Union Minister Nitin Gadkari Announces ‘Cashless Treatment’ Scheme for Road Accident Victims

Union Minister Nitin Gadkari has announced the “Cashless Treatment” scheme, under which the government will cover expenses of up to Rs 1.5 lakh for seven days of treatment for road accident victims.

Gadkari stated that the government would bear the cost of treatment if the police are informed about the accident within 24 hours.

The Union Minister also announced an ex-gratia payment of Rs two lakh for the families of deceased victims in hit-and-run cases.

“We have started a new scheme – Cashless Treatment. Immediately after an accident occurs, within 24 hours, when the information goes to the Police, we will provide expenses for seven-day treatment of the patient who gets admitted or a maximum of up to Rs 1.5 Lakhs for treatment. We will also provide Rs two lakh for the deceased in hit-and-run cases,” said the Union Minister of Road Transport and Highways.

He also underlined that the government’s top priority is road safety, citing the alarming statistic that nearly 1.80 lakh people lost their lives in road accidents in 2024. Of these, 30,000 fatalities were due to not wearing helmets, Gadkari added.

“In the meeting, the first priority is for road safety and in the year 2024, 1.80 lakh deaths have occurred in road safety. 30,000 people have died because of not wearing helmets. The second serious thing is that 66% of accidents have occurred in people between the ages of 18 to 34,” Gadkari added.

Gadkari further highlighted the deaths of 10,000 children in road accidents caused by inadequate arrangements at entry and exit points near educational institutions, such as schools and colleges.

“10,000 children have died due to a lack of proper arrangement at the exit-entry point in front of our schools and colleges. Rules have also been made for the autorickshaws and minibuses for schools as there have been significant number of deaths due to this. After identifying all the black spots, everyone decided together that we would try to reduce it,” he said.

The announcement followed a meeting chaired by Gadkari with Transport Ministers from all states and union territories at Bharat Mandapam in Delhi on Tuesday.

The meeting aimed to facilitate collaborative efforts between the union and state governments and to discuss transportation-related policies. (ANI)

Strict Enforcement of Laws, Proper Treatment, Mass Awareness key to tackle Drug Menace: Chief Secretary, Atal Dulloo

Chief Secretary, Atal Dulloo, today emphasised strict enforcement of relevant laws, proper rehabilitation of victims and massive awareness generation to effectively tackle the drug menace in the Union Territory.

The Chief Secretary, while chairing the 12th UT Level NCORD Committee meeting, advocated the significance of collective approach in combatting this challenge.

Present in the meeting were DG, Police, Principal Secretary, Home, ACS, Jal Shakti Department, Principal Secretary, School Education Department, ADGP Crime, ADGP, Headquarters, Divisional Commissioner, Kashmir/Jammu, ADGP, Jammu, IGP Kashmir, Commissioner Secretary, Social Welfare, Commissioner Secretary, Forests, Secretary, Health, Secretary, RDD, Secretary, Law, Zonal Director, NCB, Deputy Commissioners, District SSPs, representatives from BSF, ED, SIA and other senior civil and police officers while outstation officers participated online.

Dulloo emphasised the need for making collective efforts by the civil administration and Police department to eradicate this evil from the society. He maintained that strict action against the drug dealers would act as an effective deterrent for the people involved with this illicit practice. He called upon the investigation and prosecution agencies to prepare strong cases against such unscrupulous elements. He observed that sometimes tardy investigations and weak prosecutions lead to early acquittals of the arrested persons. He exhorted upon the police department to enhance the capacity of both Investigation Officers and Public Prosecutors so that the cases framed against the culprits succeed in making convictions in the court of law.

The Chief Secretary also enjoined upon the department to be strict against the police officers found defaulting on framing strong cases against the drug dealers. He also made out that the government employees found involved in NDPS cases should be taken to task as per the laws in vogue.

He enquired from each SSP about the bails/acquittals challenged in higher judicial forums. He said that al lbails/acquittals orders passed should be assailed in higher courts.

He remarked that the motive of each investigation should be to turn the case into successful conviction by following the requisite SoPs throughout the case proceedings right from seizure. He also quoted several Supreme Court directions passed to secure the nation from falling prey to this threat.

He said that the burden of proof in NDPS cases lies on the accused so here police should use the enforcement laws much effectively to rid this region from the affliction affecting us badly. He also directed for audit of each case resulting into acquittals so that responsibility of any loophole found in the case is fixed properly.

Dulloo underscored the need for having IPD facilities of drug de-addiction in all the district hospitals in future and OPD facilities in most of our health facilities. He also asked the Health Department to provide best of the counselling and treatment to the victims both through online and offline mode.He also urged the concerned Departments to collaborate with the School Education and Higher Education Departments to create awareness among the students there.

He called upon the Police Department to hold panchayat level events where videos and other IEC material should be displayed and distributed to create mass awareness. He called for framing calendars in each district along with designating nodal officers to accomplish the tasks with reports sent to SSPs inthe district.

DG, Police, Nalin Prabhat, explained that there is huge paradigm shift in taking up of investigations under NDPS and PITNDPS Acts. He revealed that actions against these persons have increased manifold with focussed attention of the Department towards curbing this illicit trade.

He further gave out that the attachment of properties together with other strict measures being taken by police force are showing its impact on ground. He observed that although there is always scope for improvement but the Department has done a yoeman’s job on this front.

Principal Secretary, Home, Chandraker Bharti, while speaking in the meeting, suggested the police department to make full use of national portals like NIDAAN to trace the forward and backward links of the case. He recalled that PITNDPS has been very effective in dealing with this illegal practice after devising its SoPs by the Department.

He further apprised that timely appeals against bail orders would be a good measure to dissuade the traders. He also emphasised upon attachment of properties of these drug dealers besides making red entries in revenue records simultaneously against such immovable properties.

Regarding performance of the Department against drug menace, a presentation was made by IG, Crime, Sunil Kumar. He revealed that illegal assets worth Rs 12.04 crore were attached in 2024, with properties worth Rs 50 crore currently under attachment process. About the action taken against drug kingpins, it was given out that 274 drug kingpins were booked under PIT NDPS in 2024, compared to 270 in 2023 and 195 in 2022.

Regarding disciplinary actions against employees involved in NDPS cases, the meeting was apprised that15 civil employees (out of 143 cases), 69 police personnel (out of 175) and 9 army personnel disembodied (out of 19 cases) for their involvement in NDPS cases.

As far as public awareness is concerned, it was divulged that 25,546 awareness programs were conducted in schools, colleges and communities to sensitise the public about the detrimental effects of drug abuse.

Moreover about the initiation of departmental enquiries for carrying out faulty investigation, it was informed that 241 disciplinary actions were taken against investigating officers for faulty investigations.

It was said that 2,737 officers were trained by ANTF in districts to improve conviction rates which resulted into improving conviction rates from 23% in 2022 to 51% in 2023 and further jumping o 54% in 2024.(KNS)

Jammu and Kashmir Chief Minister Omar Abdullah met with Union Finance Minister Nirmala Sitharaman at her North Block office on Tuesday as part of pre-Budget consultations ahead of the Union Budget presentation scheduled for February 1.

The meeting, which lasted over 30 minutes, was described by officials as “cordial” and marked the second interaction between the two leaders in recent months.

According to KNS, the first meeting between Abdullah and Sitharaman took place in November, shortly after Abdullah assumed office as Chief Minister.

Although the specifics of the discussions were not revealed, such pre-Budget consultations generally focus on addressing the J&K’s concerns and securing adequate financial allocations in the Union Budget. (KNS)

 Lieutenant Governor Manoj Sinha today attended the Passing Out Parade of Probationer Deputy Superintendents of Police (DySPs) at Police Academy, Udhampur.

In his address, the Lieutenant Governor congratulated all the 61 passing out police officers and asked them to discharge their duty with honesty, dedication and high professionalism.

“From today, the nation is entrusting you with the important responsibility of maintaining internal security, combating terrorism, ensuring Rule of Law, and a safe and secure environment for the people. I wish you victory in every mission,” he said.

The Lieutenant Governor paid tributes to the brave-hearts of J&K Police and the jawans of other security forces who have laid down their lives for the nation.

He highlighted that the J&K Police, working under extremely challenging circumstances, is playing a significant role in the country’s internal security, ensuring the integrity of the nation and safety of the citizens of Union Territory.

“Terror-free and fear-free Jammu Kashmir is our resolve. At operational level, we have improved coordination between Police and other Security agencies and adopted ‘Whole of Government Approach’ to dismantle the entire terrorists and separatists’ eco-system,” the Lieutenant Governor said.

Speaking on the new emerging security challenges, the Lieutenant Governor entrusted upon J&K Police to use the innovative tools to enhance its capabilities in countering disinformation and dealing with cross-border cyber threats.

Modern technology like Artificial Intelligence tools have changed the security landscape. Challenges of disinformation and deep fakes, remain major concerns, he said.

“Narco-terrorism, social media weaponization, disinformation campaigns have also emerged as big threats to internal security and harmony in the society. I call upon young police officers to work with new ideas, new tools, and lead the fight against Narco-terrorism, Drug trafficking, cyber-crime and counter radicalization,” the Lieutenant Governor said.

The Lieutenant Governor emphasised that one more column of prosecution be added to the achievements and it should be ensured that the investigation of every crime is taken to its logical conclusion.

“Investigation and successful prosecution are important weaponries of effective policing. The responsibility of J&K Police is not limited to just neutralizing the terrorists, but also eliminating the divisive elements and those aiding and abetting terrorism and separatism,” he said.

The Lieutenant Governor also lauded the J&K Police for its civil action programmes.

Sh Garib Dass, Director, Udhampur Police Academy briefed about the program and various activities conducted during the Training course.

The Lieutenant Governor took the ceremonial Salute and inspected the parade. He also felicitated the new recruits who excelled during their training.

An oath was administered to the passing out DySPs for performing their duties with dedication and honesty.

Police Attaches Property of Mubashir Ahmad Terror Handler in Syedabad Pastuna Tral

Police in Awantipora have attached an immovable property (04 Marlas of land) situated at Syedabad Pastoona Tral worth lakhs belonging to a terror handler based in Pakistan namely Mubashir Ahmad son of Ghulam Nabi Dar resident of Syedabad Pastuna Tral. The action was taken under sections 25 of UAPA Act.

The property was identified belonging to a terror handler during the course of investigation/enquiry conducted by Awantipora Police.

Pertinently, the Pak based terrorist handler Mubashir Ahmad is involved in promoting and reviving terrorist activities by pushing in arms & ammunition for activating local terror networks. The operation reaffirms the commitment of J&K Police to combat the terror activities.(KNS) 

Amargrah Village Residents Protest Over Water Scarcity,Residents block Srinagar-Sopore Road

Residents of Amargrah village of Sopore in north Kashmir on Tuesday hit the streets over water scarcity, accusing Jal Shakti department of failing to provide them drinking water.

The residents told news agency—Kashmir News Observer (KNO) that they are facing acute shortage of drinking water for the last few weeks, while department concerned has been miserably failed to redress the issue.

“There is no drinking water in our village and we are being compelled to drink unhygienic water, which poses serious health risks”, they alleged.

The agitated residents blocked Srinagar-Sopore road, leading to traffic jam. However, traffic was restored after police intervention.

An official said that the locality will be provided with water tankers to meet the demand till a permanent solution is found—(KNO)

Thousands Mourn as Five Family Members Laid to Rest in Uri Village, Kashmir

Amid sobs and tears, thousands gathered in Uri village of north Kashmir’s Baramulla to bid farewell to five family members who tragically died from asphyxiation in their rented room in Srinagar on Sunday. The joint funeral, led by a local Imam, saw a huge turnout from various areas of the Baramulla district, all with tearful eyes.

The deceased were identified as Aijaz Ahmad Bhat, his wife Saleema Bano, and their three children Areeb Aijaz, Hamza Aijaz, and a month-old infant whose name had not yet been chosen. On Monday, Gingal village in Boniyar area of Baramulla was engulfed in grief following the heartbreaking incident. Neighbors and villagers gathered to console the family.

Aijaz Ahmad Bhat had been living in a rented accommodation in Srinagar for the past 8-10 years while working as a chef at the Lalit Grand Palace hotel. His father, Ghulam Rasool Bhat, who is bedridden, was unaware of the heart-wrenching loss that had befallen his family.

“I don’t believe it. They are alive, and I pray to Allah that my family members regain their senses soon. I want to see them, but I can’t stand or walk,” he said.

Ghulam Nabi, Aijaz’s uncle, mentioned that they were yet to name the infant. The family was expecting Aijaz to come home this week to suggest a name for the newborn.

“We received the devastating news at 9 PM on Sunday. It is the saddest day for the entire Kashmir,” he said.

Community members urged the government and the hotel industry to support the bereaved family and provide ex-gratia relief. Kamal Khan, another local, emphasized the importance of raising awareness about the dangers of heating devices and called for immediate action to prevent similar incidents in the future.

Amidst rainfall, the five family members were laid to rest in their ancestral graveyard, with people from Uri and Boniyar attending the burial.

In Srinagar, the house owner Mukhtar Ahmad recounted being alerted by Aijaz’s mother, who had failed to contact her son. When there was no response, they forced the door open and found Aijaz, his wife, and their three children dead. Preliminary investigations suggested that suffocation from a heating device (blower) caused the deaths.

“The bodies were sent to the Government Medical College in Srinagar for post-mortem before being transported to Uri for burial,” officials said.
