In a swift escalation, the All J&K Junior Scale KAS Association (AJJSKA) has announced a statewide one-day pen-down strike, drawing a firm line against institutional intimidation and demanding strict accountability.

The Catalyst: A Virtual Review Meeting Turns Hostile

The controversy stems from an official virtual review meeting held on October 14 concerning Mission YUVA. The session was chaired by Kumar Rajeev Ranjan (IAS), Administrative Secretary of the Labour and Employment Department.

Among the participants was Beenish Wani, a 2015-batch JKAS officer and Assistant Director of the Employment and Counselling Centre in Ganderbal. Notably, reports revealed that Wani had logged into the official review meeting from home while on medical leave due to a bone fracture, underscoring her commitment to duty.

The friction began when Wani was briefing the floor on performance targets achieved by her office. As the conversation drifted toward the operational role of the National Rural Livelihoods Mission (NRLM), Wani attempted to explain its supporting function.

According to the viral video footage, Ranjan repeatedly interrupted her, demanding that she stop speaking. When Wani insisted on being granted the professional courtesy to finish her administrative briefing, the senior bureaucrat lost his temper, unleashing a barrage of abusive remarks:

  • The Slurs: Ranjan shouted down the line, “You are bloody shit! I can always talk to you like this.”
  • The Retort: When Wani pushed back against the demeaning language, stating he had no right to address her that way, Ranjan snapped back, “I am your boss, stupid.”
  • The Suspension Threat: Directing his office staff, Ranjan ordered them to immediately draft a suspension order and write a formal recommendation to the General Administration Department (GAD) to have her “thrown out of service.”
  • The Exit: Holding her ground against the public humiliation, Wani responded with “To hell with you” before exiting the virtual meeting.

AJJSKA Calls State-Wide Pen-Down Strike

Reacting sharply to the incident, the Interim Body of the JKAS Association (AJJSKA) convened an emergency meeting and called for a one-day pen-down strike across the Union Territory.

In a formal communication sent to its members, the association stated that the protest is aimed at defending the dignity, self-respect, and institutional honor of the entire service fraternity.

Key Demands of AJJSKAAssociation Stance
Impartial InquiryDemanding a transparent, independent review of the virtual conference recording.
Protection from RetaliationEnsuring absolute immunity and safety for Beenish Wani against administrative victimization.
Formal Public ApologyInsisting on accountability and a public apology from Kumar Rajeev Ranjan for unparliamentary language.

The association stressed that while professional oversight and operational target reviews are vital components of governance, executive authority does not grant license to bully, degrade, or use abusive language against subordinates.

Government and Political Fallout

The escalating crisis has triggered swift administrative and political responses across the region:

  • Official Inquiry Ordered: The J&K administration formally ordered an in-depth 15-day inquiry into the conduct of Kumar Rajeev Ranjan. An inquiry officer has been appointed to submit a detailed factual report for subsequent disciplinary action.
  • Political Condemnation: Chief Minister Omar Abdullah expressed serious concern over the incident, directing the Chief Secretary to ensure the protection and dignity of officers. Political figures, including PDP leader Iltija Mufti, strongly condemned the “god complex” exhibited by senior officials and demanded immediate administrative suspension.
  • Departmental Defense: The Labour and Employment Department later issued a clarification cautioning against unverified or selectively edited clips, noting that the complete proceedings remain archived with the National Informatics Centre (NIC).

As the inquiry timeline ticks forward, the solidarity shown by the JKAS cadre marks a watershed moment regarding workplace safety and respect for civil servants in Jammu and Kashmir.
