J&K Health Sector Faces 12614 Vacancies as 2,891 Medical Officer Posts Remain Unfilled

As many as 12,614 posts in the health sector are lying vacant across various health institutions in Jammu and Kashmir, the government informed the Legislative Assembly on Thursday.
The vacancies include 2,891 Medical Officer posts and 9,723 posts for paramedical and nursing staff, according to the government’s reply to a question raised by Budgam MLA Aga Syed Muntazir Mehdi. Click Here To Follow Our WhatsApp Channel
The government said staffing gaps are currently being managed through interim arrangements, including personnel engaged under the National Health Mission (NHM) and appointments on an academic arrangement basis, wherever feasible and administratively permissible.
It further said 416 Medical Officers selected through the Jammu and Kashmir Public Service Commission (JKPSC) had recently been received by the department. Appointment orders have so far been issued for 335 candidates.
Meanwhile, 1,567 paramedical and non-gazetted posts have been referred to the Jammu and Kashmir Services Selection Board (JKSSB) for recruitment.
Reshipora Hospital 70% Complete
The government also provided an update on the 125-bedded District Hospital at Reshipora in Budgam, saying the project has achieved around 70 per cent physical progress.
The hospital is expected to be completed by the end of the 2027-28 financial year, subject to the availability of funds and timely completion of the remaining works.
According to the government, ₹132.18 crore has been released for the project so far, against which ₹123.37 crore has been spent.
For the current financial year, ₹111.07 crore has been released, while expenditure of ₹2.25 crore has been recorded so far.
Progress on 100-Bedded Critical Care Unit
The government also outlined progress on the 100-bedded Critical Care Unit at Reshipora.
Work on the AAC block is currently underway. The ground and first floors have reached around 95 per cent completion, while the second floor is approximately 70 per cent complete.
Plastering work is around 82 per cent complete on the ground floor and 90 per cent on the first floor. Tiling, plumbing, fire-fighting and wall-chasing works are also progressing.
Reinforcement cutting and bending for the columns of the third floor is currently underway.
Vacancy Position Across Major Health Institutions
The government’s figures show significant vacancies across several major health institutions.
SKIMS has 150 vacant Medical Officer posts and 1,216 paramedical and nursing vacancies.
At the Directorate of Health Services Kashmir (DHSK), 967 Medical Officer and 150 paramedical posts are vacant, while the Directorate of Health Services Jammu (DHSJ) has 462 Medical Officer and 2,744 paramedical vacancies.
The Directorate of AYUSH has 55 vacant Medical Officer posts and 115 paramedical vacancies.
Among government medical colleges, the figures include:
- GMC Srinagar: 474 Medical Officer and 531 paramedical/nursing vacancies
- GMC Anantnag: 107 Medical Officer and 107 paramedical/nursing vacancies
- GMC Baramulla: 62 Medical Officer and 260 paramedical/nursing vacancies
- GMC Handwara: 134 Medical Officer and 378 paramedical/nursing vacancies
- GMC Jammu: 150 Medical Officer and 1,216 paramedical/nursing vacancies
- GMC Udhampur: 66 Medical Officer and 1,216 paramedical/nursing vacancies
- GMC Rajouri: 32 Medical Officer and 30 paramedical/nursing vacancies
- GMC Kathua: 118 Medical Officer and 266 paramedical/nursing vacancies
- GMC Doda: 114 Medical Officer and 64 paramedical/nursing vacancies.
Government Explains Study Leave Rules
On the issue of study leave, the government said only cases where leave has been formally sanctioned are dealt with under the provisions of the J&K Civil Services (Leave) Rules, 1979, along with subsequent amendments and government circulars.
The department said it verifies an employee’s eligibility, service particulars, cadre position and public interest before granting permission.
It also said provisions relating to stipend adjustment, entries in service books and penalties in cases of abandonment of service are enforced according to the applicable rules.
The figures presented to the Assembly highlight the scale of vacant medical and support-staff positions across J&K’s health institutions, while recruitment and interim staffing measures remain underway.
