar and urban areas of other districts besides Gurdwara Committees.

CCF informed that the department has raised the target of firewood consumption to 80 thousand quintals for this year from 60 thousand quintals in previous year.

He said that the department has already deposited 63 thousand quintals of firewood in sale depots till date, of which 44 thousand quintals have been already distributed. The sale depots have also been increased from thirteen during last year to thirty for the current year.

In response to the concern raised by some Hon’ble MLAs regarding deficiency of firewood in their constituencies, Div Com urged concerned officers to resolve the issue without delay.

However, it was given that a surplus quantity of firewood has already been allocated to sale depots of those specific areas.

J&K CM Omar Abdullah Reaffirms Commitment to Unbiased and Free From Political Affiliation Governance

J&K CM Omar Abdullah today reiterated his government’s commitment to unbiased governance, emphasizing that decisions would not be influenced by political affiliations or party lines.

He urged officers to address public issues brought forth by elected representatives with seriousness and urgency. Chairing a district review meeting at the Conference Hall in Samba, the Chief Minister was accompanied by Deputy Chief Minister Surinder Choudhary, Ministers Sakeena Itoo, Javed Ahmad Rana, Javid Ahmad Dar, and Satish Sharma.

The meeting was also attended by District Development Council chairperson Samba, Members of Legislative Assembly SS Slathia (Samba), Chander Prakash Ganga (Vijaypur), and Devinder Kumar Manyal (Ramgarh). Besides, Chief Secretary Atal Dulloo, Additional Chief Secretary to the CM Dheeraj Gupta, administrative secretaries, departmental heads, and other senior officers.

Highlighting the importance of responsive governance, the Chief Minister stated, “I urge all of you and your officers to address the public issues raised by MLAs with seriousness and urgency. They are elected representatives of the people, and it is natural for people to expect solutions through them. As I have always maintained, this government—or any government—should not make decisions based on the basis of political affiliations. We must prioritize whether a project holds public utility or a public issue benefits the people. If it does, it must be processed and dealt with without delay.”

Chief Minister Omar Abdullah acknowledged the challenges faced by the administration this year, citing two major elections as key reasons for delayed developmental activities.

He remarked, “The Parliament elections stretched over a long period, and the imposition of the Model Code of Conduct brought work to a halt. Even in some areas, where the work season coincided with the elections, progress was further delayed.”

Addressing the district-specific concerns, he urged the administration to expedite developmental activities, stating, “Accelerate the pace of work as much as possible, ensuring it is executed effectively at the ground level. Efforts must focus on completing the work satisfactorily.”

He also stressed the importance of timely submission of Utilization Certificates (UCs) for funds to be allocated by the central government. He said, “When we approach the central government repeatedly—whether to discuss with a minister or secure funds for Jammu and Kashmir—the common complaint is that UCs are not submitted on time. Prompt submission of UCs will ensure continuity of financial support and effective resource utilization.”

Speaking on governance, CM Omar Abdullah noted the impact of the return of MLAs after 2018.“With the return of MLAs, public expectations and pressures have significantly increased. This requires a coordinated effort to address the people’s demands effectively.”

Chief Minister took note of key issues raised during the meeting such as progress in respect of industrial estates, installation of smart meters. He directed immediate review and resolution of issues flagged by MLAs and concerns raised by MLAs to be verified.

Calling drug addiction a growing menace over the past decade, Chief Minister Abdullah emphasized coordinated efforts to curb its impact.He remarked, “Despite securing international borders, the problem persists due to inflow from other areas.

Addressing this issue at its source is critical for our state.”The Chief Minister assured action, stating that the Dy CM has already directed the DC and officers to address the issue promptly.The Chief Minister also addressed critical infrastructure concerns, including delays in the Katra-Amritsar-Delhi Expressway project.

He urged officials to resolve land acquisition and other bottlenecks to keep the project on track. Touching on staffing issues, he expressed concern over vacancies in hospitals and schools due to the practice of staff attachments.He directed officers to provide details of such cases so that corrective measures can be taken to fill posts in rural areas.

The Chief Minister emphasized the importance of addressing public grievances raised by DDC members, MLAs, and civil society during the public outreach programme.Other issues raised included drinking water supply, sanitation, regularization of daily wagers, upgradation of schools, establishment of colleges in remote areas, industrial policy, and shortage of staff in hospitals and schools.

Earlier, Deputy Commissioner Samba, Rajesh Sharma, presented a detailed profile of the district, outlining targets and achievements across various departments, including Jal Shakti (PHE), Public Works (R&B), Power Development, Education, Health, Agriculture, and Social Welfare.

The Chief Minister also e-inaugurated three key projects and laid the e-foundation stone for another transformative initiative. These projects, designed to enhance public welfare and boost the region’s development, were virtually dedicated to the people.

Following the review meeting, the Chief Minister conducted a redressal camp, where local residents, industrial representatives, and delegations from far-flung areas submitted grievances and demands.

The Chief Minister assured the people that their genuine concerns would be resolved promptly. While concluding, chief minister Omar Abdullah praised the overall performance of the district despite challenges, expressing confidence in continued cooperation and progress.

He encouraged MLAs and stakeholders to submit priority projects in writing for inclusion in upcoming budget proposals, ensuring better planning and execution in the next fiscal year.

Government Forms Committee for Medical College Handwara Relocation and Directed To Submit Findings, Recommendations within 15 Days

The Jammu and Kashmir government has constituted a committee to resolve the issue of relocating the Government Medical College (GMC) Handwara after heavy floods in April this year inundated the under-construction structure, causing significant damage.

As per Government Order No. 2090-JK(GAD) of 2024, issued on December 16, the committee will be chaired by the Divisional Commissioner, Kashmir, and includes members such as the Deputy Commissioner Kupwara, Principal GMC Handwara, and other senior officials. The committee will identify feasible sites, analyze safety parameters, ensure the availability of utilities, and examine encumbrance-free land for relocation.

However, the decision has drawn sharp reactions from residents who questioned the earlier site selection. “If the land was not feasible, why were crores of rupees wasted on construction?” they asked, demanding a high-level probe into the matter to hold those responsible accountable.

The committee has been directed to submit its findings and recommendations within 15 days to facilitate the relocation process.

Security forces on Monday foiled a major drug smuggling bid in Border village in Nowshera area of Rajouri district.

Official sources said that based of specific inputs regarding transhipment of narcotics a covert operation was launched by police and army in Nowhera. As searches were intensified, two persons were apprehended along with 5.5 kg of suspected Narcotics material.

The accused have been identified as Subash Chander (36) son of Pashori Lal resident of Kaneti and Sajan Kumar (25) son of Om Prakash resident of Sher.

Meanwhile, police have registered a case in this regard and investigation has been taken up.(GNS)

Expert team of Government Medical College and Hospital Jammu and GMC Rajouri to investigate mysterious deaths in Rajouri

The Government Medical College and Hospital, Jammu and GMC Rajouri have constituted a team of experts to investigate the exact cause of the deaths that occurred in Rajouri allegedly due to food poisoning.

“An expert team has been constituted by GMC-Jammu and GMC-Rajouri to ascertain the exact cause of deaths,” principal GMC-Jammu, Dr Ashustosh Gupta said while addressing media during a press conference here at Jammu.

“As per preliminary reports, the deaths might have been due to viral infection while the matter needs to be investigated thoroughly by the expert team,” the Principal said.

A team of experts has also been called from National Institute of Virology Pune, PGI Chandigarh and NCDC from Delhi, which will be investigating all the aspects into the deaths,” Dr Ashustosh said.

Adding, “1800 people in that area have been screened by the experts of the health department for any abnormal symptom like fever, body ache, drowsiness etc. However no such symptom has been found so far. Things are under control”.

He said, “If it is the case of any epidemic , it is well under control and no such new cases have been reported in that particular area”.

The Principal said that investigation is on and it will take some time to ascertain the real cause of the deaths.

Pertinent to mention here, seven people of two families died in Badhaal village in the Kotranka area of Rajouri district of Jammu early this month allegedly due to food poisoning.

“The deceased include children also. Two people are undergoing treatment at Rajouri hospital and are out of danger,” the Principal said.

Chief Minister Omar Abdullah is likely to participate in a pre-budget meeting to be chaired by Union Finance Minister Nirmala Sitharaman in Rajasthan on December 20.

Sources said that Omar Abdullah, who is also minister-incharge, Finance Department, will participate in a meeting called by the Union Finance Ministry to hold consultations with states and Union Territories regarding the 2025-26 Union Budget.

The meeting is scheduled to be held at Jaisalmer, Rajasthan on December 20 at 04: 00 PM.

The Union budget assumes significance for J&K as it has significant dependence on resources of the Union Government.

In the Union budget for 2024-25, the Centre allocated Rs 42,277.74 crore to Jammu and Kashmir with a hike of 1.2 per cent from the Rs 41,751.44 crore given in the last fiscal.

In addition to the total budget of Rs 42,277.74 crore, the Centre also allocated Rs 9,789.42 crore to the J&K Police.

It is worthwhile to mention that Omar Abdullah during his meeting with the Union Finance Minister had last month sought additional central assistance of Rs 6000 crore to bridge the resource gap for financial year 2024-25.

“He also informed the Finance Minister about the difficult fiscal situation being faced by Jammu & Kashmir and requested the Ministry to provide additional Central assistance of Rs 6,000 crore to bridge the resource gap for FY 2024-25,” an official spokesman of J&K government said after the meeting.

He had also requested the Finance Minister to consider Jammu & Kashmir for funding through the “Special Assistance to States for Capital Investment” scheme under which a 50-year interest-free loan would be provided to states for capital expenditure—(KNO)

4th National Lok Adalat 2024: Successful Settlement of Thousands of Cases Across Kashmir Districts

In line with the National Legal Services Authority (NALSA) calendar, and under the guidance of the Jammu and Kashmir Legal Services Authority, the 4th National Lok Adalat for 2024 was held on Saturday across the District Courts of Kashmir. This initiative, overseen by Justice Tashi Rabstan, Chief Justice of the High Court of Jammu & Kashmir and Ladakh, and Justice Atul Sreedharan, Executive Chairman of the J&K Legal Services Authority, aimed to resolve various disputes amicably and alleviate the pressure on regular courts.

Lok Adalat provides an alternative dispute resolution method for cases pending in courts or at the pre-litigation stage. It is designed to reduce the backlog of cases while ensuring timely justice. Cases addressed in this Lok Adalat spanned civil, criminal, cheque bounce, bank issues, MACT, land compensation, matrimonial, electricity, and pre-litigation matters.

In Baramulla, the 4th National Lok Adalat was inaugurated by Jawad Ahmad, Chairman of the District Legal Services Authority (DLSA). With 11 benches set up across the district, including four at the District Court Complex and others in Sopore, Pattan, and other areas, a total of 9,706 cases were presented. Of these, 8,806 cases were successfully resolved, resulting in settlements worth Rs. 62,23,913.

Anantnag’s event was led by Tahir Khurshid Raina, Chairman of DLSA. At the District Court Complex Anantnag, 4 benches were formed, and 2,272 cases were reviewed. 1,706 of these cases were resolved, totaling Rs. 5,17,72,333 in settlements.

Srinagar’s 4th National Lok Adalat was coordinated by Jaffer Hussain Beg, Principal District & Sessions Judge and Chairman of DLSA Srinagar. With 15 benches across various courts, a significant number of cases were settled, amounting to Rs. 65,38,19,921. This included settlements in specialized cases such as MACT and POCSO, alongside cheques valued at Rs. 1,02,50,000.

In Ganderbal, under the supervision of Abdul Nasir, Chairman of DLSA, three benches facilitated the settlement of 951 cases, resolving 751 with a settlement total of Rs. 63,04,030.

Budgam’s event was led by O.P. Bhagat, Chairman of DLSA, where eight benches took up 4,301 cases, of which 939 were settled, totaling Rs. 2,03,40,078.

Pulwama’s Lok Adalat, overseen by Naseer Ahmad Dar, Chairman of DLSA, saw 1,225 cases presented, with 570 resolved and Rs. 3,52,47,206 awarded.

In Kulgam, chaired by Aijaz Ahmad Khan, six benches resolved 597 of 1,310 cases, distributing Rs. 1,89,32,025 in settlement amounts.

Kupwara’s Lok Adalat, managed by Shazia Tabasum, Chairperson of DLSA, saw 561 cases, of which 272 were resolved, totaling Rs. 52,84,100 in settlements.

Shopian’s event, led by Mehmood Ahmad Chowdhary, Chairman of DLSA, saw the resolution of 181 out of 295 cases with Rs. 61,19,032 awarded in settlements.

In total, across all districts, the 4th National Lok Adalat of 2024 facilitated the resolution of 127,087 cases, with a combined settlement amount of Rs. 65,38,19,921, showcasing the immense success of this alternative dispute resolution method.
