Chief Engineer, Distribution, KPDCL has informed that the Shutdown of 33 KV Pampore-B.K Pora line will be observed due to which power supply to BK Pora, Khanda, Checkpora, Chatergam, Kenihama, Summerbugh, Wagoora, Aribagh, Checkpora and adjoining areas will be affected from 10 AM to 03 PM on 16 February 2026.

J&K Assembly Uproar Over Encroachment Claims, Govt Says 1,267 Kanals of Land Under Illegal Occupation in Jammu

The Jammu and Kashmir Legislative Assembly saw heated scenes on Friday after BJP MLA Vikram Randhawa claimed that a large amount of Jammu Development Authority (JDA) land had been illegally occupied in his constituency.

Randhawa said that about 16,212 kanals of JDA land in Jammu were under encroachment. Out of this, around 690 kanals were in his constituency. He further claimed that “around 90 percent” of this land had been encroached by people from Kashmir. Click Here To Follow Our WhatsApp Channel

His remarks caused strong protests inside the House, with several MLAs objecting to what they described as divisive comments.

Government Response

Minister for Social Welfare Sakeena Itoo, replying on behalf of Chief Minister Omar Abdullah, said that encroachment is illegal whether it happens in Jammu or Kashmir.

She accused Randhawa of repeatedly raising a “Jammu versus Kashmir” narrative.

Itoo provided official figures, stating that:

  • 688 kanals and 17 marlas of land in Tehsil Bahu
  • 579 kanals in Tehsil Jammu South

were under illegal encroachment.

She added that these were old cases and action was being taken under the J&K Public Premises (Eviction of Unauthorised Occupants) Act, 1988 and other relevant laws.

Action Taken So Far

The Minister informed the House that since January 2025:

  • 140 kanals and 11 marlas of land have been retrieved
  • 34 anti-encroachment drives have been carried out in Bahu and Jammu South

To prevent future encroachments, fencing and signboards are being installed on recovered land.

She also said that JDA teams, including Junior Engineers and Patwaris, regularly inspect areas and report any fresh attempts to occupy land illegally. The Jammu Municipal Corporation (JMC), Revenue Department, and local police assist when needed.

Action Against Officials

The Minister stated that strict action is taken against any JDA officer found involved in illegal activity. This includes warnings, suspension, red entries in service records, and stopping increments.

Political Reactions

Speaking outside the Assembly, Randhawa claimed the encroachment was part of a “sinister design” to change demography. He said he had no objection if people from Kashmir bought land legally in Jammu, but added that state land should not be grabbed.

His comments were criticised by several leaders.

MLA Sajad Lone condemned the remarks during a debate. PDP MLA Waheed-ur-Rehman Para also criticised Randhawa, saying land issues should not be seen through a religious or regional lens.

Later, Minister Sakeena Itoo raised a point of order in the House, stating that Randhawa had allegedly said Kashmiri Muslims would not be allowed to settle in Jammu. Randhawa denied this, saying he only opposed illegal land grabbing, not lawful settlement.

Bandipora–Gurez road was today thrown open for regulated traffic movement, facilitating the safe passage of commuters amid prevailing weather conditions.

The movement was carried out under the supervision of the District Administration Bandipora in coordination with the concerned departments.

During the regulated window, a total of 23 vehicles were allowed to ply from Bandipora towards Gurez. No heavy motor vehicles (HMVs) were permitted, and only vehicles fitted with anti-skid chains were allowed to proceed. The US Department of Justice said Nikhil Gupta, 54, pleaded guilty on Thursday to murder-for-hire, conspiracy to commit murder-for-hire, and conspiracy to commit money laundering. Gupta entered the plea before a federal magistrate judge in Manhattan and is scheduled to be sentenced on May 29, 2026. He faces a maximum potential sentence of 40 years in prison, though the final sentence will be determined by the court.

According to US prosecutors, Gupta worked at the direction of an Indian government employee to arrange the killing of a US citizen of Indian origin who is an attorney and political activist based in New York. While US court documents refer to the individual as “the victim,” the target of the alleged plot is widely understood to be Gurpatwant Singh Pannun, a prominent figure in the Sikh separatist movement and designated as a terrorist in India.

Indian authorities have designated Pannun as a terrorist under the Unlawful Activities (Prevention) Act (UAPA), India’s primary anti-terror law. His organization has been banned in India, and he is accused by New Delhi of advocating violence and secessionism through calls for the creation of a separate Sikh state, Khalistan.

US prosecutors allege that in 2023 Gupta was recruited by Vikash Yadav, who was described in court filings as an employee of India’s Cabinet Secretariat, which houses the country’s foreign intelligence service, the Research and Analysis Wing. At Yadav’s direction, Gupta allegedly sought to hire a hitman to carry out the assassination on US soil.

Unbeknownst to Gupta, the individuals he contacted were working with US law enforcement. Authorities say he negotiated a $100,000 payment for the killing, arranged a $15,000 cash advance, and passed along detailed personal information about the intended target, including home address, phone numbers and daily routines. The plot was ultimately thwarted by the Drug Enforcement Administration and the Federal Bureau of Investigation.

The Justice Department said Gupta also told an undercover officer to delay the killing to avoid coinciding with the Indian Prime Minister’s state visit to the United States in June 2023. After the killing of Sikh separatist leader Hardeep Singh Nijjar in Canada later that month, Gupta allegedly indicated there was “now no need to wait,” according to court documents.

Gupta was arrested in the Czech Republic in June 2023 and extradited to the United States in 2024.

The case has wider diplomatic implications. In November 2023, India set up a high-level internal panel to examine US allegations related to the plot. At the time, New Delhi said it took the accusations seriously while also rejecting claims of state-sponsored wrongdoing.

The Indian government’s reaction to Gupta’s guilty plea and the latest developments in the case is awaited.

“We have no problem if Kashmiris purchase land and construct their houses in Jammu, but they should not build on government land,” he said, further claiming that over 16,000 kanals of JDA land were under encroachment in Jammu.

Government’s Response

Replying on behalf of the Chief Minister, Social Welfare Minister Sakina Itoo said that, as per available records, 688 kanals and 17 marlas in Tehsil Bahu and 579 kanals in Tehsil Jammu South were under illegal encroachment.

“These encroachments are old and are being removed as per the provisions of the Public Premises (Eviction of Unauthorised Occupants) Act and other relevant laws,” she said.

The minister informed the House that since January 2025, authorities have conducted 34 anti-encroachment drives in Tehsils Bahu and Jammu South, retrieving 140 kanals and 11 marlas of JDA land.

She also stated that fencing and signboards have been installed to prevent fresh encroachments, while teams comprising junior engineers, patwaris and other field staff regularly monitor vulnerable areas.

Heated Exchange

Randhawa’s remarks triggered protests from ruling National Conference (NC) members, who objected to what they described as an attempt to give the issue a regional colour.

Itoo rejected the allegations, asserting that encroachment issues should not be viewed through a regional lens. “Jammu and Kashmir should not be divided on such grounds,” she said.

Amid the heated exchange, Randhawa walked into the well of the House holding documents and demanded the immediate removal of encroachments.

Action Against Officials

On action against erring officials, the minister said appropriate measures — including warnings, departmental proceedings, red entries in service books, suspensions and withholding of increments — have been taken against delinquent officers.

She added that red entries were made in the service books of Pankaj Sambyal and Romesh Kumar for their alleged involvement in encroachment of JDA land in Tehsil Jammu South.

Itoo emphasized that accountability is fixed strictly in accordance with the law after due verification and following prescribed procedures.

Allegations Outside the House

Later, speaking to reporters outside the Assembly, Randhawa alleged that the government was withholding the list of encroachers because they belonged to the Valley.

“Why has the government failed to provide me with the list?” he asked, reiterating his demand for transparency and immediate action.

The issue underscores the sensitivity surrounding land and regional identity in Jammu and Kashmir, as authorities continue anti-encroachment efforts across the Union Territory.

Nearly 10000 Cancer Cases Registered in J&K in 2025; SKIMS Records 16,000 in Three Years

The Jammu and Kashmir government on Friday said that around 10,000 cancer cases were registered across SKIMS Soura, GMC Jammu, and GMC Srinagar in 2025.

They said, SKIMS Soura alone has recorded over 16,000 cases in the last three years, showing the region’s focus on improving cancer care and diagnostic services.

“The State Cancer Institute at GMC Jammu is being made operational in a phased manner since February 4, 2023. The 100-bedded State Cancer Institute (SCT) at SKIMS Soura was established with central funding under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases, and Stroke (NPCDCS), with a sanctioned grant of Rs. 120 crore exclusively for infrastructure. Although the institute was commissioned on December 5, 2020, infrastructure development is still ongoing,” she said.

“At present, approximately 80 percent of the institute is functional through manpower deployed from the main hospital. However, the proposal for the creation of dedicated manpower including doctors, nursing staff, paramedical, technical and other support personnel, on the analogy of the State Cancer Institute, Jammu is under active consideration by the Government of Jammu and Kashmir,” she added.

“While giving details about the cases, she said that 5,108 cases were registered at SKIMS Soura in 2023, 5,387 in 2024 (an increase of 5.4%), and 5,791 in 2025 (an increase of 7.5%).” She said that 1,767 cases were registered in 2023 at GMC Jammu, followed by 2,206 in 2024, and 2,569 in 2025.

She added that at GMC Srinagar, 1,159 cases were registered in 2022, 1,640 in 2023, 1,659 in 2024, and 1,558 in 2025.

“While the data presented indicates a slight increase in reported cancer cases, it is important to note that this cannot be conclusively interpreted as an actual rise in cancer incidence without further detailed epidemiological research. The observed increase is likely influenced by significantly improved diagnostic capabilities and enhanced detection rates across healthcare institutions,” she said.

The Minister said that to address the growing patient load and reduce waiting times, the government is actively augmenting diagnostic services. This is evidenced by the substantial increase in PET scans conducted at SKIMS, from 1,410 in 2024 to 2,250 in 2025. SKIMS, as the premier tertiary care centre in Jammu & Kashmir, continues to manage a large volume of referral cases for advanced cancer diagnosis and surgery from peripheral institutions.

“Regarding diagnostic services at other facilities, routine biochemistry and pathology tests at Government Medical College (GMC) Jammu are conducted without delay. Existing PET scan services typically deliver reports within 3–4 days. For investigations not currently available, a standard referral protocol to associated hospitals is followed, with ongoing efforts to strengthen these facilities in a phased manner. Similarly, GMC Srinagar is actively providing comprehensive cancer treatments, including therapies and surgeries, and conducts essential tests such as MRI, CT, and USG,” she said.

“To further enhance cancer care, a significant development is the recent administrative approval by the Health and Medical Education Department for the procurement of a new PET scan machine for GMC Srinagar, at an estimated cost of Rs. 16 crore, through JKMSCL. This strategic investment will substantially boost diagnostic and treatment services available at the institution,” she added.
