The measures include the deployment of thousands of police and paramilitary personnel, the closure of entry and exit gates at 57 metro stations, a temporary suspension of mobile internet services in parts of central Delhi and increased checks at transport hubs and border points.

The restrictions aim to prevent unauthorised gatherings and maintain law and order amid concerns about a possible large mobilisation of protesters.

According to reports, around 25,000 security personnel are expected to be deployed or involved in the wider security arrangements. The Ministry of Home Affairs has also made approximately 23,000 Central Armed Police Forces personnel available to assist Delhi Police.

Why Has Delhi Police Denied Permission for the Protest?

Joint Commissioner of Police Nupur Prasad said the proposed demonstration had not been granted permission because the organisers submitted their application on October 7, just three days before the planned protest.

She said applications were required to be submitted at least 10 days in advance. Police also cited concerns over compliance with directions issued during an earlier demonstration in July.

The CJP has called for a protest at Jantar Mantar against Chief Election Commissioner Gyanesh Kumar, accusing the Election Commission of irregularities in the Special Intensive Revision (SIR) of electoral rolls.

The party has alleged voter-list manipulation and questioned changes involving Form 6, which is used to apply for inclusion in electoral rolls.

These remain allegations made by the protesters. The wider dispute over the SIR exercise has also drawn criticism from opposition parties, while authorities maintain that election procedures operate under the applicable legal framework.

Mobile Internet to Be Suspended for 24 Hours

Mobile internet services are scheduled to be suspended within a four-kilometre radius of the Janpath–Kartavya Path crossing from 10 pm on October 9 until 10 pm on October 10.

According to police sources, the Union Home Ministry approved the measure as part of the security arrangements for the proposed protest.

The restriction applies to mobile internet services within the designated area. Internet services elsewhere in Delhi are expected to remain unaffected under the reported order.

The suspension is intended to limit the risks associated with mobilisation and maintain public order during the demonstration.

Entry and Exit Gates at 57 Metro Stations to Close

The Delhi Metro Rail Corporation (DMRC) has announced that entry and exit gates at 57 metro stations will remain closed from 9 pm on Friday, October 9, until further notice.

The restrictions will continue during October 10, although interchange facilities will remain available at affected stations, except at New Delhi Metro station. Train frequency may also be regulated depending on the security situation.

Major stations affected include:

  • Rajiv Chowk
  • Central Secretariat

The restrictions could affect office workers, students, shoppers and other commuters travelling across the capital.

New Delhi District Divided into 20 Security Zones

As part of the arrangements, the New Delhi district has been divided into 20 zones for closer monitoring.

According to police sources, each zone will be supervised by senior officers, including a Joint Commissioner of Police, a Deputy Commissioner of Police and an Additional Deputy Commissioner of Police.

Special Commissioners of Police overseeing different units will also coordinate with senior officers and monitor developments throughout the day.

Police have conducted mock drills at several locations to prepare for possible crowd build-ups, traffic disruption and attempts to cross barricades.

More than 120 companies of Central Armed Police Forces are expected to be involved in the arrangements, according to the supplied report.

Railway Services and Road Travel May Be Affected

Railway passengers could also face disruption on Saturday.

Several trains scheduled to arrive at or depart from New Delhi and Hazrat Nizamuddin railway stations between 4 am and 2 pm have reportedly been cancelled.

Travellers should confirm their train status with Indian Railways before leaving home, as changes may affect connecting journeys.

Police are also increasing surveillance at Delhi’s border points, bus terminals, hotels, guest houses, lodges and other sensitive locations.

Additional cameras have reportedly been installed, while checks are being carried out on vehicles and passengers entering the capital.

Authorities may impose further vehicle restrictions in New Delhi after 6 am on Saturday, depending on the security assessment and developments on the ground.

People travelling to the airport have been advised to allow extra time for possible congestion and security checks.

Liquor Shops to Remain Closed on October 9 and 10

Liquor shops across Delhi have been ordered to remain closed on October 9 and 10 as a preventive measure, according to the report.

Police are also monitoring social media platforms for messages relating to the proposed demonstration, including information about gathering points and mobilisation.

More than 200 content creators have reportedly come under scrutiny as part of this exercise. The specific legal basis and scope of these checks have not been independently established in the supplied information.

Authorities have also issued appeals through religious institutions, urging people to maintain peace and follow official instructions.

CJP Protest Centres on Election Commission Controversy

The planned demonstration centres on the CJP’s demand for the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the SIR of electoral rolls.

The controversy has become part of a wider political debate about voter registration, electoral transparency and the Election Commission’s role.

While protesters have raised concerns about possible wrongful deletions and changes to voter records, such claims require examination against official records and evidence.

With permission for the Jantar Mantar demonstration denied, police are preparing for possible attempts by supporters to gather in or move towards restricted areas.

Authorities have said the security arrangements are intended to prevent unauthorised gatherings and maintain public order. Residents and visitors have been advised to check official transport and traffic updates before travelling across Delhi on Saturday.
