Lok Sabha passes J&K SC, ST reservation Bills

In a significant development, the Lok Sabha has passed two crucial bills, namely the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2023, and the Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023. This move marks a pivotal moment in the constitutional framework of Jammu and Kashmir and underscores the commitment of lawmakers to address the rights and representation of marginalized communities in the region.
As per information obtained by KNS, the passage of both bills received widespread support from Members of Parliament representing diverse political affiliations, highlighting a consensus across party lines on the issue.
The Scheduled Tribes (ST) Bill brings the Pahari Ethnic Group into the Scheduled Tribes list of Jammu and Kashmir. Additionally, it extends inclusion to the Gadda Brahman, Koli, and Paddari communities, thereby broadening the scope of representation within the ST category in the region. This legislative amendment is aimed at rectifying historical injustices and ensuring equitable opportunities for these communities.
Simultaneously, the Scheduled Castes (SC) Bill endeavors to incorporate the Valmiki community into the Scheduled Castes list of Jammu and Kashmir. By recognizing the social and economic challenges faced by the Valmiki community, this bill seeks to empower them through affirmative action and targeted welfare measures.
The passage of these bills has drawn praise from various quarters, with BJP MP from Jammu, Jugal Kishore Sharma, commending the central government for championing the cause of justice in Jammu and Kashmir. He criticized opposition parties such as Congress, National Conference (NC), and People’s Democratic Party (PDP) for allegedly obstructing the realization of constitutional rights for the people of the region.
Former NC MLC, Shehnaz Ganai, also lauded the government’s initiative, hailing it as a historic milestone for the people of Jammu and Kashmir. She expressed gratitude to Prime Minister Narendra Modi for granting Scheduled Tribe status to the Pahari Ethnic Community, emphasizing the transformative impact of this decision on the socio-political landscape of the region.
In conclusion, the passage of the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2023, and the Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023, represents a significant step towards inclusive governance and social justice in Jammu and Kashmir. By extending constitutional protections and recognition to marginalized communities, the government aims to foster greater inclusivity and equality, thereby advancing the principles of democracy and pluralism in the region.
