Opposition Walks Out in Rajya Sabha Over Biased JPC Report on Waqf (Amendment) Bill, 2024

Opposition MPs

Rajya Sabha Opposition MPs staged a walkout on Thursday amid the discussion on the Joint Parliamentary Committee (JPC) report on the Waqf (Amendment) Bill, 2024.

Opposition MPs alleged that the JPC on the Waqf Bill is “biased” and “one-sided,” adding that the dissent notes submitted by the panel members weren’t included in the JPC report.

JMM MP Mahua Maji and AAP MP Sanjay Singh went on to claim that this bill is just beginning and soon the government would bring the bill to “grab” lands of other religions too.

Speaking to reporters, Mahua Maji said, “The INDIA Alliance staged a walkout against the report of the JPC on the Waqf Amendment Bill. The JPC has been biased. Today, the government is eyeing the land belonging to the Waqf; tomorrow, they will grab the properties of other religions.”

Panel member and Congress MP Dr Syed Naseer Hussain alleged that the JPC had not followed the procedures and key parts of the dissent notes were blurred.

Hussain accused the Minority Affairs Minister Kiren Rijiju of “lying.”

“It (JPC report on Waqf) is biased and one-sided. The procedures were not followed in the JPC. Non-stakeholders were called, 97% of them opposed this bill. We were not given the minutes of the meeting… Key parts of our dissent notes were blurred, and the minister of minority affairs lied about it…” he told reporters.

Slamming the JPC, AAP MP Sanjay Singh said, “It is disappointing that the Opposition’s dissent notes have not been included in the report… This is just the beginning. Soon, they will bring a bill to possess the lands of Gurdwaras, Temples and Churches and give this land to their capitalist friends.”

However, AIMIM MP and JPC member Asaduddin Owaisi said that a group of Lok Sabha MPs, including A Raja, Kalyan Banerjee, Imran Masood, Mohammad Jawed, and Gaurav Gogoi, went to meet Lok Sabha speaker Om Birla and told him that many pages and paragraphs of dissent notes had been redacted from the JPC report.

However, AIMIM MP and JPC member Asaduddin Owaisi said that a group of Lok Sabha MPs went to meet the Lok Sabha speaker Om Birla to inform him about the redacted pages and paragraphs of dissent notes, after which most of them were included in the report.

Owaisi stated that the report will be presented in the Lok Sabha at 2 pm.

“Today, a group of Lok Sabha MPs, which included A Raja, Kalyan Banerjee, Imran Masood, Mohammad Jawed, Gaurav Gogoi, and me, went to meet the Speaker. We told him that many pages and paragraphs of our dissent notes have been redacted from the JPC report. He was kind enough to ask the Secretary-General to include from our dissent notes whatever the rules permitted … Later, we sat in the Parliamentary library and included most of the redacted pages in the report, which will be presented in the Lok Sabha at 2 pm… The paragraphs that expressed aspersions on the working of the committee were not included since they were against the rules…” Committee member and AIMIM Chief Asaduddin Owaisi said.

Earlier today, a major uproar erupted in both houses of the Parliament before the JPC report on the Waqf (Amendment) Bill, 2024, was tabled.

The Lok Sabha was adjourned till 2 pm amid Opposition sloganeering against the report, while the Rajya Sabha also witnessed heated exchanges.
Congress National President and Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, opposed the JPC report on the Waqf (Amendment) Bill, alleging that dissent notes from Opposition members were removed.

The Waqf Act of 1995, enacted to regulate Waqf properties, has long been criticised for issues such as mismanagement, corruption, and encroachments.

The Waqf (Amendment) Bill, 2024, aims to address these challenges by introducing reforms such as digitisation, enhanced audits, improved transparency, and legal mechanisms to reclaim illegally occupied properties. (ANI)

Sajad Lone Lauds J&K High Court Judgment on Passport Denial, Seeks Broader Application

Sajad Lone

J&K Peoples Conference President and MLA Handwara, Sajad Lone, has lauded the recent judgment by the High Court of J&K and Ladakh, which ruled that no individual should be denied a passport due to the involvement of their family members in militancy-related activities.

In a statement issued to media here, Lone emphasized that this judgment sets a powerful precedent for thousands facing similar discrimination.

“I feel optimistic that a comprehensive ruling along these lines will soon be issued in response to our party’s petition,” he said.

He underscored that his party had already challenged the “growing misuse” of police verification as a tool for “collective punishment” through a petition filed by advocate Syed Sajad Geelani.

Welcoming the court’s decision, he reaffirmed that an individual’s rights must be determined solely by their own actions, not by the circumstances of their relatives.

“This should have happened much earlier, but better late than never. I am hopeful that this ruling will be extended across J&K and that our petition will be addressed at the earliest to ensure uniform application,” he stated.

Lone further stressed that their petition specifically called for the strict implementation of the Jammu and Kashmir Civil Services (Validation of Character and Antecedents) Instructions, 1997, along with subsequent amendments in the Government Order of 2021 and the Circular of 2024.

“These legal provisions mandate clear timelines for police verifications, ensuring a fair and transparent process,” he said.

He expressed confidence that the ruling would rectify systemic flaws and provide long-overdue relief, particularly to the youth of J&K, who have often been subjected to unwarranted restrictions.

“If the effect of this judgment is extended across J&K, it will help ensure that our youth are not unfairly penalized and that they are given the same opportunities as their peers in the rest of the country,” he stated.

DPAP Leader Peer Bilal Calls for Stricter Alcohol Laws in Jammu and Kashmir

DPAP Leader Peer Bilal

DPAP Senior leader, Peer Bilal, is stressing the need for stricter laws to curb alcohol consumption in Jammu and Kashmir, considering the region’s rich Sufi traditions and the escalating drug addiction crisis.

The DPAP leader believes that such legislation is crucial to address the growing concerns related to alcohol consumption.

Bilal’s stance is significant, especially given the party’s willingness to support such a move. However, it’s worth noting that similar private member bills have been proposed in the past but were rejected due to lack of majority support.

Peer Bilal, Senior Leader of DPAP, is questioning why Jammu and Kashmir can’t enforce a liquor ban when states like Gujarat have successfully done so. This concern is timely, as a private member’s bill proposing a liquor ban in Jammu and Kashmir was recently submitted by PDP MLA Fayaz Ahmad Mir.

The bill, which will be discussed in the upcoming budget session of the Jammu and Kashmir Assembly, calls for restrictions on the advertisement, sale, purchase, consumption, and manufacture of alcohol. It also advocates for stringent penalties, including imprisonment and fines, for those violating the proposed ban.

Bilal’s question highlights the need for a comprehensive approach to address the issues related to alcohol consumption in Jammu and Kashmir.

By citing the example of Gujarat, which has had a liquor ban in place since 1960, Bilal emphasizes that a similar ban can be enforced in Jammu and Kashmir, given the will to do so. Peer Bilal asked when Gujrat, Bihar, Mizoram and other stated can enforce liquor ban why not J&K.

Aero India: Army officer’s Kamikaze UGVs to be inducted under emergency procurement

Two innovations developed by Major Rajprasad RS of the Indian Army including the “Xploder -Kamikaze and IED Disposal remotely operated vehicles” and- Mobile Reactive Munition System” were unveiled at Aero India 2025 in Bengaluru.

The innovations have been developed in-house by the officer from the 7 Engineer Regiment and have been showcased at India Pavilion to Defence Minister Rajnath Singh, in the presence of Army Chief General Upendra Dwivedi.

Giving details of the Xploder unmanned ground vehicle, an Army officer said, “The Xploder UGV is an all-terrain platform capable of multifarious role in combat operations like unmanned recce and surveillance, delivery of explosive payloads, remote disposal of IEDs and can be used in kamikaze role during hideout clearance.”

The Xploder is also effective for disaster relief operations.

The equipment is already being progressed for mass procurement and induction. General Upendra Dwivedi launched the innovation for induction into the Indian Army recently in December 2024.

The Mobile Reactive Munition System (MRMS) is seen as an advancement in the domain of mine warfare, designed for remote deployment via aerial platforms such as Unmanned Aerial Vehicles (UAVs) or Vehicle-Based Mine Delivery Systems (VBMS).

“Upon deployment, the MRMS employs advanced targeting algorithms to detect enemy assets and mimics the mobility of a spider, allowing it to stealthily navigate toward its target. This mobile anti-tank mine is engineered to manoeuvre beneath armoured vehicles, ensuring effective engagement upon contact, and thereby enhancing the tactical landscape of contemporary warfare. Economic Explosives Ltd (EEL) shall be the explosive partner for the munition,” the officer said.

Within a span of just six months, three innovations developed by Major Rajprasad including “Vidyut Rakshak- IoT enabled Generator Monitoring Protection & Control System”, “Agniastra- Multi Target Portable Remote Detonation System”, and “Xploder- Kamikaze & IED Disposal RoV” have been launched for induction in the Indian Army.
