Transfers In J&K Police Department

Unlawful Activities (Prevention) Act (UAPA).

Five DySPs have been transferred in Jammu and Kashmir with immediate effect.As per an order issued by DGP, a copy of which lies the news agency Kashmir Scroll, five DySPs have been transferred in Jammu and Kashmir which includes Hamid Ali Banday and Syed Aqeel Shah.

Hamid Ali Banday has been from DySP Surankote to SDPO Handwara while Syed Aqeel Shah has been transferred from DySP CID CI Rajouri to DySP PC  Poonch against OAR post .

As per order Ajaz Ahmad has been transferred from SDPO Mahore yo DySP PC/SDPO Surankote.

Satish Kumar has been transferred from SDPO Handwara to DySP Hqrs Rajouri while Parupkar Singh has been transferred from DySP CID SB Udhampur-Reasi to SDPO Thanamandi.

“Further, Shri Viqar Younus Batt, SDPO Thanamandi (KPS155783) and Shri Ashwani Kumar, DYSP Hqrs Rajouri (EXJ005602) shall report to ZPHQ Jammu and await orders of posting,” reads the order.

Adv Mian Muzaffar Arrested and Booked Under PSA

Jammu and Kashmir police has arrested Adv Mian Muzaffar, the nephew of Advocate Mian Qayoom, under Public Safety Act (PSA), family members said.

They informed Srinagar based news agency Kashmir Dot Com that authorities arrested Muzaffar from his residence at approximately 1:00 AM.

As per family, “Authorities informed them that he has been booked under the Public Safety Act (PSA) and subsequently shifted him to Kathua Jail in Jammu.”The circumstances surrounding his detention remain unclear, and family members are seeking more information about the charges leading to his arrest.

Earlier, former BAR president Mian Qayoom was arrested in murder case of Advocate Babar Qadri.The ad hoc chairman of the J&K High Court Bar Association (JKHCBA), Kashmir, Nazir Ahmad Ronga, was also arrested by the Lieutenant Governor’s administration in Srinagar just hours after the Bar issued a notification related to the internal election.

Meanwhile, in a notification, a Bar spokesman said, “On turn of events the JKHCBA has decided to suspend notification (issued on July 10).”

Permission Granted: 8th Muharram Procession in Srinagar

“On Sunday, the Srinagar district administration granted permission for the 8th Muharram procession from Guru Bazar to Dalgate via Budshah Kadal and M.A Road. The order, issued by District Magistrate Srinagar, favors the Yaadgar-i-Hussaini Committee in Kaloo Manzil Mohalla, Guru Bazar. The traditional route will see the procession start from Guru Bazar at 0600 hours, passing through Jehangir Chowk at 0630 hours, and reaching J&K Bank Headquarters on MA Road by 0800 hours.

The decision takes into account public interest, considering the procession’s impact on business establishments, ambulance movement, students, office staff, and general passengers. However, certain conditions apply: organizers must use the left side of the road, leaving the right side open for emergency vehicles. Anti-national or anti-administration speeches are prohibited, and the procession should not disrupt communal harmony or disrespect national symbols. Additionally, no provocative slogans, terrorist-related imagery, or defacement of public property are allowed. Cooperation with local authorities and adherence to regulations are essential.

Body of Youth Faid Fayaz Recovered from Jhelum River After 4 Days

The lifeless body of Faid Fayaz, a resident of Bemina Srinagar, was retrieved from the Jhelum River on Saturday. Faid had jumped from Qamarwari Bridge into the river on July 10th. The search and rescue teams, including the SDRF and River police, worked tirelessly for four days to locate and recover the body. The incident is now under investigation by the police

Mehbooba Mufti, Omar Abdullah claim ‘House arrest’ in J&K

Several political leaders in Jammu and Kashmir, including People’s Democratic Party (PDP) chief Mehbooba Mufti and Jammu and Kashmir National Conference leader Omar Abdullah on Saturday claimed that authorities have put them under “house arrest” to prevent them to pay homage to the people allegedly killed by the Army on this day in 1931.

“The gates of my house have been locked up yet again to prevent me from visiting Mazar e Shuhada – an enduring symbol of Kashmir’s resistance and resilience against authoritarianism, oppression and injustice. The sacrifices of our martyrs is a testament that the spirit of Kashmiri’s cannot be crushed. Today even observing it in remembrance of the protesters martyred on this day has been criminalised.

On 5th August 2019, J-K was dismembered, disempowered and stripped of everything that was sacrosanct for us. They intend to erase each one of our collective memories. But such assaults will only strengthen our determination to continue the fight for our rights and dignity,” Mufti posted on X.

Omar Abdullah also expressed outrage over “police excesses” to stop people from paying homage to those who sacrificed their lives to establish a “just, fair and democratic regime” in Jammu and Kashmir.

“Another 13th July, Martyr’s Day, another round of locked gates and police excesses to stop people from paying homage to those who sacrificed their lives to establish a just, fair and democratic regime in J-K.

Everywhere else in the country, these people would have been celebrated but in J-K the administration wants to ignore these sacrifices. This is the last year they will be able to do this. InshaAllah next year we will mark 13th July with the solemnity & respect this day deserves,” Abdullah posted on X.

Sajad Lone, Jammu and Kashmir People’s Conference (JKPC) chairman also claimed that he has been put under house arrest.

“For no reason informed of being under house arrest. I really fail to understand what the administration gets in stopping people from going to the martyrs’ graveyard. People have a right to choose their heroes.

And the martyrs are heroes for the people of Kashmir. Why be in denial and why on earth would a non-resident government need to meddle in it. Actually believing that a government will decide on what has been historically heroic and who are the historical heroes is an unambiguous sign of despotism,” Lone posted on X. (ANI)

Baramulla Police Dismantles Human Trafficking Ring, Rescues Minor Victims

Acting on a reliable tip-off, Baramulla Police Station dismantled a human trafficking ring operating in Ushkura, Baramulla. The investigation revealed Shakeel Ahmad Bhat, a resident of Ushkura, was involved in the trafficking and exploitation of minor girls from outside the UT.

An FIR No. 173/2024 under relevant sections of law was registered at PS Baramulla. A police team raided Bhat’s residence, recovering three minor victims, all from the Rohingya community in Burma. The search was conducted in the presence of a magistrate and female police officers.

During interrogation, Bhat confessed to selling one girl to Mehraj Ahmad Tantray, a resident of Kanlibagh. A subsequent raid at Tantray’s house led to the recovery of another minor Rohingya girl and Tantray’s arrest.

Both Shakeel Ahmad Bhat and Mehraj-u-Din Tantray have been arrested. The police are continuing their investigation to apprehend other suspects involved in this human trafficking network.

This operation underscores the Baramulla Police’s commitment to combating human trafficking and safeguarding vulnerable individuals.

Delhi High Court Judge Recuses from Yasin Malik Case Appeal; NIA Seeks Death Penalty

Justice Amit Sharma of the Delhi High Court recused himself from hearing the National Investigation Agency’s (NIA) appeal seeking the death penalty for Kashmiri separatist leader Yasin Malik in a terror funding case on Thursday.

A previous bench had sought Yasin Malik’s response to the NIA’s appeal, calling it a “rarest of rare” case.

The appeal was listed for hearing on Thursday before the Division Bench of Justice Prathiba M Singh and Justice Amit Sharma. However, when the matter was taken up, Justice Amit Sharma recused himself. The bench has now listed the matter for August 9 before a different bench of the Delhi High Court.

In May 2023, the NIA moved the Delhi High Court challenging a lower court order that awarded life imprisonment to Yasin Malik in a terror funding case.

Earlier, a predecessor bench comprising Justice Siddharth Mridul and Justice Talwant Singh had issued a notice to Yasin Malik through the Jail Superintendent, as he is lodged in Tihar Jail. Malik was the sole respondent in the appeal, noted the court.

The court also issued a notice on the NIA’s application for condonation of delay in filing the appeal and summoned the trial court record.

Appearing for the NIA, Solicitor General Tushar Mehta submitted that Yasin Malik is responsible for the killing of four IAF personnel and the kidnapping of Rubaiya Sayeed. He further asserted that the four terrorists released after the kidnapping masterminded the 26/11 Mumbai attacks.

Solicitor General Mehta also stated that Malik crossed over to Pakistan in the 1980s to receive training in handling weapons, with the ISI helping him become the head of JKLF.

In its appeal, the NIA argued that not imposing capital punishment on such a dreaded terrorist, merely because he pleaded guilty, would erode the country’s sentencing policy and create a loophole for terrorists to avoid the death penalty.

The NIA further stated that the acts committed by Malik, due to their ‘act of war,’ resulted in the loss of valuable soldiers and caused irreparable damage to their families and the nation.

The NIA also noted that Malik, over decades, has been involved in and leading terrorist activities in the valley, masterminding, planning, and executing armed rebellion with the help of foreign terrorist organisations interested in India.

In its appeal to the Delhi High Court, the NIA contended that Malik’s offences are acts of “external aggression,” brazenly planned and executed as “acts of waging war against the nation.” They created internal disturbances by raising and using armed militia within the state and aiding trained terrorists from enemy states to infiltrate India’s borders.

Earlier, on 25 May 2022, the trial court judge, while sentencing Yasin Malik to life imprisonment, opined that there was no reformation of the convict. Although Malik claimed to have given up violence in 1994, he had never expressed regret for the violence he committed before that year.

The judge noted that when Malik claimed to have renounced violence after 1994, the Indian government took his word at face value, gave him opportunities to reform, and engaged in meaningful dialogue with him, allowing him platforms to express his opinion.

The crime was considered more serious as it involved the assistance of foreign powers and designated terrorists, and was carried out under the guise of a peaceful political movement, added the trial court.

The manner of the crime and the weaponry used led the judge to conclude that it would not pass the “rarest of rare” test for the death penalty.

Along with the life sentence, the NIA court imposed a fine of over Rs 10 lakh on Yasin Malik. He was sentenced to life imprisonment twice: once for waging war against the nation and once under UAPA Section 17 for raising funds for the terror act.

As Jammu and Kashmir enjoy a break from the recent heat wave, the weather forecast brings new concerns. The Meteorological Department has predicted the possibility of floods amidst moderate rainfall expected until 17th July.

The temperatures have dropped significantly today, with Srinagar recording a maximum of 29.8°C. Across Kashmir, temperatures settled below 30°C after a brief rise over the past two days. In Qazigund, known as the gateway to Kashmir, the temperature reached 28.4°C, while Kupwara also recorded 29.8°C. Kokernag experienced a maximum of 28.5°C, and Pahalgam, a popular tourist destination, saw a cooler 25.7°C.

In Jammu, temperatures were slightly higher, with the city recording 33.3°C. Banihal registered 29

Aerial Gunshots Fired after observing Suspicious Movement in Basanthgarh Udhampur

Police on Wednesday said that sentary fired some aerial gunshots after observing Suspicious movement in Sang area of Basanthgarh in Udhampur district.A top police officer told GNS that sentry opened fire towards tree line after discerning suspicious movement.

There was no attack as being circulated in social media, the officer said.He also said that people should refrain from circulating unsubstantial posts, the officer added.(GNS)

Jammu and Kashmir’s Agricultural Graduates Face Desperate Unemployment Crisis!

The Unemployed Agricultural Graduates Association of Jammu and Kashmir (UAGAJK) has raised urgent concerns about the worsening unemployment crisis faced by agricultural graduates in the region. The association criticizes the government for its lack of attention, inadequate policies, and failure to fill vacant positions within the J&K Agriculture Production Department (APD), exacerbating the unemployment issue for agricultural graduates, postgraduates, doctoral, and post-doctoral students.

According to UAGAJK, the Government of Jammu and Kashmir introduced SRO-442 in the APD on October 23, 2017. This amendment mandated that Junior Agriculture Extension Officer (JAEO) posts be filled 100% on a promotional basis, contrary to the earlier SRO-02 dated January 2, 2004, which allowed for a 60:40 split (60% direct recruitment and 40% promotional quota). These JAEO posts serve as entry-level positions in the APD, and the agricultural technocrats are now suffering from psychological trauma due to this change. Additionally, entry-level posts in the gazetted cadre have also been affected. Under SRO-179 of 1988, the direct-to-promotional quota ratio was 50:50, but later, under SRO-433, it was adjusted to 20:80, further diminishing the chances for young professionals with postgraduate and doctoral degrees in agriculture.

Despite hundreds of vacant posts under the direct recruitment quota, the APD has not referred a single post of Agriculture Extension Officer (AEO) for direct recruitment in over 17 years. The association has made repeated attempts to seek redressal by approaching various officers, including the Advisor to the Lieutenant Governor of Jammu and Kashmir, the Commissioner Secretary of JKAPD, and the Directors of Agriculture in Jammu and Kashmir. Unfortunately, their grievances remain unaddressed.

Sheikh Amjid, President of UAGAJK, expressed deep disappointment at the government’s inability to address the genuine concerns of unemployed agricultural graduates. The repeated dismissal of their grievances, citing the prolonged reorganization process, indicates a lack of will to tackle the unemployment crisis head-on.

Furthermore, these restrictive policies not only deprive qualified agricultural graduates of employment opportunities but also hinder the infusion of fresh talent and ideas into the Agriculture Production Department. The recent withdrawal of an advertisement for 156 posts of Agricultural Extension Assistants (AEA) on January 2, 2021, after a gap of 7 years, dashed the hopes of thousands of unemployed agriculture students and scholars.
