The officer at the centre of the controversy is Kumar Rajeev Ranjan, an IAS officer serving as Administrative Secretary of the Labour and Employment Department. The woman officer has been identified as Beenish Wani, a 2015-batch Jammu and Kashmir Administrative Service (JKAS) officer posted as Assistant Director at the Employment and Counselling Centre in Ganderbal.

The incident reportedly took place during a virtual review meeting concerning Mission YUVA, a government initiative aimed at promoting entrepreneurship and employment opportunities.

What Happened During the Meeting?

According to media reports, the disagreement began while Wani was presenting details about her office’s performance and targets. The discussion reportedly turned to the role of the National Rural Livelihoods Mission (NRLM) and its coordination with the department.

Ranjan allegedly questioned the involvement of the mission in operational work. When Wani attempted to explain her position, the exchange became increasingly heated.

In the widely circulated recording, the senior officer can allegedly be heard telling Wani to stop speaking and using insulting language against her.

The video also appears to show him asserting his authority by saying, “I am your boss, stupid.”

During the confrontation, Ranjan reportedly instructed staff members to prepare a suspension order and recommend action against Wani through the General Administration Department.

Wani, meanwhile, objected to the language used against her and challenged the manner in which she was being addressed before leaving the meeting.

The circulation of the video has raised questions about professional conduct, workplace dignity and the treatment of subordinate officers within the administration.

Beenish Wani Reports Distressing Experience

Media reports state that Wani described the incident as a traumatic experience and informed higher authorities about the confrontation.

The episode has prompted calls for an impartial inquiry into the exchange and the circumstances surrounding the reported threat of disciplinary action.

The allegations have attracted particular attention because the confrontation involved a senior administrative officer and a woman serving in the JKAS cadre.

Political Leaders Demand Action

The incident has drawn criticism from political leaders and other sections of society, with demands for accountability and appropriate disciplinary action.

PDP leader Iltija Mufti reportedly criticised the conduct attributed to Ranjan and called for action by Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah.

The controversy has also renewed debate over relations between officers belonging to the AGMUT cadre and locally recruited administrative officers in Jammu and Kashmir.

Other political voices and employee representatives have reportedly expressed concern over the incident, stressing the importance of professional behaviour and a respectful working environment in government offices.

Questions Over Administrative Conduct

The controversy has placed the conduct of senior officials under renewed scrutiny. Government officers are expected to maintain professional standards while handling disagreements, reviewing performance and exercising disciplinary authority.

The incident has also highlighted concerns about the use of suspension threats during workplace disputes and the need to ensure that disciplinary proceedings follow established rules.

However, any allegations arising from the exchange must be examined through a fair and impartial process, with all relevant evidence and the responses of the officials concerned taken into account.

Investigation and Official Response Awaited

The viral video has intensified demands for an administrative inquiry and accountability. Further clarification from the concerned authorities would help establish whether formal proceedings have been initiated and what action, if any, has been taken.

The controversy continues to draw attention to workplace dignity, accountability and the responsibility of senior officials to maintain professional conduct within Jammu and Kashmir’s administration.
