 Chief Minister Omar Abdullah today moved 13 Demands and 19 supplementary Demands in the Legislative Assembly which was subsequently presented before the House for discussion by Speaker Abdul Rahim Rather.

“I move that a sum not exceeding the aggregate amount mentioned in Demand Nos. 1, 3, 4, 6, 8, 9, 10, 14, 19, 20, 24, 31 and 33 be granted to Government to defray the charges which will come in course of payment during the year ending 31st March, 2027 in respect of Heads indicated in the List of Business against each demand,” Chief Minister said. These Demands for Grants pertain to General Administration Department, Planning, Monitoring and Development, Information, Power, Finance, Parliamentary Affairs, Law & Justice, Revenue, Housing, Tourism, Hospitality & Protocol, Estates, Culture and Disaster Management and the charge of these departments is held by the Chief Minister.

He added: “I also move that a sum not exceeding the aggregate amount mentioned in Supplementary Demand Nos. 1, 2, 3, 6, 7, 8, 10, 12, 13, 17, 18, 19, 20, 25, 26, 30, 32, 35 and 36 be granted to Government to defray the charges which will come in course of payment during the year ending 31st March, 2026 in respect of Heads indicated in the List of Business against each demand.”

The discussion for demands of grants will continue for today, February 18 and 19 while Chief Minister Omar Abdullah will reply to the demands on grants on February 19 afternoon which will be followed by voice vote to pass the demands of grants.

Jammu and Kashmir Chief Minister Omar Abdullah on Sunday accused the Bharatiya Janata Party (BJP) of starting the process that led to the division of the former state.

He was responding to comments made by BJP national general secretary Tarun Chugh, who said the BJP supports a fully united Jammu and Kashmir, including Pakistan-occupied Kashmir (PoK).

“We have always wanted Jammu and Kashmir to remain one entity,” Abdullah said. “It was the BJP that separated Ladakh, and we still want Ladakh to be reunited with Jammu and Kashmir.”

He added that his party has never supported dividing the region. “We never wanted Jammu and Kashmir to be seen as separate parts. It should never have been divided. We are not in favour of Jammu being separated from Kashmir,” he said.

Abdullah also alleged that the BJP and some of its allies in Kashmir continue to promote narratives that encourage division within the region.

Earlier, Tarun Chugh had said that the BJP believes in a fully united Jammu and Kashmir, including areas of PoK, and that the party is committed to equal development across the entire region. He also criticised what he called “divisive narratives” put forward by other political parties.

The exchange has once again brought the debate over Jammu and Kashmir’s political future into focus.

He said whether a holiday is declared on Sheikh Abdullah’s birth anniversary or not, the late leader’s place “resides in the hearts of the people.”“Under the distribution of powers, the elected government here has not been given the authority to declare or remove a holiday. That power lies with the central government,” he said. “This is why we say give us back statehood so that we can take both big and small decisions ourselves.”

Omar said Sheikh Abdullah’s stature does not depend on official notifications. “There is no need for a holiday to remember the Sher-e-Kashmir. People remember him from their hearts,” he said, adding that even the best cadet in the passing-out parade was awarded the Sher-e-Kashmir Sword of Honour, reflecting the respect associated with his name.

Speaking to reporters, Omar said the Agni Veer scheme was a new model of recruitment, and the hope remains that those joining through it will uphold the regiment’s long tradition of unity, discipline, and national service.
“We expect that, like those who served before them, the new recruits will also strengthen the spirit of brotherhood and unity across the country,” he said.

Speaking on India–Russia ties in the context of President Vladimir Putin’s visit to India, Omar said Russia has consistently supported India on critical fronts.

“Russia has come forward to help us whether in supplying weapons or using its veto in the United Nations, especially in the Security Council,” he said as per KNS.
However, he expressed hope that Moscow would move towards de-escalation. “We hope Russia takes the path of peace and stops the attack on Ukraine,” he added.

On being asked naming changes in government institutions, Omar responded with a Shakespearean reference. “A rose by any other name will still smell as sweet,” he said, explaining that people care about governance and service, not labels.

“Whether you call it Raj Bhawan or Lok Bhawan, the purpose is the same that people should get comfort and timely service,” he said. He added that such steps are meaningful only when they improve public convenience.

Omar also said that government is committed to the Rehabilitation Assistance Scheme (RAS), previously known as SRO-43, under which a family member of a government employee who dies in service is given a job to help them withstand financial hardship.

He said the administrative process takes time but the government has cleared a significant number of cases and recently distributed around 60 appointment orders in Kashmir. He said departments have been instructed to set realistic schedules and strictly follow them.(KNS)

Omar Abdullah Says Violence in Jammu & Kashmir Continues Despite Post-2019 Peace Promises

Jammu and Kashmir Chief Minister and National Conference Vice President Omar Abdullah on Wednesday said that bloodshed and the loss of innocent lives continue in the region despite repeated assurances of lasting peace after 2019.

He said the people of J&K were promised an end to violence, but the reality on the ground remains unchanged.Speaking to reporters, Omar said ordinary citizens continue to bear the brunt. “If it is not exploding in Delhi, it is exploding here. Innocent people are losing their lives,” he said, adding that Jammu and Kashmir has witnessed continuous violence over the last three decades.

“We were told that after 2019 this whole thing would stop, but it didn’t happen,” he added.

Omar said the responsibility for the ongoing situation lies with those in charge of security. “Why this is still happening, you should ask those responsible for our security. We don’t have that responsibility,” he stated.

He said he has been visiting various areas to meet the families affected by the recent Nowgam blast. “Yesterday, I went to five places, and today I am going to two more. Ultimately, we want this situation to stop at some point. Jammu and Kashmir has seen a lot of bloodshed in the last 30–35 years,” he said.

On economic development, Omar also commented on Mission Yuva, saying that around 30,000 Detailed Project Reports (DPRs) have been approved under the initiative, while banks have sanctioned nearly 9,000 of them.

He said around ₹400 crore has been disbursed to young entrepreneurs in the last five months. However, Omar highlighted a significant gap between DPR approvals and bank sanctions.

“The approval rate is high, but bank sanctions are lower. We will work to correct this gap,” he said, adding that the government’s experience in recent months has been positive, though improvements are still needed.Omar said the administration will continue reviewing performance and addressing shortcomings to support youth entrepreneurship. The Minister highlighted that the college building will be equipped with modern classrooms, laboratories, library and other advanced facilities, in order to promote holistic learning and provide new academic opportunities for the youth.

During the address, the Minister also highlighted various achievements of the Government, adding that significant strides have been made in vital sectors of Health and Education. She added that ample number of posts in these departments have been referred to recruiting agencies, adding that vacancies of Principals in all Colleges have been filled almost to provide better learning environment for the students.

The Minister further said that Doctors, Lecturers, Assistant Professors, Paramedical staff has been recruited in last one year and posted in deserving areas to provide best and quality educational and health care services to the students and locals.

The Minister on the occasion also announced that Bus for the students will also be provided as the college caters to large area. She also announced that Science stream will also be started in the college from next academic session, besides other streams as per demand of students will also be started.

Reflecting on the commitment of Omar Abdullah led government to holistic development of health infrastructure across Jammu and Kashmir, Minister Sakeena highlighted that advanced medical care facilities are being established in J&K, with special focus on far flung and under served areas.

She added that the new building of Primary Health Centre Mattan will be equipped best and diagnostic facilities so as to ensure timely and advanced medical attention at the local level.

She added that the unit is equipped with modern physiotherapy equipment and trained staff to assist patients recovering from orthopaedic, neurological, and post-surgical conditions.

The Health Minister on the occasion also interacted with the medical staff and local residents, assuring them of continued support in upgrading healthcare services and addressing manpower gaps. She also directed health officials to maintain high standards of patient care and cleanliness in all health facilities.

During the visit, the Minister also interacted with locals and general public who projected various issues and problems before the Minister. She assured them prompt redressal of these issues.

He added, “We have promised 200 free units, and God willing, we will fulfill that commitment. To benefit from this, do not fall for the PDP’s political tactics.”

Abdullah criticized the PDP, claiming its leaders installed meters in government offices but failed to pass any benefits to citizens.

He said as per KNS ,that under his government, assistance is available for the most financially vulnerable.

He further said that the PDP has misled people, overlooked past errors, and in some cases, arrested individuals, while forming alliances with the BJP. In contrast, the National Conference administration prioritized public welfare.

Urging voters to focus on development, employment opportunities for youth, and electricity charges, Abdullah said the electorate’s choice would determine governance for the next four years..

He specifically appealed for support for JKNC candidate Aga Mehmood in the Budgam by-election, scheduled for November 11. Abdullah recalled past elections where voters had elected him successfully and expressed hope they would extend the same support to Aga Mehmood.(KNS).

Khidmat Centre Operators Protest in Jammu; President Tanveer Haji Demands Monthly Support and Permanent Settlement Policy

The Jammu and Kashmir Khidmat Centre Association has launched a protest demanding the immediate implementation of the long-promised Permanent Settlement Policy, citing a total collapse of their livelihoods after 16 years of dedicated public service.

For more than a decade, Khidmat Centres have played a vital role in delivering essential government and banking services, particularly in some of the most remote regions of Jammu and Kashmir. The operators have served as frontline workers during major crises, including the COVID-19 pandemic, ensuring that citizens continued to receive vital services when most institutions were shut down.

However, with the cessation of banking services, the operators now face an unsustainable future. Their operations have been crippled, and the association asserts that J&K Bank, the designated Service Centre Agency, has failed to secure the future of these vital centres.

Despite several high-level assurances from government officials over the years — including from Dr. Jitendra Singh (MP) — no concrete steps have been taken to formalize the employment status of the operators. This prolonged inaction has left 1,109 highly skilled professionals in a state of deep financial and professional uncertainty.

The association strongly argues that a permanent settlement is not only their rightful demand but also an obligation for all stakeholders who initially established and benefited from these centres.

Speaking on behalf of the association, President Tanveer Haji stated:

“Our demand is clear and just — implement the promised Permanent Settlement Policy. Until this is achieved, the Government must announce Gap Support of ₹50,000 per centre, per month without any further delay.”

The association has now made a direct appeal to the Lieutenant Governor, Shri Manoj Sinha, and Chief Minister Omar Abdullah for their personal intervention to resolve this critical issue.

Furthermore, the Khidmat Centre Association has warned that if a policy decision is not made soon, they will be forced to intensify their agitation until their legitimate demands for stability, security, and dignity are met.

Addressing a press conference in Srinagar, Omar said he treats Mian Altaf with deep respect and considers him a senior colleague whose advice he values immensely.“My father always tells me to think before I speak and so does Mian Altaf. In that sense, there is no difference between my father and Mian Sahib. I see him the same way,” Omar said, as per KNS.

The Chief Minister said he had personally requested Mian Altaf to reach out to him directly whenever there was any issue to discuss. “I told him, whenever anyone wants to talk to me, leave the media aside and come to me directly. We can talk behind closed doors, no one else needs to know,” he said.

On being asked about MP Agha Ruhullah, Omar interrupted and refused to comment. “I will not talk about him,” he said. “Whom people are you bringing on a platform? Where is Mian Altaf and where is he? There is a difference between the earth and the sky.”(KNS)
