J&K Bureaucrats Write to Assembly Secretariat Against Statehood Resolution

Jammu and Kashmir Chief Secretary Atal Dulloo and Law Secretary Achal Sethi have written separate letters to the Legislative Assembly Secretariat, asking that the resolution seeking restoration of statehood not be taken up. According to NDTV, the officials cited the matter being sub judice as the reason for their request. Assembly Speaker Abdul Rahim Rather told NDTV that he was not aware of any precedent for the bureaucracy sending such a communication to the Assembly Secretariat. He also questioned the fact that the communication was sent without the approval of the minister concerned.
Chief Minister Omar Abdullah, who also holds the Law portfolio, said he had no prior information about the letters and learnt about them through the Assembly Secretariat. Speaking in the House, Omar questioned how officials could send an opinion on a resolution moved by him without his knowledge.
Omar said the episode highlighted the situation created by Jammu and Kashmir’s current status as a Union Territory, where the elected government does not exercise the same administrative authority as a full state. His remarks came during the Assembly’s debate on the statehood resolution.
The development took place amid heated proceedings in the Assembly over the restoration of statehood. BJP legislators opposed parts of the resolution and later walked out of the House during the proceedings. The Assembly subsequently passed the resolution seeking restoration of full statehood.
