Hepatitis Awareness Programme

The Islamic University of Science and Technology (IUST), under the University Outreach Program organized an awareness programme on World Hepatitis Day 2025 at Mandoora. The event was conducted by Syed Mantaqi Memorial College of Nursing and Medical Technology, IUST, in collaboration with SDH Tral, in response to the recurring local outbreaks of hepatitis in the region.

Principal Dr. Asmat Parveen highlighted the urgency of addressing viral hepatitis, citing over 354 million global cases and 1.1 million deaths annually. She noted that India contributes 40 million hepatitis B and 6–12 million hepatitis C cases, with Mandoora selected as a priority site due to recent outbreaks, including eight children infected with hepatitis A earlier this year.

Themed “Hepatitis: Let’s Break It Down”, the programme featured expert talks by Dr. Showkat Hussain (ZMO, Kehlil) and Mr. Nazir Ahmad Bhat (CHO, SDH Tral), as well as interactive lectures by B.Sc Nursing students and faculty members on key topics including types of hepatitis, transmission, prevention, and treatment. Live demonstrations on ORS preparation, WHO-recommended hand hygiene techniques, and safe food practices engaged more than 150 school students and community members. Informative pamphlets in Urdu and English were also distributed. Coordinated by Ms. Mubashir Bashir and faculty members from the college, the event reflected IUST’s strong commitment to community health and its ongoing efforts to address critical public health issues through outreach and education.

JKBOSE Postpones 10th-12th Exams in Hard Zones Due to Bad Weather

In light of severe weather conditions, authorities on Wednesday have announced the closure of all government and private schools in the Poonch and Rajouri districts.

The Chief Education Officer from Poonch district informed Rising Kashmir that all educational institutions, including both government and private schools, will be closed on July 30, 2025, as a precautionary measure due to the current weather conditions.

Similarly, in Rajouri district, all schools have been closed following directives from the authorities to ensure the safety of students amid adverse weather conditions.

In the meantime, the Jammu and Kashmir Board of School Education (JKBOSE) has postponed the 12th-grade examinations in the Union Territory of J&K and the Union Territory of Ladakh, which were originally scheduled for Wednesday, July 30, 2025.

An official from JKBOSE said that all class 12th papers scheduled for July 30, 2025, including Biology, Statistics, Political Science, and Accountancy, have been postponed due to the inclement weather affecting both divisions of the UT of J&K and the UT of Ladakh.

“The revised date for the exam will be announced shortly,” he added.

In a heartfelt gesture of support and compassion, Leader of the Opposition in the Lok Sabha and Congress MP Rahul Gandhi has taken the initiative to sponsor the education of 22 children from Poonch, a border district in Jammu and Kashmir severely affected by cross-border shelling following Operation Sindoor.

This step is being seen as a significant humanitarian gesture aimed at helping families devastated by the recent escalation of violence along the Line of Control (LoC). The sponsored children come from households that have suffered due to Pakistani shelling, which claimed the lives of at least 13 civilians and left many families traumatised and displaced.

Fulfilling a Personal Promise

According to Tariq Hamid Karra, senior Congress leader and President of the Jammu and Kashmir Pradesh Congress Committee (JKPCC), Rahul Gandhi made a personal commitment to these families during his visit to the region shortly after Operation Sindoor. He promised to ensure that the children’s education would not be interrupted due to the tragic circumstances their families were facing.

Rahul Ji had said he would do something personally for the children. Today, he has fulfilled that promise,” said Karra while speaking at an official event held in Poonch town on Tuesday morning. The event was organised to formally hand over financial aid sent by Rahul Gandhi for the children’s education.

Aid May Expand to More Children

While 22 children have been included in the initial list of beneficiaries, Karra stated that the number is expected to grow as more families in similar situations are identified. “This is not a one-time gesture. More children from affected areas may be added in the coming weeks after verification,” he added.

The selected children are expected to receive full educational sponsorship, including tuition fees, school supplies, uniforms, and other necessary support to help them continue their studies uninterrupted.

A Symbol of Compassion and Political Responsibility

The initiative has drawn appreciation from across the political spectrum. MLA Rajouri, Iftikhar Ahmed, praised Rahul Gandhi’s efforts and called it a “humane and empathetic decision”.

Rahul Gandhi has always empathized with the pain of the common man, especially in conflict-hit zones. This is not just financial help — it is a strong message that their suffering has not gone unnoticed,” said Ahmed.

Rahul Gandhi’s move comes at a time when political debates around the civilian cost of Operation Sindoor and the impact on border residents are intensifying in Parliament and civil society. His outreach is being viewed as an attempt to bridge the growing disconnect between national security actions and grassroots humanitarian needs.

Background: Operation Sindoor and Its Fallout

Operation Sindoor, launched earlier this year, aimed to counter militant infiltration and eliminate cross-border terror infrastructure. However, in the days following the operation, intense shelling and retaliatory fire were reported along multiple sectors of the LoC, with Poonch emerging as one of the worst-affected districts.

Dozens of homes were damaged, and several border villages were evacuated temporarily. Educational institutions remained shut for weeks, and children, particularly from vulnerable communities, faced uncertainty about their academic futures.

In this context, Rahul Gandhi’s support is being seen as a concrete and timely intervention that focuses not only on relief but also on long-term rehabilitation through education.

Looking Ahead

As the Congress party leadership continues to engage with affected regions, officials indicated that similar educational support programs may be extended to Rajouri, Uri, and Karnah, depending on available resources and local needs.

Tariq Hamid Karra concluded the event by expressing hope that other political leaders and parties will follow suit and prioritise the future of children living in conflict zones.

“War leaves deep scars, especially on the youngest members of our society. Supporting their education is the most powerful way to heal those wounds,” he said.

Environmental Sciences, Centre for Biodiversity Studies, Baba Ghulam Shah Badshah University (BGSBU), in collaboration with the Indira Gandhi National Centre for the Arts (IGNCA), Regional Centre Jammu, organized a thought-provoking two-day National Seminar titled “Astha, Parampara aur Prakṛti: Exploring the Sacred Continuum of Faith, Tradition, and Nature among the Bakarwal Community.”

Mr. Abhishek Sharma (IAS), Registrar, BGSBU, graced the inaugural session as the Chief Guest and delivered a compelling keynote address. In his address he underscored the urgent need to preserve and promote indigenous knowledge systems that are rapidly eroding in the face of modernisation, climate change, and cultural homogenisation.

He emphasized that the Bakarwal community embodies a sustainable way of life, deeply rooted in ecological balance and spiritual wisdom. “Their traditions are not relics of the past, but living systems of knowledge that offer critical lessons in environmental conservation, resilience, and community cohesion,” he noted.

Mr. Sharma further remarked that the time has come for academic institutions, policymakers, and civil society to recognize the value of indigenous voices and integrate them into mainstream development narratives. “We must create platforms like this seminar to celebrate, learn from, and protect the intangible heritage of nomadic communities like the Bakarwals, who for generations have lived in harmony with the natural world,” he added.

He lauded the organizers for curating a multidisciplinary forum that brought together scholars, ecologists, anthropologists, cultural experts, and community members to engage in meaningful dialogue and knowledge exchange. He urged for actionable outcomes from such academic gatherings that can inform policy, enrich curricula, and inspire youth to engage with indigenous knowledge traditions.

Dr. Shreekar Pant, Director, CBS presented welcome address and deliberated that the event aimed to shed light on the intricate tapestry of beliefs, traditional practices, and ecological knowledge that define the cultural life of the nomadic Bakarwal community of the Western Himalayas.

Dr Shruti Awasthi, Regional Director, Indira Gandhi National Centre for the Arts, Regional Centre Jammu in her address stated that the Bakarwal community represents a living archive of Himalayan wisdom — their seasonal mobility, oral traditions, and sacred relationship with the land form a unique lens through which we must view sustainable living.

Professor M. K. Waqar, renowned academician, further lauded the university’s initiative to bring academic attention to communities whose knowledge systems have long been marginalised in mainstream discourses and commended the efforts of the organisers in highlighting such a vital and often underrepresented community.

Distinguished speakers namely Dr. Bhanu Kumar Vats, Assistant Professor, University of Delhi, Dr. Harish Dutt, Assistant Professor, University of Jammu, Dr Danish Iqbal Raina, Assistant Professor and Shri Brajesh Jha, Senior Journalist also addressed the growing challenges faced by the Bakarwal community, including the pressures of sedentarisation, shrinking pasturelands, lack of representation in policy frameworks, and the impact of climate change on their traditional routes and water sources.

The inaugural session concluded with a strong call to action for more inclusive research and policy interventions to protect the cultural and ecological heritage of pastoral nomadic communities in India. Special gratitude was expressed to Professor Jawaid Iqbal, Vice Chancellor, BGSB University for their constant support.

CJI Gavai Calls Kashmir a Paradise, Urges University of Kashmir to Harness Alumni Power for Youth Development

Chief Justice of India (CJI) B R Gavai on Sunday expressed faith that the University of Kashmir would produce students who will contribute to the development of the Union territory and the nation.

Addressing the ‘Mega Alumni Meet 2025’ of the University of Kashmir here, the CJI also urged the varsity to make use of its rich alumni to benefit the younger generation. “I appeal to the university and the faculty to make use of the good alumni for young generations. They can benefit from their rich experience and get a good roadmap for the future,” he said.

CJI Gavai said he has full faith and full belief that the University of Kashmir will produce many more students who will actually participate and contribute to the development of India as a nation and to the development of Kashmir as a region.

Describing Kashmir as a truly paradise in the world, Gavai said “we have come here in Jannat (heaven)”.

“Kashmir is known for its confluence of civilisation… its beauty, handicrafts, pashmina shawls and cuisine. It has deeply enriched India’s intellectual and cultural discourse. Kashmir has produced voices that resonate far beyond it its values,” the CJI said.

CJI Gavai said the university has produced a variety of talents from various walks of life who have contributed to law and judiciary, to politics, and to medical science.

Earlier, the CJI felicitated the university’s alumni, including former chief minister of the erstwhile state of J-K Ghulam Nabi Azad.

“I was particularly happy to felicitate Ghulam Nabi Azad who has represented my neighbouring district in Vidarbha. Not only that, he has been a very good friend of my father and both of them have worked together in Rajya Sabha and also in Maharashtra politics.

“I was also happy to felicitate (Lok Sabha MP) Mian Altaf. We also felicitated the other alumin for their valuable contribution,” he said.

Apart from the CJI, the event was also attended by seven Supreme Court judges, Union Minster Kiren Rijiju, chief justice of the High Court of Jammu Kashmir and Ladakh, J-K LG Manoj Sinha, and CM Omar Abdullah.

“This university can do much more than what it has done so far. Because we can’t just brush aside the minority element, which we treat as a fringe element. Because it takes only a few attempts by some of the negative elements to create trouble for society,” he said.The minister called upon the people not to give any space to the negative elements “which come from outside our country”.

The Department of Philosophy, Islamic University of Science and Technology (IUST), Kashmir, organized two national symposia this week to commemorate Indian Philosophers Day and International Day of Yoga from July 22 to 23. The symposia, based on the twin themes “Indian Philosophy (Bhāratīya Darśana)” and “Yoga for Health, Happiness and Harmony,” were conducted with the support of the Indian Council of Philosophical Research (ICPR).

The events featured presentations by academic philosophers such as Prof. Pradeep Gokhale (ICPR National Fellow), Prof. Ajay Verma (Jawaharlal Nehru University), Prof. Harish Navale (Savitribai Phule Pune University), Dr. Pankaj Srivastava (Panjab University), Dr. Richa Shukla (IIT Bhubaneswar), and Dr. Ambuj Sharma (PGGC Girls Chandigarh). The presentations highlighted the rich traditions of Indian philosophy and their role, relevance, and significance in promoting the Indian dṛṣṭi, both at a conceptual level in areas such as metaphysics and epistemology, and at a practical level through the perspective of Yogic traditions.

The symposia witnessed active participation from students, scholars, faculty members and university officials including Prof. A.H. Moon, Dean Academic Affairs, IUST; Dr. Rumaan Bashir, Controller of Examinations, IUST; and Dr. Afroz Ahmad Bisati, Dean, School of Humanities and Social Sciences. Kashmiri Medical Graduates Forced to Travel Outside UT for FMGE Exam, Demand Centre in Srinagar

Medical students from Kashmir who obtained their degrees from foreign universities will have to travel outside the Union Territory to appear for the Foreign Medical Graduates Examination (FMGE), also known as the Screening Test, as there are no designated exam centres in Jammu and Kashmir.

The exam is conducted by the National Board of Examinations (NBE) and is mandatory for Indian citizens with foreign medical degrees to obtain a license to practice medicine in India.

The absence of exam centres in Kashmir has triggered concern among students and their families, who have appealed to the government to set up exam centres in Srinagar to avoid logistical and financial burdens.

Several students said they are facing difficulties in arranging travel and accommodation in other states such as Punjab and Delhi, especially during the current academic and weather conditions.

Ruqaya Bano, a medical graduate, said, “I have to travel all the way to Chandigarh to write the exam.

It is not just costly, but also exhausting, especially when we have been preparing for months.”

Sameer Ahmad, another student who studied in Kazakhstan, said, “We don’t understand why there are no centres in Kashmir. It feels like we are being ignored.”

Parents also expressed their concern over the lack of local exam facilities. “Our children already go through so much stress preparing for this exam. Travelling far from home adds to their pressure,” Aijaz Dar, father of a medical graduate told KNS.

Shaista Jan, whose daughter studied in Uzbekistan, said, “Not every family can afford to send their children to other states and manage everything on their own.”

Responding to the issue, a senior official in the Health and Medical Education Department told Kashmir News Service (KNS) that the concerns of the students and their families have been received. The matter will be taken into consideration very soon.”–(KNS)

Held under the banner of promoting democratic values, leadership skills, and parliamentary awareness among the youth, the competition drew participation from top educational institutions across India. No More Summer Vacation in Kashmir,Schools in Kashmir to Reopen on July 8 Timings Adjusted for Srinagar and Other Areas

Following the 15-days summer vacation, the Government on Monday decided to reopen the schools in Kashmir on July-08.

Speaking to the news agency—Kashmir News Observer (KNO), Minister of Education Sakina Itoo said, “We have decided to reopen the schools on Tuesday.”

Itoo also said that the schools falling under the Srinagar Municipality Limits shall function from 7:30 Am to 11:30 Am.

She said that the schools outside the Srinagar Municipality Limits shall function from 8am to 12pm.

The minister further informed KNO that the schools shall conduct two online classes to complete the syllabus on time.—(KNO)
